This site plan review is approved with the attached conditions:
1. Prior to recording the Site plan review plat, the applicant shall address the following tc the
Department of Planning Services' satisfaction:
a. The plat shall be amended to delineate the following:
1) Fences identified on the site plan shall be in conformance with Sections
34.5.1.6.1.1 and 34.5.1.6.2.1 of the Weld County Zoning Ordinance at all
times.
The fencing shall match the existing fencing screening the lumberyard iirea
presently on Lots 11, 12 & 13. (Dept. of Planning Services)
2) Off street parking facilities shall be provided which meet the require men's of
Section 41.1 of the Weld County Zoning Ordinance. The plat shall indicate
off-street parking spaces which will serve the proposed office space it the

3) The proposed access/entrance to the property shall be indicated 03 the

4) An installation schedule which specifies when the landscaping will be installed

5) The applicant shall adhere to lighting standards, in accordance with Section

b. The following notes shall be placed on the plat:
1) In accordance with the Weld County Zoning Ordinance, no land, building or
structure shall be changed in use or type of occupancy, developed, erected,
constructed, reconstructed, moved or structurally altered or operated in the
commercial or industrial zone districts until a site plan review has been

2) All liquid and solid wastes shall be stored and removed for final disposai in
a manner that protects with against surface and groundwater contamination.

4) Waste materials shall be handled, stored, and disposed of in a manner that
controls fugitive dust blowing debris, and other potential nuisance conditions.

6) The maximum permissible noise level shall not exceed the light industrial limit
of 70 db(A), as measured according to 25-12-102, Colorado Revised

7) All pesticides, fertilizer, and other potentially hazardous chemicals must he
stored and handled in a safe manner. Reference 25-8-205.5 of the Colorado

8) The facility shall utilize the existing public water supply and bathroom facilities
on Lot 12. Public water supply and bathroom facilities shall be provided
on-site in the event that the former residence on Lot 10 is converted to an

9) Proper building permits shall be obtained prior to any excavation,
construction, remodel, relocation, or demolition of buildings. (Dept of

10) The existing building (formerly a residence) located approximately 50-feet
east of Weld County Road 9.5 right-of-way shall not be used on any basis as
dwelling or as overnight or temporary housing for any person. ;DopL. of

11) The applicant shall address and adhere to the Americans with Disabilities Act
and ADA standards for this facility at all times. (Dept. of Building Inspection)
12) A landscape maintenance schedule which specifically states who will perform
maintenance and that maintenance is ongoing and shall not end upon final

13) Landscaping materials as indicated in the approved landscape plan shall be
maintained at all times. Dead or diseased plant materials shall be replaced
with materials of similar quantity and quality at the earliest possible time.

are not permitted to grow taller than twelve (12) inches. The property owner

3. A site plan review plat shall be prepared after the Site Plan Review application is approved.
The plat shall be submitted to the planner and be ready for recording at the Weld County
Clerk and Recorder's office within 30 days of approval. The plat shall meet all requirements
of Section 23.2.1.22 and 23.2.1.23 of the Weld County Zoning Ordinance. The plat shall oe
24" x 36".
4. Prior to the release of Building Permits:
a. In conjunction with the requirements for the Final Replat of Rademacher Business
Park, all street signs and lot identification shall be in place. (Dept. of Public

b. The Environmental Health Services Department of the Weld County Department of
Public Health & Environment was unable to locate a septic permit for the septic
system serving the existing residence. The septic system shall be reviewed by a
Colorado Registered Professional Engineer. The review shall consist of an
observation of the system and a technical review describing the systems ability to
handle the proposed hydraulic load. The review shall be submitted to the Weld
County Department of Public Health & Environment. In the event that the system
is found to be inadequately sized or constructed, the system shall be brought into

5. Fria to recording the plat:
a. The applicant shall enter into an Improvements Agreement according to policy
regarding Collateral for Improvements and post adequate collateral for landscaping

