This document fulfills the statutory requirement pursuant to C.R.S. 31-12-108.5 of filing a one copy with the board of county commissioners governing the area proposed to be annexed. The property must be zoned within 90 days of annexation. The specific zoning request will be evaluated during that process. COMPREHENSIVE PLAN: The site is entirely within the Long-Range Expected Growth Area(LREGA), outside the Mid Range Expected Service Area. (MRESA), and outside the Municipal Services Suitability Area(MSSA). The Comprehensive Plan encourages industrial development to locate in areas where conflicts with other land uses are minimal. The area of annexation is adjacent on the south, east and west to undeveloped property used for agricultural and oil and gas production. Industrial development will create minimal conflicts with these existing uses. Property to the north across U.S. Highway 34 is being developed for with office, commercial and residential uses. The highway right-of-way provides a buffer and will reduce conflicts between dissimilar land uses. The Comprehensive Plan encourages industrial development to locate in areas which have rail access and/or close proximity to expressways. Both U.S. Highway 34 and State Highway 257 are adjacent to the property and provides access to the regional and interstate highway system. The Comprehensive Plan encourages development to effectively mitigate any adverse environmental impact when development occurs in environmentally sensitive areas. The area of annexation is Centennial Ridge I 2 Annexation Impact Report outside of any areas designated for high or moderate ecological impact according to the City of Greeley Areas of Ecological Significance map. ANALYSIS: The area of annexation is adjacent to the municipal boundaries of the City of Greeley Approximately 2471 linear feet of the annexation's north boundary is directly adjacent to the City's boundaries. This provides 22.4% contiguity and meets the State of Colorado one-sixth(16.67%) standard regarding annexation. The annexation will not further extend the western boundary of the City. The "Golden Triangle" annexation/Promontory development is directly north of the area of annexation. The developer will be responsible for extending City of Greeley water and sewer and all other utility services to this property. The City's Capital Improvements Plan anticipates the construction of two new fire stations on the western portion of the City. Fire Station#7 in the vicinity of the new Northridge High School is budgeted for the year 2001. Funding for Fire Station # R near the new Promontory / State Farm development is anticipated for the year 2005. Development of these fire stations are generally financed through impact fees and/or other available revenue sources. If the property is developed for commercial, office and light industrial uses, the site will not generate additional demand on the school system. A more detailed analysis on the impact on the school district can not be determined until the property is zoned. The Windsor School District has been advised of this annexation request. Centennial Ridge I 3 Annexation Impact Report The annexation of this site into the City would be consistent with present growth patterns and Comprehensive Plan policies. There is a clear evidence that this site shares a common interest with the City's future. The requirements of State statutes and City of Greeley guidelines for annexation appear to have been met by this annexation request.
