WELD COUNTY COUNCIL

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter Tuesday, June 20, 2000, 6:30 p.m. at the Platteville Community
Center, 508 Reynolds, Platteville, CO.
ROLL CALL: The meeting was called to order by President Al Roberts. Vice President
Dwaine Kurtz, Councilman Mitchell Martin, Councilman Dan Oster, and Councilwoman
Joyce Smock were present, constituting a quorum of the members. Also present: We d
County Ambulance Director Mr. Gary McCabe, Vickie Taylor, B J Moncivais, and the
Council secretary, Bev Thomas.
GUEST SPEAKER: Weld County Ambulance Director, Mr. Gary McCabe, was
introduced by Councilwoman Joyce Smock. Mr. McCabe spoke about the Weld County
Ambulance Service: "Where We Have Been." "Where We Are." "Where We Are
Going." He reviewed the history of the service beginning with a private ambulance
service in Weld County in the 1930's through 1989 when an enterprise fund was formed
to make the Weld County Ambulance Service a nonprofit, self-supporting arm of the
government. Mr. McCabe explained the transition in the Weld County Ambulance
Service from a transportation service to its current role as a health care provider in the
county. Mr. McCabe touched on future challenges including the year 2001 changes to
Medicare that will force reevaluation of the funding of the Ambulance Service.
AIPPROVAL OF MINUTES: Councilman Dan Oster made a motion that the May 16,
2000 Council minutes be approved. The motion carried.
APPOINTMENTS: Councilman Dan Oster and Councilman Mitchell Martin indicated
that they would attend the Elected Officials Meeting July 10.
CORRESPONDENCE: President Al Roberts noted that the Council had received a
letter from Mr. Carl Eiberger dated May 29, 2000.
COORDINATOR REPORTS:
Councilman Dwaine Kurtz reported that he hopes to schedule a program from the
Elections Department for the August Council meeting.
Councilwoman Joyce Smock reported that she had visited the Human Resources
Department on June 19 and noted the vast array of services it offers.

Councilman Dan Oster said that he will seek more information about Weld County's
weed management program and specifically regarding the status of spraying Canada
Thistle.
UNFINISHED BUSINESS:
Setting Salary of Commissioners for Years 2002 & 2003
Vice President Kurtz reported that he would welcome any information from other
Council members to be included in a Commissioners salary-setting packet he will put
together for the July meeting
NEW BUSINESS:
Advertising Council Petitions Subject to Election Year 2000
President Al Roberts, District 2, and Councilman Dan Oster, At-Large, indicated that
they would not be circulating petitions for reelection to the Weld County Council
positions they have held for the last four years.
Councilwoman Joyce Smock indicated that she intends to file a petition to run for
reelection to the Weld County Council from District 1 in November 2000. Councilmar
Mitchell Martin said that he was planning to petition to run for Weld County Councilman
At-Large.
Council members discussed advertising the Council positions that will be on the ballot
in November. Councilwoman Joyce Smock said that she would initiate contact with the
press to advertise those positions.
Council Budget for 2001
Councilwoman Joyce Smock made a motion to accept the line item totals (following) as
discussed for the Council's 2001 budget request:

Councilman Dan Oster seconded the motion and the motion carried.
Payment of the Bills
Councilman Dan Oster made a motion that the listed Council bills be paid:
Mileage for President Al Roberts $ 21.96
Meals for President Al Roberts $ 78.55
Mileage for Vice President Kurtz $ 11.90
Mileage for Councilman Mitchell Martin $ 30.50
Mileage for Councilman Oster $ 25.62
Mileage for Councilwoman Joyce Smock$ 84.18
Councilwoman Joyce Smock seconded the motion and it carried.
Weld County Assessor's Office
Vice President Dwaine Kurtz presented a summary of the Council's visit to the
Assessor's office as follows:
The Council completed a half-day review June 19, 2000 of the Weld County Assessor's
Office at the invitation of Assessor Stan Sessions.
The review was presented by Assessor Stan Sessions, Deputy Assessor Chris
Woodruff, and the management staff with introduction, presentations and discussions
including answers provided to Council members' questions.
The review included duties of the Assessor's Office, discussion of functions within the
office, and specifics regarding statistics, technology, strategic plans, the mass appraisal
process, transfers of ownership, assessment services, personal property, natural
resources, customer service, and the appraisal department.
ADJOURNMENT: The meeting was adjourned at 10:10 p.m.
