HomeMy WebLinkAbout20000214 RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO JANUARY 26, 2000 TAPE #2000-04 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial Center, Greeley, Colorado, January 26, 2000, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Barbara J. Kirkmeyer, Chair Commissioner M. J. Geile, Pro-Tem Commissioner George E. Baxter- EXCUSED Commissioner Dale K. Hall Commissioner Glenn Vaad Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther E. Gesick Director of Finance and Administration, Donald D. Warden MINUTES: Commissioner Hall moved to approve the minutes of the Board of County Commissioners meeting of January 24, 2000, as printed. Commissioner Vaad seconded the motion, and it carried unanimously. ADDITIONS TO AGENDA: There were no additions to the agenda. CONSENT AGENDA: Commissioner Hall moved to approve the consent agenda as printed. Commissioner Geile seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: There were no Commissioner Coordinator Reports. PUBLIC INPUT: Sharon Hopper, Weld County resident, submitted the Frederick Development Activity Summary, marked Exhibit A, indicating the types of growth within the Mixed Use Development area. Ms. Hopper expressed concern with lack of response to a letter sent by Virginia Shaw, Weld County resident. Commissioner Vaad commented that the delay in response was due to an oversight by Weld County; however, a response letter has recently been completed. Chair Kirkmeyer added the delay was also due to the medical absence of the personnel who was directed to draft the response. 2000-0214 p -e- A. /Mad- BC0016 WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants for approval by the Board: All Funds $288,535.09 Commissioner Hall moved to approve the warrants as presented by Mr. Warden. Commissioner Geile seconded the motion, which carried unanimously. BIDS: PRESENT 2000 TRAFFIC PAINT AND PAINT BEADS BID - DEPARTMENT OF PUBLIC WORKS: Pat Persichino, Director of General Services, presented the five bids received. Said bid will be considered for approval on Wednesday, February 9, 2000. PRESENT SIGN FACING MATERIAL FOR 2000 BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino presented the nine bids received. Said bid will be considered for approval on Wednesday, February 9, 2000. APPROVE CABLING FOR VARIOUS BUILDINGS BID - PHONE SERVICES DEPARTMENT: Mr. Persichino stated the Phone Services Department recommends approval of the low bid from H and H Data Services, Inc., in the amount of$76,784.15. Commissioner Hall moved to approve said bid. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE CIVILIAN VEHICLES BID-SHERIFF'S OFFICE: Mr. Persichino recommended approval of the low bid from Phil Long Ford, LLC, in the amount of $45,177.50. Commissioner Geile moved to approve said bid. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE PATROL VEHICLES BID-SHERIFF'S OFFICE: Mr. Persichino recommended approval of the low bid from Phil Long Ford, LLC, in the amount of$209,122.50. Commissioner Hall moved to approve said bid. Commissioner Vaad seconded the motion, which carried unanimously. APPROVE CARGO VAN BID-SHERIFF'S OFFICE: Mr. Persichino recommended approval of the low bid from Phil Long Ford, LLC. He stated the second lowest bid is from Weld County Garage, which is a local vendor and the amounts differ by less than one percent. Commissioner Geile moved to approve the bid from Weld County Garage in the amount of $18,700.00, because in accordance with the Weld County Charter, the Board is directed to give preference to a local vendor if the amounts are within one percent. Commissioner Vaad seconded the motion, which carried unanimously. APPROVE LUBE TRUCK BID - COUNTY SHOP AND MOTOR POOL: Mr. Persichino recommended approval of the bid from Weld County Garage in the amount of$36,900.00 for the truck only and to reject the bid for the lube body. It will be re-bid as a separate project. Commissioner Geile moved to approve said bid. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE 3/4 TON,4X4 PICKUP WITH SNOW PLOW TOMMY LIFT AND NATURAL GAS OPTION BID -DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Persichino recommended approval of the bid from King Old GMC Subaru in the amount of $26,826.00, because they are the only bidder who met the specification requiring natural gas fuel. He further stated Weld County will receive grant money as a rebate for using a natural gas vehicle. Commissioner Vaad moved to approve said bid. Seconded by Commissioner Geile, the motion carried unanimously. Minutes, January 26, 2000 2000-0214 Page 2 BC0016 APPROVE 4X4, FOUR-DOOR RECREATIONAL VEHICLE BID - DEPARTMENT OF BUILDINGS AND GROUNDS: Mr. Persichino recommended approval of the low bid from Phil Long Ford, LLC, in the amount of $21,995.25. Commissioner Hall moved to approve said bid. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE MINI VANS WITH LIFTS BID - DEPARTMENT OF HUMAN SERVICES: Mr. Persichino recommended approval of the sole bid from Adaptive Automotive, Inc., in the amount of $82,194.00. Commissioner Geile moved to approve said bid. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE MAXI VANS BID - DEPARTMENT OF HUMAN SERVICES: Mr. Persichino recommended approval of the sole bid from Adaptive Automotive, Inc., in the amount of $173,620.00. Commissioner Geile moved to approve said bid. Commissioner Hall seconded the motion. Commissioner Vaad commented the color required for this type of vehicle is strictly regulated and the County will need to work with the vendor to have the vehicle painted. APPROVE TANDEM TRUCK TRACTOR BID-DEPARTMENT OF PUBLIC WORKS:Mr. Persichino stated the Department of Public Works recommends approval of the second low bid from Colorado Mack, in the amount of$145,079.38. He explained Mountain State Truck Center was the initial low bidder; however, after all the option were added, Colorado Mack became the low bid. