FOR A BUSINESS (AUTOMOTIVE MACHINE SHOP) IN THE A(AGRICULTURAL)ZONE
DISTRICT - JIMMIE AND SHARON WOLFRUM
A public hearing was conducted on May 3, 2000, at 10:00 a.m., with the following present

The following business was transacted:
I hereby certify that pursuant to a notice dated April 17, 2000, and duly published April 20, 2000,
in the South Weld Sun, a public hearing was conducted to consider the request of Jimmie and
Sharon Wolfrum for a Site Specific Development Plan and Use by Special Review Permit #1260
for a Business (automotive machine shop) in the A (Agricultural) Zone District. Lee Morrison,
Assistant County Attorney, made this a matter of record. Sheri Lockman, Department of Planning
Services, presented a brief summary of the proposal and entered the favorable recommendation
of the Planning Commission into the record as written. Ms. Lockman stated the proposed use is
allowed as a Use by Right in the I (Industrial) Zone District; however, a Use by Special Review
Permit is required to place an automotive machine shop in the A (Agricultural) Zone District. Ms.
Lockman gave a brief description of the location of the site, which is approximately 79 acres. She
stated this is a very rural area, and the proposed Conditions of Approval and Development
Standards will make the proposal consistent with the Weld County Comprehensive Plan. Ms.
Lockman further stated four referral agencies responded favorably with comments or prc posed
conditions, the fifth referral agency did not respond, and no correspondence has been received
from surrounding property owners.
Jimmie Wolfrum, applicant, clarified this is an automotive machine shop, not a repair shop, and no
repair work will be done on-site. In response to Commissioner Baxter, Mr. Wolfrum stated there
are currently no improvements on the site. Responding to Commissioner Geile, Mr.Wolfrum stated
the house and shop will be located in the same building. The 2,000-square-foot house will be
located on the main level, and the machine shop will be approximately 1,700-square-feet located
on the lower level. Mr. Morrison stated the Resolution will be corrected to indicate the use as an
automotive machine shop, and indicated that although the notice was incorrect it did not adversely
affected the notification purposes.

No public testimony was offered concerning this matter. In response to Commissioner (3e le, Mr.
Morrison stated the Use by Special Review Permit supercedes the four percent coverage rule.
Commissioner Vaad moved to approve the request of Jimmie and Sharon Wolfrum for a Site
Specific Development Plan and Use by Special Review Permit#1260 for a Business (automotive
machine shop) in the A(Agricultural)Zone District, based on the recommendations of the Planning
staff and the Planning Commission, with the Conditions of Approval and Development Standards
as entered into the record and to correct all references of an "automotive repair shop' to an
"automotive machine shop." The motion was seconded by Commissioner Baxter, and it carried
unanimously.
This Certification was approved on the 8th day of May 2000.
