HomeMy WebLinkAbout20003247.tiff RESOLUTION RE: APPROVE PROPOSAL FOR SUPPLEMENTAL SERVICES FOR WELD COUNTY ROADWAY CLASSIFICATION PLAN AND AUTHORIZE CHAIR TO SIGN - FELSBURG, HOLT AND ULLEVIG WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Proposal for Supplemental Services for the Weld County Roadway Classification Plan between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Felsburg, Holt and Ullevig, with terms and conditions being as stated in said proposal, and WHEREAS, after review, the Board deems it advisable to approve said proposal, a copy of which is attached hereto and incorporated herein by reference. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Proposal for Supplemental Services for the Weld County Roadway Classification Plan between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, and Felsburg, Holt and Ullevig be, and hereby is, approved. BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to sign said proposal. Box 758 Greeley, Colorado 80632-0758 RE: Weld County Roadway Classification Plan Proposal for Supplemental Services; GASB 34 Support Dear Mr. Hempen: Pursuant to our recent correspondences, Felsburg Holt & Ullevig is pleased to submit this supplemental proposal to the County for additional services relative to the Roadway Classification Plan. Specifically,this proposal is intended to quantify the infrastructure assets of the County's roadway inventory and the major structures. This in support of the accounting requirements as required by the Government of Accounting Statement Board's Statement 34. We can make use of the information that we are using in the preparation of the County Roadway Classification Plan. Based on our knowledge of the GASB 34 and from our previous discussions, we propose to conduct the following tasks: 1. Translate the County's roadway inventory database into a format which lends itself to a series simple spreadsheet calculations. 2. Using available cost data, develop average current-day per-mile roadway costs for roadways of varying lane width and type (paved or unpaved) and shoulder width and type (paved or unpaved). 3. From County records, obtain data relative to County costs of major rehabilitation of any roads. For each roadway segment in which major rehabilitation costs are not available, apply the appropriate per-mile costs to the spreadsheet inventory to estimate each segment's current value. Deflate these costs to an agreed upon acquisition year for the purpose of reporting the "initial amount" of infrastructure assets. The research indicates that an acquisition year that dates back no more than 25 years (1976 for this effort) should be used in reporting infrastructure amounts. 5. Sum all of the deflated asset estimates from items 3 and item 4 as well as the depreciation amounts calculated for each roadway segment. 6. For the County's major bridge structures, estimate a current-cost value of each structure based on the type of bridge and an average per-square-foot cost for the specific type of bridge. Necessary data to conduct this effort are readily available from CDOT. 7. Based on the age of the major bridge, deflate the current-day cost to an acquisition year cost based on the year of construction, not to be earlier than 1976. Depreciation of the major bridge will be determined using an estimated life span. 8. Sum all of the deflated estimates, as determined in item 7 above, to develop a total major structures asset dollar figure. The depreciation amounts of each major structure will also be summed, 9. Prepare a brief report which documents all road and bridge data, cost rates, deflation rates, depreciation assumptions, and the total asset values of the roads and major bridges. We propose to conduct this effort on a time and materials basis. Under this type of arrangement, we are compensated at hourly rates for all labor, and other direct costs are also reimbursed; this is consistent with the current Roadway Classification job that we are conducting for the County. The following are hourly billing rates per the Roadway Classification Plan contract: Principal II S 130.00/Hour Principal I 012O.OO/Hour Associate $110.00/Hour Sr. Engineer S95.00/Hour Engineer III $80.00/Hour Engineer II $65.00/Hour Engineer $60.00/Hour Senior Bridge Designer $80.00/Hour Senior Designer $65.00/Hour Designer II $55.00/Hour Designer I $50.00/Hour • Administrative 050.00/Hour 1 DEC 20 '00 14:54 FR FHU 303 721 0832 TO 19703046497 P.04/04 December 20, 2000 Mr. Frank Hempen Page 3 At these rates, we have estimated that the above scope of services could be completed for a maximum budget of $19,000. This amount would be a supplement to the current contract with the County relative to the Roadway Classification Plan effort. As such,the total contract amount would increase to $59,000. As a potential additional task, we would be willing to estimate the value of the County's minor structures. These data are not readily available from CDOT, and we would need to spend some time reviewing the County files for pertinent information. As such, an optional task is as follows: 10. Visit the County offices and review available data on the minor bridge structures. Upon extracting this information,we would conduct tasks 7 and 8 above and incorporate the results into the final documentation. Assuming that there are approximately 350 minor structures, we could add this task for an additional $6500 above and beyond the budget amounts mentioned above. This would only be conducted upon your request and billed at the same hourly rates. If you the conditions of this supplemental proposal are acceptable to you, please use this letter as a referred attachment for the contract supplement paperwork.
