The Weld County Council met in regular session in full conformity Wit 'fie VPe d County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
November 21, 2000 6:30 p.m.
ROLL CALL: The meeting was called to order by President Al Roberts. Vice President
Dwaine Kurtz, Councilman Mitchell Martin, Councilman Dan Oster, and Councilwoman
Joyce Smock were present, constituting a quorum of the members. Also present: Jody
Malone, Doug Rademacher, Commissioner Barb Kirkmeyer and the Council secretary,
Bev Thomas.
APPROVAL OF DOCUMENTATION:
October 17, 2000 Council Minutes
Vice President Dwaine Kurtz made a motion the October 17, 2000 Council minutes'
paragraph entitled "Response from Planning Department to Citizens' Questions" be
replaced with the following paragraph:
Mr. Roberts presented to the Council a letter (9/11/00) written by Monica
Mika-Daniels in response to questions that President Roberts had been
asked by Weld residents, business persons and developers. President Al
Roberts asked Bev Thomas to send copies of the letter to each Council
member and to Ms. Sharon Hopper.
Councilman Mitchell Martin seconded the motion and it carried.
GUEST SPEAKER: County Commissioner Chairman Barbara Kirkmeyer presented a
review of changes in Weld County during her eight-year tenure as a Commissioner.
She included the following: Public Works and improved transportation within Weld
County; groundbreaking for the southwest Weld Administration Building and expansion
and completion of other county buildings; development of new election system and
progress toward GIS (Geographic Information System) on line for all departments;
compilation of all codes and ordinances to be available on CD and the www; Weld
County Ambulance Service's implementation of status management; Health
Department's community assessments; Commissioners actively representing Weld
County to get grants and serve on important state committees; participation in regional
meetings and intergovernmental agreements; update of Weld County Comprehensive
Plan.
Mrs. Kirkmeyer discussed with Council members the role of the Weld County Council
and possible changes to the Weld County Home Rule Charter.

Councilman Kurtz made a motion the Council bring unfinished business to the top of
the agenda. The motion carried.
UNFINISHED BUSINESS:
Commissioners' Salaries for 2003 and 2004
The Council signed Council Resolution 130 setting the Commissioners' salaries at
$59,000 for the year 2003 and $61,000 for the year 2004. Councilman Dan Oster
stated the reason he voted against Resolution 130. He said he felt strongly that until
there were pay raises to retain "in-the-trenches" employees that must handle the
increased population of the county, there should not be paid raises to the
Commissioners. President Al Roberts said he agreed with Councilman Oster and said
that Commissioners are overpaid and other County employees are underpaid.
Councilman Dan Oster made a motion that the Council reconsider Council Resolution
130. President Al Roberts seconded the motion. The motion failed with the following
roll call vote: Councilwoman Joyce Smock, Councilman Mitchell Martin, and Vice
President Dwaine Kurtz voted no. President Al Roberts and Councilman Dan Oster
voted yes.
September 26 Letter from Chairman Barbara Kirkmeyer
Vice President Dwaine Kurtz made a motion that the Council should send copies of two
letters to the County Clerk and Recorder and to the three members of her staff who
spoke at the September Council meeting. The two letters are the Council's September
20 letter and Chairman Barbara Kirkmeyer's September 26 response (concerning Clerk
and Recorder's staffing and salaries). The motion carried.
September 11 Letter from Monica Daniels-Mika
Vice President Dwaine Kurtz noted that the questions presented to Monica Daniels-
Mika (answered in her September 11 letter)were very thorough.

Councilwoman Joyce Smock made a motion that the October bills be paid. The motion

APPOINTMENTS: Councilman Dan Oster and Councilwoman-elect Jody Malone will
attend the December 5th EGOV Technology Assessment Meeting.

COORDINATOR REPORTS:
Town and County Meeting
Councilman Dan Oster and Councilman Mitchell Martin reported on the October 30
Town and County Meeting.
Speaker for 2001 Council Meeting
Vice President Dwaine Kurtz will ask the Weld County Airport Manager to speak at the
February 2001 Council meeting.

Pay Bills
Councilman Dan Oster made a motion that the November bills be paid. The motion
carried. South Weld Sun Invoice for Legal Notice $34.00

Vice President Dwaine Kurtz made a motion the Council purchase the appropriate
name plates and materials for newly-elected Council members as well as plaques for
outgoing members. The motion carried.
January 2001 Council Meeting Time
Councilman Mitchell Martin made a motion the January 2001 Council meeting be
January 16, 2001 at 6:30 p.m. The motion carried.
Secretarial Research
Councilman Mitchell Martin and Councilwoman Joyce Smock asked to receive copies of
the Commissioners' consent agendas via email.
ADJOURNMENT: The meeting was adjourned at
9: 15 p.m.
