The Weld County Public Works Department has reviewed this proposal; this project falls primarily under the
purview of the Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
Maple Street within the Enchanted Hills Subdivision is classified as a local gravel subdivision road, which requires
a 60-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County.
WCR 15 has been annexed by the Town of Firestone.
REQUIREMENTS:
Dust Control: There are approximately 14 lots that would access Maple Street. The average trip count per lot
^for a rural type subdivision would be 6.5 trips in a 24-hour period which would generate approximately 91 vehicles
utilizing this stretch of road. The applicant is indicating the total amount of horses to be boarded would be 12.
The total number of trips per day to and from the property at a maximum would be between 12 and 20, adding an
additional 40-60 trips to the background traffic at this location. If the total traffic on Maple Street exceeds the 200
vehicle trips per day due to the expansion of the breeding and training facility,the applicant shall supply adequate
dust control on Maple Street from the entrance west to WCR 15.
Access and Circulation: There is one main access to the proposed facility which will accommodate two-way
traffic. Off-street parking spaces including access drives shall be surfaced with gravel, asphalt, concrete, or
equivalent and shall be graded to prevent drainage problems.

Dear Mr. Gathman:
I have reviewed the submitted material pertaining to the Special Use Permit for the construction of
an indoor arena at 7257 Maple Street in Weld County (Case Number: USR-1331, Case Name:
Williamson). The Fire District has no objections to the project if the requirements of the District
can be met. Based on my review, I have the following comments regarding the project:
The Fire District understands that this arena is not for public use. It does not appear this structure
will be used as an assembly occupancy and competitive events will not being hosted in this
structure. If this is the case,water supply for fire protection will not be required for this structure.

Environmental Health Services has reviewed this proposal for an indoor arena with attached barn. We have no
objections to the proposal, however,the existing residence is greater than 200 feet from the indoor arena/barn and the
applicant shall insure that facility have adequate, convenient, sanitary toilet and sewage disposal system according to
the Weld County Code 30-2-180F and 30-2-10 respectively, we do recommend that the following conditions be part
of any approval:
We recommend that the following requirements be met prior to allowing the plat to be recorded:
1. Submit a dust abatement plan to the Environmental Health Services, Weld County Department of Public
Health & Environment, for approval prior to operation.
2. An individual sewage disposal system is required for the indoor arena and attached barn and shall be installed
according to the Weld County Individual Sewage Disposal Regulations. The septic system is required to be
designed by a Colorado Registered Professional Engineer according to the Weld County Individual Sewage
Disposal Regulations.
3. The applicant shall submit a manure and storm water management plan, for approval,to the Environmental
Health Services Division of the Weld County Department of Public Health & Environment. The plan should
describe how manure generated on site will be stored, managed, removed, land applied, etc. The plan should
also describe the fate of any storm water that may come into contact with manure.
We recommend that the following requirements be incorporated into the permit as "development standards":
1. The applicant shall remove, handle, and stockpile manure from the livestock area in a manner that will
prevent nuisance conditions. The manure piles shall not be allowed to exist or deteriorate to a condition that
facilitates excessive odors, flies, insect pests, or pollutant runoff. The manure storage site shall have a water-
tight surface which does not permit seepage or percolation of manure pollutants into the ground.
T. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
3. No permanent disposal of wastes shall be permitted at this site. This is not meant to include those wastes
specifically excluded from the definition of a"solid waste" in the Solid Wastes Disposal Sites and Facilities

Act, 30-20-100.5, C.R.S., as amended.
4 Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
5. Fugitive dust shall be controlled on this site.
§ This facility shall adhere to the maximum permissible noise levels allowed in the Residential Zone as
delineated in 25-12-103 C.R.S., as amended.
7. Adequate handwashing and toilet facilities shall be provided for patrons/boarders.
All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.
The facility shall utilize the existing public water supply. (Weld Central)
10. The facility shall operate in accordance with the Confined Animal Feeding Operations (5 CCR 1002-
19).
