The property will be used as a state and federally licensed captive wildlife sanctuary and kennel. 2. The facility is agriculturally based, as it houses animals in a rural setting with minimal impact to the land and its development. 3. The facility is a low impact use as a home for unwanted or confiscated wildlife and is best suited to be located in open and relatively unpopulated area. 4. Uses in-the surrounding area are mostly agricultural with single dwelling residences sparsely placed. The wildlife center is comprised of a main housing compound, which occupies less than three acres, and the remaining 62 acres is in open grassland. This use is very comparable to surrounding land uses, as its building impact and land use is minimal compared to the total acreage available. 5. A. The site is used for a public non-profit wildlife sanctuary and is not open to the general public. The daily operation of the facility relies on a 100% volunteer work force. Weekly volunteer numbers vary with the weather conditions and time of year, but averages at 20 individuals per week Occasional fund raising events and donor visitation days are scheduled throughout the year since it is a non-profit organization, but these activities represent very little additional numbers as a whole. B. The Center has no paid employees, as everyone involved is a volunteer. However, the Center has a current staff of four, and approximately one hundred volunteers who attend on average of twenty per week C. The Center is manned seven days per week since it cares for animals. D. The site currently has one main housing structure, one office building, and three shed-type support structures which are used for meat, tool and equipment storage. There is also fencing around the 65 acres and a concrete pool for animals to swim in. Other structures to be built will include observation decks, addition housing, and play structures for the animals. E. The Center is home to confiscated, abused, and surplus captive wildlife. Animals that come to the center range from native wildlife to many species typically found in zoos. Currently, the Center is home to 20 Lions, Tigers, Bears, Jaguars, Leopards and Mtn. Lion, along with a small number of domestic animals. F. Vehicles that frequent the Center are usually volunteer passenger-type vehicles. Meat is delivered weekly by a small commercial-type truck, and occasionally, other supplies arrive by motor carrier or express package companies. G. Both Hudson and Keenesburg have fire protection services that cover the area where the Center is located. H. The property has a well, and has a seasonal pond which fills from rainfall. I. Sewage disposal is septic-type. J. Not applicable. 6. Landscaping for the site consists of grassland in the open areas, with trees anda seasonal pond. The area directly in and around the compound has grass, shrubs and various trees planted. 7. Reclamation for the site when use is terminated will be minimal, as the structures, landscaping, and general design of the complex allows for many other agricultural uses to be implemented. 8. Storm water drainage is taken-into account, as the compoundis located on a knoll, and all runoff is directed away following the natural topography of the site. 9. The site already exists. 10. Waste management is handled by normal commercial pickup.
