RE: GRANT PERMIT FOR TEMPORARY ASSEMBLY TO LEAHY FAMILY FARM, LLC -
SEPTEMBER 15, 16, AND 17, 2000
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Leahy Family Farm, LLC, 22437 Weld County Road 19, Milliken, Colorado
80543, has presented to the Board of County Commissioners an application for a Permit for
Temporary Assembly on land within the unincorporated portion of the County of Weld, State of
Colorado, to be held from 10:00 a.m. to 4:00 p.m. on September 15, 2000, from 7:00 a.m. to
6:00 p.m. on September 16, 2000, and from 10:00 a.m. to 3:00 p.m. on September 17, 2000,
on property described as follows:
All that part of the SE1/4 of Section 9, Township 4
North, Range 67 West of the 6th P.M., Weld
County, Colorado
WHEREAS, said applicant has paid to the Weld County the sum of ONE-HUNDRED
DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, having examined said application, the Board deems it appropriate to grant
a Weld County Permit for Temporary Assembly to the Leahy Family Farm, LLC, and
WHEREAS, said permit shall be issued subject to compliance with the terms and
conditions as set forth in the application materials and upon the express condition and
agreement that the temporary assemblage will be conducted in strict conformity to all laws of
the State of Colorado, and
WHEREAS, any violation to said terms and conditions shall be cause for revocation of
said permit and forfeiture of bond.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that said Weld County Permit for Temporary Assembly on
September 15, 16, and 17, 2000, be, and hereby is, granted to Leahy Family Farm, LLC. to
conduct a temporary assemblage at the hereinabove described location.

2. Nature or purposes of the assembly: Three day American iti stnrtc _Racing tiotoi -
cycle Association (AHRMA) event as part of their Front Range Days. Other
r,reps will hr. hold at (:nlnradn Natinryal "cp.it.ray aff fifith (by DIA) mind at
Mead, CO, Mountain View Raceway. Races at our track are: Friday, Trtal3
Saturday, Motocross - and Sunday, Hare Scrambles.
3. Dates and hours during which the assembly is to be held: Friday, Sept 15th 10 .a.m.
to 4 p.m. - Saturday Sept 16th 7 a.m. to 6 p.m. - Sunday Sept 17th LO a m.
to 3 p..m. The gates will be open from 7 a.m. to 11 p.m. They will L„ locked
each night and attended at all times.
4. Maximum number of persons to be allowed at assembly at any one time: No m•:t {imuia
number. AHRMA has indicated we will probably have 70 riders on Fii:l.ry,
up to 400 riders on Saturday, and 80 to 100 on Sunday.
5. The maximum number of tickets to be sold, if any: No maximum number

This is a National event, meaning we will have riders from all over tf,e USA:
but the motorcycles are all VINTAGE, meaning they have to be frou 1974 :Dr
older. This limits the number of riders, classes they participate in, and
interest of the riders, who are mostly older also. The age of the Likes

location of facilities: As usual, most participants bring large containers of
water. During the summer months, I also buy bottled water and keep it__ n a

8. Identify the plans for providing separate toilet facilities for males and females, including the
source, number, and location, type and the means of disposing of wastes
deposited:weld County required that we provide permanent toilets there
are 3 in the building. In addition, for any event, we have 3 to 5 uu ,ts hrouglt
in by Accommodation Sanitation, and I clean all of them and bring exira toiler
paper to each at least once during the day of a race. After the race , they ar,
picked up or are left and serviced by Accommodation Sanitation
9. Identify the plans for holding, collecting, and disposing of solid waste
materials: We have approximately 30 55 gallon plastic barrels whirlLare
distributed around the property, especially at the edges of the parking Tots.
They are tied or wired so they won't blow over, and after each race `they are
loaded on a flat-bed truck and brought to the dumpster which is then picked u•
by Imperial Trash Service. Johnstown. CO We also pass out trash bax,, which
have been provided by Saturn of Ft Collins, and people fill them and lea•,e
them in the barrels after the race . They are really good about pickai.g al .
10. Identify the plans to provide for medical facilities, including the location and construction of
any structures, the names, addresses, and hours of availability of emergency medical
technicians and nurses and provisions for emergency ambulance
service: The AMA requires that all sanctioned events provide an ambulance
for the entire rime a rare is going on, including practice. We hire_ ].:ockv Mtn
Fire and Rescue, Commerce City, CO who brings 3 to 6 EMT's and/or 29ramedics
and they call to have any injured persons transported. At this time , the deci ion
has not been made as to whether it will be Weld County Ambulance or Dock•.: Mtr
Fire and Rescue. The AIIRMA office will decide. There will be an anbu coirir on.
the property all three days for each type of race.
11. Identify the plans, if any, to illuminate the location of the assembly, including the source and
amount of power, and the location of lamps:
Each of these events take place in the daytime only. We do have lighrs an the
south, east and west sides of the building for sign-up purposes.

