REPORT TO THE PEOPLE
October 16, 2001
The Weld County Council is mandated by the Home Rule Charter of Weld
County, Colorado, to report to the people matters relating to the Council's review of
Weld County government. This report summarizes the activities of the Weld County
Council during the third quarter of the calendar year 2001.
• In June 2001 the Council appointed Deloitte and Touche to perform a review of
the Weld County Treasurer's Office. The performance review will include
internal controls, staffing, handling of receipts, deposits, disbursements and
investments.
July 17, 2001 - Keenesburg Fire House
• Mr. Mark Cronquist, Weld County 4-H Coordinator, presented a review program
of information regarding: the Weld County Fair; Weld County 4-H (head, heart,
hands and health); and the financial and personnel relationship between the
Weld County Extension Office and Weld County government.
• Vice President Joyce Smock reported the firm of Deloitte and Touche had
finished its review of internal controls at the Weld County Treasurer's Office.
She said the Weld County Council would not receive the report until Mr. Art
Willis, Weld County Treasurer, adds his response to the report.
• Councilwoman Jody Malone reported on a July 26, 2001 meeting she had
attended with County residents, Planning Department staff, and the Weld County
Commissioners regarding the ongoing problems along Weld County Road 57.
August 21,2001 -Weld County Centennial Center
• Performance Review of Internal Controls at Weld County Treasurer's Office was
moved to unfinished business of the September 18, 2001 Council meeting as the
report from Deloitte and Touche was not available.
• The Council received the Final Report regarding implementation of the Clerk &
Recorder's 1999 Management Audit. The Clerk and Recorder reported favorably
about the positive benefits of the audit, cooperation of the staff and Weld County
government.
• Vice President Joyce Smock provided information to the Home Rule Charter
Review Committee on August 15, 2001 when the Committee discussed the Weld
County Council Home Rule Charter provisions.
September 18, 2001 - Frederick Town Hall
• Councilman Douglas Rademacher introduced Commissioner Vaad.

growth and planning with an emphasis on transportation issues. He talked about
Transportation Impact Fees, the development of parallel Weld County roads to
ease the crowding on 125 and Highway 85, lease-purchase agreements to
purchase and care for roads, and Rural Transportation Authorities.
• The Council scheduled a public hearing of the Review of Internal Controls at the
Weld County Treasurer's Office for the October 16, 2001 Council meeting. The
Weld County Treasurer, a representative from Deloitte and Touche, and Weld
County Controller Claud Hanes will be invited to the hearing.
During the third quarter of 2001, Council members have researched answers to
questions and concerns brought to their attention by citizens of Weld County. In that
process Council members have talked periodically with the Commissioners and various
Elected Officials and Department Heads.
Council meetings are on the third Tuesday evening of each month at 6:30 p.m. in
the Weld County Centennial Center, Greeley, Colorado or in a Weld County town at a
time and place to be announced. For information please contact the County Council
office.