SUBJECT: Improvements Agreement for Lot 10 (SPR-324)
* We have received your improvements agreement and proof of collateral. The following issues
need to be addressed regarding your letter of credit prior to scheduling an acceptance of
collateral hearing before the Board of County Commissioners:
1) The amount of money listed in the letter of credit is $3,000 more than the original
improvements agreement (SPR-289) for Lots 11, 12 &13. The proposed improvements for
Lot 10 amount to $10,000. The amount of collateral does not appear to be adequate to
cover these new improvements.
2) The letter of credit covers improvements outlined under the 12/16/98 improvements
agreement with Weld County (SPR-289). It makes no mention of covering improvements
under additional improvements agreements.
* If there is still adequate collateral under this existing letter of credit. Then you can apply for a
partial release of collateral to cover previous improvements under this letter. A replacement
letter of credit would need to be obtained to cover additional improvements on Lot 10.
Otherwise, another form of collateral would need to be provided. I have attached the portion of
the improvements agreement that lists acceptable forms of collateral for improvements

Introduction
Home Lumber Company is currently operating a business located on lots l I, 12, 13 & 14 of the
amended plat of the Rademacher Business Park. They are currently under contract to purchase the
adjacent lot, lot 10, to expand the storage yard and improve general circulation throughout the
site.
The current zoning of the property is PUD. Permitted uses are commercial and industrial uses
and will comply with the PUD zone district requirements as described in the Weld County
Zoning Ordinance, as well as the Mixed Use Development Area Plan (MUD). The site is located
along the northern boundary just outside of the MUD area boundary, east of I-25.
There are no new buildings planned for lot 10 at this time, the number of employees will not
increase, and traffic is not expected to increase as a result of this site plan. The following
describes, in detail, the information requested in the Application Requirements for Site Plan
Review:
I. Site Plan Review application form enclosed.
2. Site Plan Review certification form enclosed.
3. Copy of legal instrument identifying the applicant's interest in the property is included with
this application packet. The current owner is Mead Farm LLC, who have entered into an
agreement with Home Lumber Company for purchase of the property once this site plan
review has been completed and approved.
4. There will be no residential uses on this property including duplexes or triplex uses, therefore
party wall agreements are not necessary.
5. There will be no residential uses on this property, including condominiums, therefore condo
declaration and legal description for condo will are not necessary.
6. The proposed use is for outdoor storage of lumber materials and equipment.

7. The water will be provided by Little Thompson Water District, and is currently serves the
property via a 12" water line that exists on the south side of Camelot Circle (see the enclosed
site plan.) There is no expected increase in water use at this time. The Amended plat of
Rademacher Business Park Final PUD (copy enclosed) states in note 3; "Little Thompson
Water District shall provide domestic water service to all commercial and industrial uses
within the HID Zoned district "
8. The current sewage disposal for the Home Lumber site is on-site septic. Because of the
nature of the proposed use, those of outdoor storage, no additional septic capacity or
additional septic systems are needed. Septic permits for the existing septic system on the
Home Lumber Site are available upon request.

