RE: Proposal for Traffic Engineering Review Services
Dear Mr. Hempen:
We are pleased to submit this proposal to provide traffic engineering review services to Weld
County for development proposals. As we have discussed, our services to the County would
include the review of a development site plan or PUD plan as well as a detailed review of
submitted traffic impact studies. Generally, we would conduct the following tasks for each
review:
1. Conduct a thorough review of the development's traffic impact study. Assumptions used
in the analysis will be carefully checked, and recommendations will be reviewed for
reasonableness and completeness.
2. Review the PUD or site development plan for consistency with the traffic impact study
and for compliance with traffic engineering principles. This will include an assessment of
driveway/access locations, roadway and intersection improvements needed, and any on-
site or off-site circulation considerations.
3. If necessary, conduct a field review of the site including critical intersections and
roadways identified as needing improvements in the traffic study as well as other areas
which warrant investigation for possible improvements.
4. Provide written comments relative to the validity of the traffic study assumptions and
findings. We will also provide any additional insight regarding improvements above and
beyond those shown in the study which may be required as a result of the development.
Access and circulation modifications would also be suggested as appropriate.

5. For development within the Southwest and Windsor traffic impact fee areas, we will
review the development proposal for considerations relative to adopted County
policy for those areas.
We would propose to conduct these services on a "time and materials" basis for each
development proposal review. Under such an agreement, Felsburg Holt & Ullevig is
compensated at hourly rates for all labor and other direct costs are also reimbursed. The
following are our standard hourly billing rates:
Principal II $140.00/Hour
Principal I $125.00/Hour
Associate $115.00/Hour
Sr. Engineer $100.00/Hour
Engineer III $85.00/Hour
Engineer II $75.00/Hour
Engineer $65.00/Hour
Senior Bridge Designer $85.00/Hour
Senior Designer $70.00/Hour
Designer II $60.00/Hour
Designer I $55.00/Hour
Administrative $55.00/Hour
At these rates, we have estimated that a review could be completed for a budget of
$1 ,000 to $2,000 depending on the specific development proposal. Approval of proposals
in this fee range will be made by the Director of Public Works. Smaller developments with
few traffic issues will tend to be less expensive than large development proposals that may
have numerous traffic issues. Further, fees will be dependent upon the need for us to
attend any meetings or public hearings as directed by you. Given these variables, we would
propose to establish an upset budget of $2,000 for each review. If the conditions of a
particular review require our effort in excess of that amount, the approval of the Board of
County Commissioners Chairman will be obtained before proceeding further.
If the conditions of this proposal are acceptable to you, please sign below and return a
copy for our files. This letter would serve as the general understanding for our services
given a $2,000 maximum budget for each request unless other arrangements are made. If
