Special Review Questionnaire
1. This is a request for a special use permit in order to run a commercial
greenhouse on land currently zoned agriculture in Weld County. A portion
of the property will have trees and nursery stock growing on it. The
greenhouse will be used to grow and sell annuals and perennials as well as
garden center supplies such as soil, fertilizers, tools, statuary, pottery, and
other garden items.
2-3. This use is consistent with the Weld County Comprehensive Plan of
an agriculture county in that greenhouses and nursery stock falls within the
area of agriculture use. We are requesting an opportunity to supplement
sales of agricultural items with hard goods and general merchandise
associated with a garden center. A special use permit would allow us to sell
these items and at the same time adhere to the Weld County Zoning
Ordinance.
4. The site is surrounded on three sides North, South, West by
agriculture land. The East side of the proposed site is currently farmed but is
under review by the City of Windsor for future development. A garden
center will help keep this section of Weld county agriculture based and
provide a needed service to the surrounding area.
5.a. This business is very seasonally dependent. We estimate between 10-
30 customers a day in the months of April, May, and June with numbers
decreasing as winter approaches.
b-c. In the busy spring and summer months there will be 1-10 employees.
This number will fluctuate according to customer demand. The greenhouse
will be open 7 days a week from 9:00am to 6:00pm April through Mid-July
and 9:00 to 5:00 the remaining months.
d. We propose to build one steel-framed greenhouse 41 x72 ft covered
with polycarbonate with additional 30x96 ft greenhouses (steel and
poly) added as needed up to a maximum of 3 additional. Included in
the initial plans is a 30x40ft wooden framed steel-sided office
building.

e. ANIMALS- No animals will be associated with the garden center.
f. Regular passenger cars, SUVs, and pickup trucks will be the majority
of traffic to the business daily during business hours. There will be
occasional delivery trucks weighing 6,000-22,000 lbs. one to four
times per month during the summer season.
g. Fire protection is provided by the Windsor - Severance Fire protection
district.
h. Water is provided by North Weld County Water District as well as
irrigation water from The New Cache La Poudre Irrigating Company.
i. Sewage disposal will be through a septic system, which is being applied
for. Port-a-lets will be used during construction.

6. Landscaping - Gravel parking lot, fence surrounding property, steel
framed greenhouse, trees, perennials, and shrubs. (see plan)

8. Storm water will be handled via ditches, which follow the natural
drainage flow into the existing ditch along 392, and on to the Poudre
River. See plans.
9. Construction will begin as soon as possible and should be completed
within 1 year from starting date. Septic to be completed within
allotted time limit once permit is granted.

Dear Clerk to the Board:
This is a letter requesting pre-advertisement of a Site Specific Development
Plan and Special Review Permit for land zoned agriculture to be used for a
commercial greenhouse/garden center. The address of the land being
considered is 6461 W Hwy 392, Windsor CO. The legal description of the
land under review is Lot B of RE-1425: part of the E2 SW4 of Section
18,Township 6N, Range 67 west of the 6th P.M., Weld County, Colorado.
Due to the seasonal nature of the proposed business, it is of great financial
importance to be open during the spring and summer months in order to
help pay for this project. We would like to open ASAP in order to be ready
for the bedding plant season in April and May. The time saved by pre-
advertising would give us a better chance of meeting this goal.
The meeting with the Weld County Planning Commission is scheduled
for January 18, 2000 at 1:30pm.

being used.
