Lesh Town Clerk Pahl? 41iiii`eed /ice: /02 en, i5d2 ,€) /94190 A Unique Little Town 2000-2977 IMPACT REPORT for the HOFFNER ANNEXATION General Information The proposed annexation is a triangular-shaped property that consists of 17.2 acres and is located west of S. First Avenue, and immediately south of Highland High School. The proposed use of the property would be for single family residential and would contain 59 single-family lots with no commercial uses. The Comprehensive Plan or Development Plan that was completed in 1999 shows the area of the proposed annexation as low-density residential. The density of the residential uses that is being proposed would be 3.43 d.u. per acre which is slightly higher than that indicated by the plan, but is considered lower density and is in general conformance with the Comprehensive Plan. Surrounding Land Uses The land uses that surround the proposed annexation are the Highland High School and middle school facilities to the north, single-family housing to the northeast, large lot single-family residential directly east, and the Town sewage treatment facilities to the southeast, and agricultural uses to the south and west. The predominant character of the surrounding land uses is agricultural. The facilities of Highland High School that are adjacent to this property are the Memorial Athletic Field and baseball fields. S. First Avenue, a paved road, borders the property on the east and would provide the main access into and out of the property. The impact of the proposed land uses on the existing land uses would in most cases be minimal. The residential uses are low-density so the existing residents to the east and the north would be impacted, primarily, from a small amount of increase in traffic on the existing Weld Co. Rd. 35 that is paved. Noise or other environmental impacts would also be minimal. The proposed annexation lies within the designated urban growth area of the Town and is adjacent on the north and east side to the existing town limits. The annexation, therefore, is located in an area that would allow the Town to extend its services in a normal progression. Traffic and Transportation Weld Co. Rd. 35 or S. First Ave. in Ault would border the eastern boundary of the proposed annexation and would provide the only access into and out of the subdivision. This road now has only light traffic at the location of the proposed annexation, but further north it receives heavier traffic from the high school/middle school at the beginning and ending of the school day. The traffic study that was completed in 1997 (Rollins, 1997) indicates a low level of traffic on First Ave. at the intersection of First Ave. and Highway 14 both in the morning and the evening. There is an existing traffic light at this intersection that helps to control the traffic coming and going from the students and school personnel and the heavier level of traffic on Highway 14. Most of the traffic from the school facilities, however, is located west of First Ave. as the main parking lot is located there and ingress and egress is onto Highway 14. Improvements would have to be made to Weld Co.Rd. 35 at the location of the proposed annexation. These improvements would probably be in the form of curb and gutter and sidewalk as now exists along properties to the north and improvements at entrances into the subdivision. The width of the ROW along this location will have to be considered as the proposed annexation proceeds. Storm Drainage The following information was provided by KBN engineers. This site drains south and west to a natural draw along the site's west property line. Runoff will then flow through an existing culvert under Weld Co. Rd. 35, through borrow ditches to a sump within the wastewater treatment plant property where the water must infiltrate into the ground or evaporate. Development on this property will add impervious area and increase runoff to the sump area even with on-site detention. Water The following information was provided by KBN engineers. Ault receives potable water from North Weld County Water District through a master meter at 5th St. and Graefe Ave. The water then flows into an existing 0.50 million-gallon storage tank. The water tank is only 24 feet tall that requires the water pressure to be boosted using pumps prior to entering the distribution system. The pumping station has the capacity to pump approximately 1600 gallons per minute at a pressure of 67 pounds per square inch (psi). At the current time calculations on water usage indicate that Ault should have water storage more along the lines of 800,000 gallons. It is estimated that this proposed annexation will increase the storage needs to approximately 816,000 gallons. There is an existing 6" waterline along the east side of Weld County Rd. 35. Experience indicates that 6" lines are not adequate to deliver fire flows for residential areas. This annexation should be required to install an 8" line along the length of it east property line to provide adequate line size. It is estimated that this annexation will add 61 gallons perminute demand on the water system during maximum daily times. This added demand would reduce the estimated capacity of the pumping system to fight a fire during maximum daily flows to approximately 1140 gallons per minute from 1200 gallons per minute. Sewer The following information was provided by KEN Engineers. The Ault wastewater treatment plant is located just southeast of the proposed annexation. The current plant capacity is 120,000 gallons per day and the current influent flow is approximately 101,000 gallons per day. The town is currently applying to the state health department to increase the plant capacity to 148,000 gallons per day by making some improvements at the plant. It is estimated this annexation could add approximately 18,000 gallons per day flow to the plant. Once the improvements are made to the plant, this flow will increase the flow to 119,000 gallons per day or 80%of the 148,000 gallon per day capacity. It appears the developer will be required to install a lift station to