11. Setback requirement for this zoning district is a minimum of 25' from the existing roadway
ROW (Camelot Circle), not including parking, landscape screens and fencing. Offset
requirements for accessory uses may be located closer than 10 feet to the lot line. As shown
in the attached site plan, these requirements will be met.
12. There are no new buildings proposed or planned for this site. There is an existing residence
on the site, which will be vacated. The residential building will be renovated and used for
office space in the future. The applicant is aware that all renovations must comply with Weld
County Building Codes, and will require the application of appropriate building permits at the
time of construction. The exterior of the building will be adequately maintained to preserve
or improve the visual quality of the structure.
13. There will be no additional signage associated with the acquisition and use of this lot.
14. A Landscape plan has been included on the proposed site plan for your review. Landscape
treatments shown are in compliance with ordinance 191 (The Weld County Mixed Used
Development Area Plan, or M.U.D.), as stated in note 18 of the Amended plat of Rademacher
Business Park Final P.U.D.
a. The lot adheres to the Maximum Lot Coverage requirements of the PUD zone district.
b. The portion of lot 10 in the PUD zone district which abuts a public street right-of-way
(Camelot Circle), has a minimum fifteen (20) feet wide landscape setback, as governed
by the landscape setback contained in the M.U.D. Area plan (item g. page 26). This area
is landscaped as required.
c. Landscaping techniques utilized aid in buffering of the storage yard from adjacent uses
and from the roadway. Landscape materials will be installed to augment landscape
features that exist on the site.
d. All landscaping will be maintained by Home Lumber Company, and will be irrigated
with an underground irrigation system.
15. A memorandum from a licensed Civil Engineer is included with this application to describe
the existing storm water treatment and run-off of the site, and future impacts, if any, from
additional uses proposed by this application. There arc no physical changes to the site
proposed. The current drainage will be impacted by outside storage. All open areas will be
covered with a permeable surface treatment, such as crushed concrete or gravel.
16. No additional parking will be required for the use of this site. This site is intended for outside
storage of lumber materials only. All parking for the facility will continue to occur on the
original site.

17. The circulation of the entire Home Lumber Site will be modified slightly as a result of this
proposal. Changes in circulation patterns are illustrated on the enclosed site development
plan. Lot 10 will contain an access from Camelot Circle, and interior circulation will occur
with the removal of the fence that exists between lots 10 and 11.
18. All loading of materials will be accomplished at designated loading docks existing on site.
These docks are concrete. The isles between the truss storage racks are 40', which is
sufficient to allow appropriate circulation of vehicles.
19. No new loading areas will be required for the addition of this storage site.
20. Lot 10 will have direct access to Camelot Drive as shown in the enclosed site plan. The
driveway will consist of a concrete pan and driveway pavement as required in the Weld
County Transportation Plan, and will match the two existing driveways on the Home Lumber
Site. Details of the drive-way approach are included with this submittal for review.
21. A new access point is planned for lot 10. Per the enclosed drainage memorandum, a drainage
structure will not be needed at the new entry point. The access will be a minimum of 24'
wide for 2-way traffic, will not exceed 15%slope, and will have a flare radius of 40 feet. The
access point will match the two existing access drives in structure and appearance. An
engineering detail is enclosed for review.
22. New acceleration/deceleration lanes will not be required as a result of this proposal.
23. Trash collection facilities are located on the existing site adjacent to the existing Home
Lumber building. There is one on the west side of the main building, one at the northeast
side of the truss plant, and one along the fence on the west side of the property. There are
addition trash collection bins scattered throughout the site, but the three listed above are the
main trash collection sites.
24. The proposed use for lot 10 conforms to the following operation standards to the extent that
they are affected by location, layout, and design prior to construction and operation. Once
operational, the use shall conform to the standards listed below:
A. Noise. There will be no additional noise or increase in sound levels associated with this
storage yard facility; and will remain compliant with noise standards as established in 25-
12-101 C.R.S.
B. Air Quality. There will be no additional air quality impacts associated with this storage
facility. Proposed ground cover will serve to stabilize the ground surface and mitigate
ambient dust and erosion. The site will remain compliant with the Colorado Water
Quality control Commission.
C. Water Quality. There will be no additional water quality impacts associated with this
storage facility. Proposed ground cover will serve to stabilize the ground surface and
mitigate ambient dust and erosion. The site will remain compliant with the Colorado
Water Quality Control Commission;
D. Radiation and Radioactive Materials. There will be no handling, use, storage, and
processing of radioactive materials on this site. The site will remain in compliance with
the applicable regulations of Colorado and the United States Government.
E. Heat. There will be no additional heat emitted with the addition of this proposed storage
facility to the Home Lumber operations.
F. Glare. New sources of light installed with the addition of this storage facility shall be
shielded so that beams or rays of light will not shine directly onto Adjacent properties;
neither the direct or reflected light from any light source may create a traffic hazard to

operators of motor vehicles on public or private streets; no colored lights will be used
which may be confused with or construed as traffic control devices;
G. Property Maintenance. Property maintenance will continue in the same manner as the
existing facility; grasses and weeds will not be permitted to grow taller than 12", and the
property owner shall not allow the growth of noxious weeds.