12. Identify the plans for parking vehicles, including size and location of lots, points of highway
access and interior roads, including routes between highway access and parking lots:
Weld County required that we level and travel a parking lot adjacent_ to the
sign-up building and the track. In addition, last spring, we leveled an area
approximately the same size, directly north. Vehicles can park alo _ the
driveways coming into the property. and near the north gate. Acces_ to and ft.' m
the property is WCR 19, which is paved. One-half mile_ north. Rd 19 icter.sects
with Highway 60 between Johnstown and Milliken, CO. We make every eflor;: to k+ ej:
vehicles coming onto the property during peak sign-up times, having : hem form
two lines, with lots of entry gate persons to sign them in.
13. Identify the plans for communications with hospital, police, and fire services, including the
source, amount, and location of communication equipment:
We are served by the Weld County Sheriff' s Dept. , Johnstown Voluntee) Fite
Dept. , and the Johnstown Police. The only time they are called is when w(_
have an injury, and the ambulance service does that. We have not had problems
in the past. I hire Loveland Security for parking, facility rules, aid e_:pect
to have them at the facility all three days of this event. Securitv_ 'ersonni
roam the property, check in with the office for clarification, and m.:ke :;ure
all persons on the property know the rules of the event.
14. Identify the plans for camping facilities, if any: Because this is a National event ,
there will be people coming in motorhomes. Numbers are unknown, because ! his s
a first-time multi-location get-together. AHRMA publishes the rules on their
website in their magazine an r, fairly well-rn-
either stay in motels in the area, or have self-contained units. 4,e ,ill.L. aut

16. Identify the plans for security, including the number of guards, their deployment, their
names, addresses, credentials and hours of availability and description of peer group
control, if any: We are required by Weld County to have security, and I hire
Loveland Security personnel for both evening and daytime. As stated earlier,
they roam the prpperty. enforcing parkine keening the fire lanes open. keepirg
riders in 1st gear to and from the gates: spectators off the track, and helmets
and safety gear on all riders . I expect to have one security person ,jresent
during all peak traffic. times, and two on Saturday when we expect mole people
17. Identify the plans for sound control and sound amplification, if any, including number,
location, and power of amplifiers and speakers: We have a very small scund _
system, designed for areas where the spectators are; there are only_ (. speaker: .
Last fall we had a small FM radio station added, which lets riders lister to
announcements and the race itself over their car or truck radio. It creates nc
added volume and works well. It only transmits about 1/2 mile.
18. If applicable, identify plans for meeting County health standards for food concessions and
concessionaires who will be allowed to operate on the grounds, including the names and
addresses of all concessionaires and their license permit numbers:
Hot Chili's catering will be doing the concessions. In addition. ylanb arp
in the works for a Bar-be-que for Saturday evening, Sept. 17th. I Bane contacted
The Mad Russian, Milliken, and an individual in LaSalle, Rob Reeves . for bids
to do the Bar-be-aue. I will supply their license permit number
19. Identify the plans, if any, for an electrical system: Not applicable

20. Identify the plans to ensure that trees, underbrush, large rocks, and other natural features
shall be left intact and undisturbed, and natural vegetative cover retained, protected and
maintained so as to facilitate drainage, prevent erosion, and preserve the scenic attributes;
and the plans to abate dust on the site: Parking areas are marked, fenced and
regulated by cernrity Because the summer has heen sn dry.. our grass :.s very
vulnerable at this point. We may have to replant to maintain our veger:ation,
but not because of parking or driving. Signs are posted 5 different places on
the facility about "NO off-road driving". I personally hand-water cur trees
and shrubs to keep them alive this summer. As for dust, we have water trucks
which we use for track maintenance, but also, we drive them througt :he parkin.,
areas and driveways when necessary, to prevent dust.
21. Attach a statement by a bonding company licensed to do business in the State of Colorado
indicating its intent to furnish a bond to ensure performance by the applicant of each of the
terms and conditions of the temporary assemblage permit.
22. Attach a statement by an insurance company licensed to do business in the State of
Colorado stating its intent to provide liability insurance to protect against injury to persons
or property occurring as a result of such an assembly.

AHRMA - Two Rivers
Promoter Agreement
The following is the agreement between AHRMA and Two Rivers Racing LLC for the
Off Road events to be held at the Two Rivers facility on Sept. 15, 16, & 17, 2000.
1. AHRMA must have on file in its main office, a copy of this agreement, along
with information on the facility such as its exact location, size, surface
composition, seating capacity, paddock size, and contact person. This
information should mailed to AHRMA, P.O. Box 676, Shawnee Mission,
Kansas, 66201 , ATTN: Jack Turner.
2. Motorsports Commercial Liability Insurance in the amount of$5,000,000.
will be provided by AHRMA for this Event. A copy of the policy is included
for your information. The Promoter must supply the info for the "also
insured" portion of the policy.
3. It is the responsibility of the promoter to assure that all appropriate waivers
and releases are signed by the competitors,workers,staff, mechanics, and
spectators entering the facility, and that any other requirements of the
insurance company and the sanctioning organizations are complied with.
AHRMA is to receive the originals of these releases by the end of the event.
Copies can be made for the promoter's files.
4. All AHRMA National events are AMA sanctioned. AHRMA will apply for and
obtain the sanctions for these events. The promoter and ambulance crew
will assist in completion of all necessary referee and injury reports prior to
the end of the event.
5. AHRMA will arrange for photos and press coverage for its newsletter and
news releases. This info will be available to the promoter. If the promoter
wishes to arrange for additional press coverage, it is his option.
6. AHRMA will supply personnel for registration, tech, race order, and race
scoring interpretation (results). AHRMA will also supply the referee (race
director). The promoter will supply gate personnel,corner workers, Starter
and assistant, scorers, and any vendor or traffic control personnel that may
be required.
