This project falls primarily under the purview of the Weld County Zoning Ordinance Use by Special Review Permit Standards. Our comments and requirements are as follows: COMMENTS: WCR 1 (County Line Road) is designated on the Weld County Transportation Plan Map as an arterial status road which requires 100 feet of right-of-way at full build out. County Line Road, at this location, is maintained by Boulder County. The USR is within the Southwest Study Area. The 30-foot utility and access easement is shared by multiple homeowners. The site plan is identifying adequate circulation with a turn-around island to accommodate a 40-foot semi trailer that unloads approximately once a week. REQUIREMENTS: Drainage Patterns: The applicant will be filling the site at different locations to elevate out of the flood plain. Care should be taken not to block the historical drainage patterns. The site drains from the west to the east. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-101, C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination. 2. The Fire District does not object to the home business or construction of a dwelling or accessory building provided the requirements of the Fire District can be met. The Fire District has the following comments and requirements pertaining to case number USR-1250: • All construction of buildings, including dwellings, shall be in accordance with the provisions of Uniform Fire Code, as ratified by the Weld County Commissioners, and all other applicable codes and ordinances as enforced by Weld County. • In accordance with Section 903.2 of the 1994 Uniform Fire Code, an approved water supply capable of supplying the required fire flow for fire protection shall be provided to all premises upon which facilities, buildings or portions of buildings are hereafter constructed or moved into or within the jurisdiction. Water supply for fire protection may be required for the dwelling as well as the shop building. In instances when a request is to build a one- and two-family dwelling, water supply for fire protection is not required for a dwelling that is not larger than 3,600 gross square feet and is placed on at least a 2.5 acre site. If the dwelling exceeds 3,600 square feet or is placed on less than 2.5 acres, water supply for fire protection requirements apply. When water supply for fire protection is required, a minimum fire flow of 1,000 gallons of water per minute (g.p.m.), measured at a residual pressure of 20 pounds per square inch (p.s.i.), is required for dwellings not exceeding 3,600 gross square. All larger dwellings require a minimum fire flow of 1,500 gallons of water per minute, measured at a residual pressure of 20 pounds per square inch (p.s.i.) and may require more depending on the building size and type of construction as per Appendix III-A of the Uniform Fire Code. Water supply must be provided by hydrants located within 650 feet of the dwelling as measured along the fire apparatus access road and around the exterior of the dwelling. If the required fire flow is not available, the installation of a residential fire sprinkler system will be accepted as an alternative to meeting the required fire flow. This water supply must be provided by one to two fire hydrants (again depending on building construction type) located within 450 feet of the structure as measured along the fire apparatus access road and around the exterior of the structure. Accessory buildings used solely by the residents for storage of equipment and materials; where there is no manufacturing, no occupancy of the building by the general public and no business operations other than a home business office, water supply for fire protection is not be required for the structure. • Before contraction may begin on the lot, fire department apparatus access must be provided for all structures in excess of 150 feet from a public access road. Fire apparatus roads shall be extended so fire apparatus may reach to within 150 feet of all portions of the building. Apparatus access roads shall be a minimum of 20 feet in width and be designed and maintained to support the imposed loads of fire apparatus (60,000 pounds). Roads must have a surface that provides all-weather driving capabilities. • Approved address numbers shall be placed on the residence or at the entrance to the property in such a position to be plainly visible and legible from the street fronting the property. Address numbers or letters shall contrast with their background. Proper building permits shall be obtained prior to any construction or excavation. 2. Building permits are required for the dwelling that contains auxiliary housing and for the out building designed to house the home business. Any other future accessory buildings that are constructed or moved onto the property will also require building permits. 3. The foundations for the dwellings and the structural steel accessory building will be required to be engineered. Such foundation design shall be based on a site-specific geotechnical report or an "open hole" inspection made by a Colorado licensed engineer. 4. The structural steel building itself will need to be engineered. 5. Both buildings shall maintain distances from property lines and adjacent buildings as outlined in Table 5-A of the 1997 Uniform Building Code. 6. As long as no hazardous materials are stored in the out building and the building can be classified as an S-1 or S-2 Occupancy, no occupancy separation will be needed. If any kind of manufacturing or fabrication takes place in the building, the exemption for an occupancy separation may not apply. Page 2 7. The walls and floors separating the two dwelling units shall not be less than one-hour fire-resistive construction. 8. At the time an application is accepted for a building permit a plan review will be done. A complete review of the building or structure may reveal other building issues or areas needing attention.