Project Location & Description
This technical memorandum is prepared on behalf of the Home Lumber & Supply
Company (Owner) to identify any potential drainage impacts that might arise with the
proposed development plan for Lot 10 of Block 1 (Site) at the Rademacher Business
Park, located just east of the 1-25 Frontage Road and immediately west of Weld County
Road 9.5.
The Owner proposes to utilize the Site for outside storage of truss materials as the lot is
in association with lumber supply operations in adjacent Lot 11, Block 1. Under this
plan, the Owner will install crushed concrete or gravel materials as permanent ground
cover over Lot 10. This material will serve to stabilize the existing ground surface,
minimize erosion over the Site and mitigate downstream drainage impacts that might
otherwise result under similar developments.
Existing Site Description
The Site is described as an area of open space in an industrial/commercial business park
(Rademacher Business Park). While part of the overall Home Lumber & Supply
Company operations area (Lots 11 & 12), Lot 10 is 5.495 acres.
In its existing state, the Site drains to the north-northeast at approximately 2.2 percent.
An existing swale transects the north portion of the Site, and conveys Site runoff in the
direction of Camelot Circle, with regional and Site drainage then conveyed north to an
existing roadside ditch system. Ultimate release of Site runoff conveyed via Camelot
Circle borrow ditch is to an open space area approximately 1,500 linear feet to the north.
Proposed Drainage Conditions
Under the proposed development plan for Lot 10, existing Site surface materials will be
overlain with crushed concrete or gavel material. Proposed resurfacing of the Lot 10 will
provide a more stabile surface to store truss components used in the activities associated
with the Home Lumber & Supply operations. Use of the proposed crushed rock material
will also mitigate concerns related to erosion that might otherwise occur during
significant rainfall events.
With respect to the level of imperviousness of proposed surface materials, the type of
material proposed is less permeable than existing on-site surface material, determined to
be representative of silty-clays. However, based on observation of similar sites, it has
been found that crushed rock material eventually mixes with native soils due to traffic
and normal site operations. As such, it has been found that the long-term mixing of
native materials with crushed rock generally results in a composite runoff coefficient that
is an average of the two materials. The estimated runoff coefficients used for this
analysis are cited in the table below.

Based on the anticipated use of crushed rock material, the level of Site impermeability
will not be significantly altered from that of existing conditions. In fact, due to the type
of operations anticipated on site, the use of crushed rock materials will reduce the
potential for rill erosion, and mitigates against erosion gullies that would form as a result
of traffic operations associated with placement of truss components.
Further,based on runoff analysis via the rational method and assuming mixed surface material conditions
that most likely will result over time, the maximum anticipated developed runoff (100-year storm) will
result in an increase of about 1.20 cfs for the entire 5.495 acre site. Given the nature of the Site and
existing conveyance systems, this level of increased runoff is not considered being significant enough to
warrant additional stormwater management facilities.

Grading of the Site will be limited to evenly spreading the proposed rock material over
the extents of Lot10, and no excavation or fill will be required. As a result, the Site will
continue to drain to the north-northeast, utilizing existing stormwater conveyance
facilities previously cited.
Off-Site Drainage Conditions
Off-site drainage will continue to be contained within existing an swale that borders the
Site. As such, potential off-site runoff and respective conveyance is not a concern.

