We have also observed the site. The application has satisfied PUD Ordinance No. 197 in regard to water and sewer service. Water will be provided by Left Hand Water District and sewer will be provided by individual sewage disposal systems. The minimum proposed lot size of 11.89 acres coupled with the overall density of one septic system per 15 acres meets current Department policy. There were commitment letters from Left Hand Water District in the application materials. The Department recommends approval with the following conditions: 1. Water service shall be obtained from the Left Hand Water District . 2. A Weld County Septic Permit is required for each proposed septic system and shall be nstalled according to the Weld County Individual Sewage Disposal Regulations. 3. Each septic system shall be designed for site-specific conditions, including but not limited to maximum seasonal high groundwater, poor soils, and shallow bedrock. The Weld County Public Works Department has reviewed this subdivision's Final Plat request STANDARD COMMENTS: ❑ External Roadways:WCR 10 is shown as a local gravel road in the Weld County Comprehensi in F .in. The plat reflects the required 60 feet of right-of-way. ❑ Internal Roadway: All lots within a new subdivision shall be served by a the internal roaii lie minimum width for paved roads, maintained by the County is 24' traveled way with 4' :;t 3bill aed shoulders. All internal roads will have 60 feet of right-of-way. Special care should be taken w.th hie widths of fire access and on curves. The intersection of the internal street and WCR 10 shall h€ at '. Cul-de-sacs shall have a 65' right-of-way radius with a 50' edge of traveled way radius. j)4'1 Drainage: A storm water report was/was not submitted at the Sketch Plan. It shall be amended s,ld resubmitted to include culvert sizing for the ditch crossing. ❑ Traffic: The three residential lots will have little impact on the adjacent roadway system except in hie area of dust. The submittal states that there are fifteen existing homes on this road. The additicral v%o homes will bring this road close to the 200vph maximum before dust control is required. This site ins within the SW impact area but WCR 10 is not planned for pavement in that study. ❑ Landscaping: No plants over 3 feet will be allowed in the intersection sight distance triangle ❑ Utility Easements: Utility easements will be required around the internal street and the lots. A • RECOMMENDATION: Approval DEVELOPMENT CONDITIONS: r The existing two access drives on WCR 10 shall be closed and lot 3 will use the internal roecwa tor access. A cul-de-sac designed to County standards be provided at the end of the internal road. The right-of-way for the road be dedicated to the County. The drainage study be amended to include calculations of the ditch crossing culvert. Approval be obtained from the ditch company to cross the ditch with the road. A street name sign and stop sign will be provided at the end of the internal roadway. Based on my review, I have the following comments: • The Fire District has no objections to the subdivision provided the requirements of Attachment I (Fire District letter dated June 9, 1999)are met. • Street intersections must be marked with signs showing the street name and address range. If standard street signs are used, then the signs do not need to be submitted to the Fire District for approval If non-standard street signs are used,the signs do need to be submitted to the Fire District for approval. • Approved address numbers shall be placed on each residence, or on a free standing sign, in such a position to be plainly visible and legible from the street fronting the property. Address numbers or letters shall contrast with their background. • As soon as the final plat is approved, the applicant must provide to the Fire District an eight and one half by eleven map of the subdivision showing the street configuration, street names,hydrant locations and addresses of the lots if available. Historically, the Fire District had not approved of any subdivision unless water supply for fire protection was provided. However, the Fire District has approved a four lot recorded exemption within Weld County and a four lot minor subdivision in Dacono without required water supply or installation of fire hydrants, provided all new residences built on the lots affected by the recorded exemption or minor subdivision were protected with ar automatic fire sprinkler system. The Fire District does not object to the subdivision anc approves the subdivision as indicated on the plat in accordance with the following comments anti stipulations: • Fire apparatus access is accepted as indicated on the plat. • Water supply for fire protection must be provided by hydrants located within 650 feet of new residences as measured along the fire apparatus access road and around the exterior of the residence. The projected student impact upon the St. Vrain Valley School District of 2 new single-family lots on 45.7 acres is 1 student. Any students living in this subdivision would attend Erie Elementary School and Erie Middle/Senior High School under the present school boundaries. However, due to potential growth in these schools this development and other existing developments in this feeder could be placed in another attendance area in the future. While this development does not impact the middle/senior school capacity, the elementary is already over capacity. In addition, there are other approved developments in these attendance areas which will, together with this proposal, have a significant cumulative impact on these schools. As the volume of developments increases in the Erie Elementary area with no alleviation of the existing overcrowded conditions, the ability to provide the same quality education for these new students that is provided students in other areas becomes increasingly difficult. Therefore, the District would oppose this development because it adds to the enrollment of an already overcrowded school. Should this proposal be considered for approval, the District would request the cooperation and participation of the developer and County in implementing a separate agreement to help mitigate the impacts on the schools. This agreement would include the calculation and payment of an appropriate cash in-lieu of land dedication fee to address the capacity concerns at these schools (per the attached chart).
