RE: StroMo Composting Facility
Dear Commissioners:
The Hazardous Materials and Waste Management Division of the Colorado Department of Public Health and Environment(the
Division)has completed its review of StroMo,LLC's application for a Class III composting facility in Weld County. The physical
address of the StroMo site is 21970 WCR 30, Hudson,CO 80642.
The application was reviewed to determine its compliance with the requirements of the Act(30-20-100 et seq.)and with the
regulations promulgated thereunder 6 CCR 1007-2(the Regulations). Pursuant to Section 14.1.5 (C)of the Regulations the
proposed composting operation meets the definition of a Class III facility. A Class III composting facility does not require a
certificate of designation. However,a design and operations plan and financial assurance are required.
The Division has the following conditions of approval:
1. This facility shall comply with the health laws,standards,rules and regulations of the Department,and all applicable local laws
and ordinances.
2. Financial assurance requirements shall be satisfied prior to acceptance of material.
It is the assessment of the Division that the proposed composting facility can comply with the technical,environmental and public
health standards of the Act and the Regulations; if the facility is constructed and operated as detailed in the submitted Design and
Operations Plan and with the conditions of the Division,as stated in this letter. Based on this assessment,the Division recommends
that this proposed facility maybe approved by the County based on these and local criteria.