get wastewater from this site into the treatment plant. The town will also require the developer to install a sewer trunk line along the west property line to serve future customers to the north. Parkland There is no parkland or open space shown on the plan for the subdivision. This plan is not in the platting stages as of this time and the layout of the lots, streets, and any parkland/open space is not required for this stage. The outline development plan that is required at this stage must indicate the land uses and densities that are being proposed. There is a small park that is north of the proposed annexation adjacent to the school property that contains picnic facilities and basketball courts. This is used frequently by the students and for special events in the community. Even though there is a park one block away from the proposed annexation, there should probably be some provision for open space or tot lots for small children who would benefit from a smaller park that is very near their residence. Public Schools Information was not available for the 1999-2000 school year, but figures for the preceding school year show a total enrollment of 882 students in all grades including kindergarten through twelfth grade. The school superintendent estimates that existing facilities are at approximately 90 percent of capacity. Existing facilities could absorb approximately 98 additional students before the school would be at its estimated capacity. The school district estimates that each additional residential dwelling unit yields an additional .67 students. Using this measure, the proposed annexation would yield an additional 40 students. This subdivision alone would not exceed the capacity of the school district, but the Town is now beginning to grow and adding this total to that of the Hansen annexation and the potential much larger addition from the Payant subdivision would easily exceed the capacity of the schools. The school district has approved an impact fee of over $700/du to provide for capital improvements for the district that would be applied to this development. Other Municipal Services Other municipal services that will be impacted by the proposed annexation are police and fire services. Fire services are provided on a volunteer basis with equipment located next to the existing Town Hall. Although existing facilities are adequate, as more subdivisions are added, there will be an increased need for additional equipment and personnel to handle the additional calls that could occur in the future. Water pressure in the location of the proposed annexation should be adequate. More hydrants would have to be included within the subdivision. Some preliminary discussions have occurred that would relocate the fire station into one of the new subdivisions, but no definite plans have been made at this time. Police services would be impacted similarly. At the present time, personnel and equipment are adequate, but with more residents and property to patrol, additions will have to be made. This annexation could be handled with existing personnel and equipment. The Town through the Comprehensive Plan and at other public meetings has expressed the desire for growth to "pay its own way". The fees for water, sewer, parkland and other municipal facilities will be established through the annexation agreement with the Town and through the development agreement as the development plans become more detailed. PETITION FOR ANNEXATION TO THE TOWN OF AULT The undersigned, in accordance with Article 12, Chapter 31, C.R.S., as amended, hereby petition the Town Board of Trustees of the Town of Ault, Colorado, for annexation to the Town of Ault the unincorporated territory more particularly described below, to be known as TO BE DETERMINED, and in support of said Petition, your petitioners allege that: 1. It is desirable and necessary that the following described territory be annexed to the Town of Ault, Colorado; See Exhibit "A" attached hereto and incorporated herein by reference. 2. Not less than one-sixth (1/6) of the perimeter of the area proposed to be annexed is contiguous with the Town of Ault, Colorado; 3. A community of interest exists between the territory proposed to be annexed and the Town of Ault, Colorado; 4. The territory proposed to be annexed is urban or will be urbanized in the near future; 5. The territory proposed to be annexed is integrated or is capable of being integrated with the Town of Ault, Colorado; 6. The signatures of the Petition comprise one hundred percent (100%) of the landowners of the territory to be included in the area proposed to be annexed and said landowners attesting to the facts and agreeing to the conditions herein contained will negate the necessity of any annexation election; 7. No land held in identical ownership, whether consisting of one tract or parcel of real estate or two or more contiguous tracts or parcels of real estate: (a) Is divided into separate parts or parcels without the written consent of the landowner or landowners thereof, unless such tracts or parcels are separated by a dedicated street, road or other public way; (b) Comprising twenty (20) acres or more and which, together with the buildings and improvements situated thereon has an assessed value in excess of Two Hundred Thousand Dollars ($200,000.00) for ad valorem tax purposes for the year preceding the annexation, is included within the territory proposed to be annexed without written consent of the landowner or landowners. 8. No part of the area proposed to be annexed is more than three miles from a point on the municipal boundary, as such was established more than one year before this annexation will take place; 9. The area proposed to be annexed comprises more than ten acres and an impact report as provided in Section 31-12-105.5, C.R.S., as_amended, is required. 10. The area proposed to be annexed is located within Weld County and no others; 11. The mailing address of each signer, the legal description of the land owned by each signer and the date of signing of each signature are all shown on this Petition; 12.
