Dear Mr. Eiberger:
I have discussed the concerns noted in your letter with the Department of Public Works.
Weld County Road 23.5 was graded twice weekly during the period of time that Weld County
Road 6 immediately west of US Highway 85 was closed for a bridge replacement. It was our
judgement that additional traffic was using the road as a detour during the closure. The dust
suppressant was also applied along the roadway for the same reason.
As you know, the roadway was re-graded and additional gravel was placed last week. Along with
the work accomplished last week, we will continue to maintain this roadway on a weekly basis. We
believe the additional aggregate and routine maintenance will alleviate your concerns with roadway
roughness.
Regarding your comments on littering, I have instructed the Department to schedule a weekend
pickup along this roadway within the next few weeks.
As I have indicated previously, the County has scheduled Weld County Road 23.5 for an
improvement project. Design, right of way, and utility relocations are planned for 2000.
Construction will start in 2001 starting from Weld County Road 2 and proceeding northward. The
County continues to be committed to this project.

(Re): Paving the Southern 8/10 of a mile of road 23 V2.
Thank you for your letter regarding the above matter.
As you may be aware, road 23 'h is not graded twice a week as we previously
discussed, but some times it is three weeks between grading. Due to the chemical
placed on the road to reduce the amount of dust, the washboard /rippling of the
road cannot be removed by grading it.
As you are aware, we have been unable to drive over 5 mph on the road without
violently shaking the automobiles and motorcycles. Now it seems that due to the
slow driving, people are throwing their trash and bottles out of their vehicles. While
we have stopped several individuals after seeing this, it still continues. We have also
picked up several bags worth of trash. The added concern is the broken glass along
the road,which is dangerous to people, pets, horses and wildlife as you can imagine.
Once again,we implore you to drive the road. As mentioned before, if a picture
were worth a thousand words, than 1 drive down the road would be worth
1,000,000.

Re: Paving of Weld County Road 23 'h
Dear Mr. Eiberger:
This letter will serve as a reply to your previous requests for an update on paving WCR 23 'h. The
issue was reviewed by the Board of Weld County Commissioners and Frank Hempen, Jr.,Director
of Public Works/County Engineer.
As you may be aware,the composition of the Board of County Commissioners changed in January
of this year. The new Board determined it was appropriate to review all roadway improvement plans
currently scheduled by the Public Works Department. The Board made several changes to the
Improvement Plan. One of the changes was a determination not to pave WCR 23 '/2 at this time.
In lieu of paving the roadway, a decision was made to cover it with a stabilized rock base. This
process incorporates a chloride based compound with good quality road base. The resulting product
is a hardened surface that greatly diminishes fugitive dust. It will be refinished once a year to
maintain the roadway surface, thus controlling the effects of a raveling and potholes.
The timing of this work will be discussed within the next two weeks when a revised Improvements
Plan is considered by the Board. I am directing Mr. Hempen to advise you of the timing of this
project as soon as a decision is made.
A signal is planned for the intersection of WCR 6 and U.S. Highway 85. It is the No. 3 priority
project in the Upper Front Range Regional Plan Project List. The Colorado Department of
Transportation (CDOT) staff has projected construction as early as 2002. It is the consensus of the

Board that installation of this signal will encourage motorists to use this intersection for access to
the south instead of WCR 23 1. The Public Works Department will monitor traffic counts to
determine whether this assumption is correct.
