The Erie Board of Trustees has set a public hearing to receive a presentation and accept public
comment regarding the Bell Tower Events Center Annexation and Zoning (Business Commercial
(BC) and Rural Preservation (RP-2) to be held Tuesday, May 9, 2000, at 7:00 PM in the Erie
Town Hall Council Chambers, 645 Holbrook Street.
Enclosed is a copy of the proposal's Annexation Impact Report for your review and comment.
Copies of the petition, application and supplemental material for this annexation and zoning are
on file and available for public inspection in the Community Development Office at the Erie
Town Hall, 645 Holbrook, Erie, Colorado.

BELL TOWER EVENTS CENTER ANNEXATION IMPACT REPORT
INTRODUCTION
This Annexation Impact Report, which has been prepared pursuant to Section 31-12-108.5 of the
.• Colorado Revised Statutes, is based on the Annexation Petition and General Development Plan
submitted by the applicant. It is being reviewed and evaluated by the Erie.Staff, and is scheduled
for review by the Erie Planning Commission and Board of Trustees at a hearings scheduled for
April 18, 2000, and May 9, 2000, respectively. Please contact the Town of Erie Department of

926-2770, with comments and/or questions regarding this report.
PROJECT DESCRIPTION
The property proposed for annexation consists of approximately 86 acres situated in Section 7,
Township 1 North, Range 68 West of the 6`11 PM. The property is located on the southeast corner
of Weld County Road 1 and Weld County Road 10.5. The annexation is contiguous to the Town
of Erie boundaries on the west along Weld County Road 1 and on the east along the west
boundary of the Northridge Subdivision.
Requested zoning for the annexation property is Business Commercial (BC) and Rural
Preservation -2 (RP-2), permitting a mixed-use development of commercial use and a large area
of open space along Coal Creek and north to WCR 10.5. The land is currently zoned agricultural
by Weld County. The Development Plan submitted in support of the annexation and zoning is
presented following the Location Map on the following page. -
The development plan, which provides for an event center, is consistent with the Erie
Comprehensive Plan, which provides for commercial development on the southwest corner of
the property and open space on the north end of the property. The planned open space along
Coal Creek recognizes the Coal Creek flood plain and the proposed open space to the north of
• the creek is provided in recognition of the possibility of the Town's acquiring the parcel in the
future.

MUNICIPAL SERVICES (see Water and Wastewater Master Plans in Appendix)
Municipal services for the Bell Tower Events Center Annexation will be provided as follows:
Electricity: United Power, Inc.
Gas: KN Energy
Telephone: U.S. West Communications
Water: The Town of Erie through current and future improvements
Sanitary Sewer: The Town of Erie through current and future improvements
Fire: Mountain View Fire Protection District.
Police: Town of Erie
Street Maint: Maintenance of roadways within the annexation will be provided by the
Town after construction to Town specifications and acceptance by the
Board of Trustees.
Financing infrastructure construction and the provision of municipal services will be addressed in
an Annexation Agreement between the applicant and the Town of Erie. The annexation
agreement is not available at this time. Town of Erie development regulations require that the
developer be responsible for the construction of all necessary utilities and streets both on-site
within the property and off-site extensions to the property.