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE TANDEM DUMP TRUCK WITH SNOW PLOWAND SLIP-IN SPREADER BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid from Mountain States Truck Center, which is low bid when all of the options are added, in the amount of$91,262.00. Commissioner Vaad moved to approve said bid as recommended by staff. Commissioner Geile seconded the motion, which carried unanimously. APPROVE 1/2 TON, FOUR-WHEEL DRIVE PICKUP WITH EXTENDED CAB AND SHORT BOX BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid with options from King Olds GMC Subaru in the amount of $41,780.00, because the low bid did not meet the necessary specifications. Commissioner Geile moved to approve said bid as recommended by staff. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE 1/2 TON, FOUR-WHEEL DRIVE PICKUP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid with options from King Olds GMC Subaru in the amount of$36,330.00. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE ONE TON, DUEL WHEELS WITH UTILITY BOX WITH EXTENDED FRAME PICKUP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid with options from King Olds GMC Subaru in the amount of $27,986.00. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE 3/4 TON, FOUR-WHEEL DRIVE WITH EXTENDED CAB PICKUP BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid with options from King Olds GMC Subaru in the amount of$23,564.00. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. Commissioner Hall moved to approve said bid as recommended by staff. Commissioner Vaad seconded the motion, which carried unanimously. APPROVE 1/2 TON, TWO-WHEEL DRIVE PICKUP WITH EXTENDED CAB AND SHORT BOX BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid with options from King Olds GMC Subaru in the amount of $18,374.00, because the low bids do not meet the required specifications. Commissioner Geile moved to approve said bid as recommended by staff. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE FOUR-DOOR, FOUR-WHEEL DRIVE VEHICLE BID- DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid with options from Phil Long Ford in the amount of $21,745.25. Commissioner Vaad moved to approve said bid as recommended by staff. Commissioner Hall seconded the motion, which carried unanimously. APPROVE ONE TON, FOUR-WHEEL DRIVE CREW CAB/DUEL WHEELS ON REAR BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid from Heritage Ford with options in the amount of$26,422.00. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE MOTORGRADERS BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid from Wagner Equipment Company with all options in the amount of$602,712.00. Commissioner Vaad moved to approve said bid as recommended by staff. Commissioner Geile seconded the motion, which carried unanimously. APPROVE BELLY DUMP TRAILER BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino recommended approval of the low bid with options from Power Motive in the amount of $27,979.00. Commissioner Hall moved to approve said bid as recommend by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE ROUGH TERRAIN FORKLIFT BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid with options from FHM Material Handling Solution in the amount of $37,900.00. He explained the low bidder did not meet the required specifications. Commissioner Commissioner Geile moved to approve said bid as recommended by staff. Commissioner Commissioner Vaad seconded the motion, which carried unanimously. APPROVE TILT DECK/TOW-TYPE TRAILER BID-DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid with options from Wagner Equipment Company in the amount of $21,023.00. He stated the low bids did not meet the required specifications. Commissioner Commissioner Geile moved to approve said bid as recommended by staff. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE SLIP-IN SPREADERS FOR TANDEM TRUCK BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the low bid with options from Municipal and Contractors in the amount of$17,926.35. Commissioner Vaad moved to approve said bid as recommended by staff. Seconded by Commissioner Hall, the motion carried unanimously. Commissioner Vaad moved to approve said bid as recommended by staff. Seconded by Commissioner Geile, the motion carried unanimously. APPROVE SKID LOADER WITH SMALL BACKHOE BID - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino stated the Department of Public Works recommends approval of the bid with options from Colorado Machinery in the amount of $33,140.00. Commissioner Hall moved to approve said bid as recommended by staff. Seconded by Commissioner Vaad, the motion carried unanimously. APPROVE MID-SIZED, FOUR-WHEEL DRIVE PICKUP BID-DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Mr. Persichino recommended rejecting this bid since none of the bidders met the specification of providing natural gas operated vehicles. He stated two vehicles will be purchased from the State bid. Commissioner Geile moved to approve said rejection as recommended by staff. Seconded by Commissioner Hall, the motion carried unanimously. APPROVE DUEL DRUM VIBRATORY ASPHALT COMPACTOR BID AS RE-PRESENTED ON JANUARY 17, 2000 - DEPARTMENT OF PUBLIC WORKS: Mr. Persichino recommended approval of the bid with options from Wagner Equipment Company in the amount of$29,000.00. Commissioner Vaad moved to approve said bid as recommended by staff. Seconded by Commissioner Hall, the motion carried unanimously. NEW BUSINESS: CONSIDER TEMPORARY ROAD CLOSURE OF WELD COUNTY ROAD 78 BETWEEN WELD COUNTY ROAD 15 AND STATE HIGHWAY 257; AND WELD COUNTY ROAD 33 BETWEEN WELD COUNTY ROAD 76 AND STATE HIGHWAY 14: Commissioner Hall moved to approve said temporary closures. Seconded by Commissioner Vaad, the motion carried unanimously. CONSIDER AMENDMENT TO 401 K SAVINGS PLAN AND AUTHORIZE CHAIR TO SIGN: Mr. Warden explained the amendments include changing the annual compensation limit, allowing for direct roll-over, and excess amounts provisions have been removed. Commissioner Hall moved to approve said amendment and authorize the Chair to sign. Seconded by Commissioner Vaad, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent agenda. No Ordinances were approved.