Where no modifications to existing Site topography are proposed, the condition of to off-
site and downstream facilities will essentially remain unaltered.
Drainage Impacts
No adverse impacts to adjacent or downstream properties are anticipated under the
proposed resurfacing plan for Lot 10.
Summary of Findings, Conclusions & Recommendations
Cited below is a summary of findings, conclusions and recommendations for the Home
Lumber & Supply Company Site as they relate to the proposed resurfacing of Lot 10,
Block 1.
Findings
• The overall level of Site impermeability will increase slightly over existing conditions
• Based on similar sites, the native and future crushed rock material will mix as a result
of normal Site operations, effectively averaging the respective runoff coefficients
thereby reducing future developed flows
• Assuming fully mixed material conditions, the maximum increase of developed
runoff over existing is estimated to be 1.20 cfs (100-year storm)
• Assuming fully mixed material conditions, the minimum increase of developed runoff
over existing is estimated to be 0.31 cfs (2-year storm)
Conclusions
• The proposed resurfacing will aid in stabilizing native soils on-site
• The proposed resurfacing will improve Site conditions with respect to mitigating
erosion
• Increases in developed Site runoff are not anticipated to adversely impact adjacent of
downstream conveyance facilities or properties
• Runoff will be contained within the existing drainage conveyance facilities
Recommendations
• The Owner shall implement resurfacing Lot 10 with the proposed crushed rock
material
• The Owner shall maintain swales and drainage easements adjacent to the Site, in
particular the drainageways from the Site to the existing roadside swale along
Camelot Circle

1. Proper building permits shall be obtained prior to any construction, remodel, relocation, or
demolition of buildings.
2. Permits are required for any excavation work.
3. Any on-site lighting will require an electrical permit and the appropriate inspections.
4. At such time that the existing house in turned into an office space, appropriate permits will be
required.
a. All buildings or portions of buildings open to the public shall be accessible to person:-
with disabilities. Additionally, accessible exterior routes shall be provided from
public transportation stops, accessible parking and accessible passenger loading zones
and public sidewalks to the accessible building entrance they serve. Where more than
one building or facility is located on the site, accessible routes between elements,
facilities, and buildings shall be provided. As a reference, please note Chapter I I and
Appendix Chapter 11 of the 1997 Uniform Building Code (UBC).
b. The allowable size of structures shall be as per Sections 504, 505, and Table 5-13 of
the UBC.
c. All buildings or structures shall maintain distances from property lines and adjacent
buildings as outlined in Table 5-A of the UBC.
d. The office building will have to meet the requirements for a B Occupancy as directed
in the UBC.
5. Project drawings shall be submitted to the appropriate fire district for review.

Environmental Health Services has reviewed this proposal for outside storage for a lumber yard
on lot 10. This lumber yard is expanding from lots 11-14 to add lot 10 for outside storage. There
are bathroom facilities and potable water on Lot 12. The following conditions are recommended
to be part of any approval:
1. All liquid and solid wastes shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive
dust, blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. The maximum permissible noise level shall not exceed the light industrial limit of 70 dbP T),
as measured according to 25-12-102, Colorado Revised Statutes.
6. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and
handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and
Rules and Regulations thereof.
7. The facility shall utilize the existing public water supply and bathroom facilities on lot 17.

I have reviewed the submitted material for compliance with the adopted codes and
standards of the Fire District. The project is within the boundaries of the Fire District,
and will he served by the District. The District has no objections to the project if the
requirements of the District can be met. Based on my review, I have the following
comments:
I- An additional fire hydrant will be required to be installed on the sitc because of
the depth of Lot 10, and the large quantity of combustible material stored on the
site. The hydrant should be installed near the swale separating the new storage
area and the existing residence and outbuildings, about 300 feet hack from the
curb line of Camelot Circle. The applicant should contact the Fire District to
determine the exact location of the hydrant, and the protection required for the
hydrant. (Fire Protection District Standards Section 6.04-1)
