RE: APPROVE APPLICATION FOR 2002 LAW ENFORCEMENT ASSISTANCE FUND
(LEAF) PROJECT AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2002 Law
Enforcement Assistance Fund (LEAF) Project from the County of Weld, State of Colorado, by
and through the Board of County Commissioners of Weld County, on behalf of the Sheriffs
Office, to the Colorado Department of Transportation, Office of Transportation Safety,
commencing January 1, 2002, and ending December 31, 2002, with further terms and
conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the 2002 Law Enforcement Assistance Fund
(LEAF) Project from the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Sheriffs Office, to the Colorado
Department of Transportation, Office of Transportation Safety, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 5th day of September, A.D., 2001.

Further describe your present situation regarding the DUI problem within your county.
In 2001 the Weld County Sheriffs Office was awarded a traffic grant through the
Colorado Department of Transportation. Until that date, traffic enforcement and DUI
enforcement were not priorities in the Weld County Sheriff's Office and handled by the
Colorado State Patrol. Because of this situation,there is limited information about
drunk drivers on county roadways.
Weld County is a large county consisting of over 4000 square miles with a diverse
population of over 180,000. Many of the alcohol serving establishments are located in
rural areas and many of the patrons of these establishments must travel through rural
areas to get back to their residences. Additionally, cultural variances of some of the sub-
groups and communities throughout the county encourage alcohol usage, over usage,
and usage by underage drinkers.

For the past several years,Weld County has been one of the leading county's in traffic
related fatalities. In each of those years alcohol has been a contributing factor in the
majority of the accidents. Thus far in 2001, forty six people have died on Weld County
Road ways. If this trend continues, traffic fatalities in Weld County will exceed previous
years and will make Weld County the leading county in the state for traffic fatalities.
Sixteen or thirty five percent of the people killed in these accidents had either drugs or
alcohol in their systems when killed. The majority of these accidents were caused by
impaired drivers.
Since the inception of the traffic unit, additional enforcement has been directed towards the
issue of impaired driving, especially in locations which have been identified a problem
areas. Our problem is that there are only two officers assigned to the traffic unit and with
the additional duties they possess there is not enough time for direct patrol for DUI
enforcement specifically. This grant will enable the sheriffs office to specifically target
DUI enforcement thus reducing alcohol related injuries and deaths.

We will either conduct one saturation per"Heat is On" campaign or will assist
other "Heat is On" agencies in the county during each campaign.
Does your agency have the capability to run the required Leaf Grant Manager computer
reporting software program? (Windows 95/98/NT) YES
What will your county do during 2002 to confirm your involvement with any DUI media
campaigns endorsed by LEAF and the Colorado Department of Transportation (CDOT)?
We are already participating in the media campaign that CDOT is sponsoring
even though we do not currently have a LEAF Grant. We are also producing
written publications about drunk driving and are producingpublic service
announcements. Weplan to continue participating in the CDOT sponsored
media campaigns and producing our own public service announcements and
written materials.
Please state your agency's specific plans for The Heat is On! Campaign in 2002.
During the pastyear the Weld County Sheriffs Office Traffic Unit has
participated in several saturation patrols with the cities of Fort Lupton and
Windsor. We plan to continue working with local law enforcement agencies to
assist them with their saturation patrols and to conduct some of our own during
other campaigns. We are currently working with the Colorado State Patrol to
develop a schedule andplans for a possible DUI checkpoint during 2002.
Additionally, during the Thanksgiving/ Christmas holiday we have begun
working on publications to distribute to restaurants throughout the county that
conduct company parties. These publications will begiven to companies and
individuals that schedule parties and will provide information about the topics
concerning intoxicated drivers.
If your agency wishes to receive assistance from the Public Information Office of CDOT to
work intensive DUI/DUID enforcement for local event(s), detail the proposal, along with the
actual date(s) of the event(s).
The Weld County Sheriff's Office has it's own Public Information Officer.
Margie Martinez (the Public Information Officer) and will be utilizing the
(CDOT) Public Information Office during 2002.

If selected, what impact will LEAF funds have on your agency's Impaired Driver Enforcement
efforts?
The Intoxilyzer 5000EN will be placed in a specially designed room at the Southwest
Weld Substation which is currently under construction. Placement of this
equipment in that section of the county will enable officers to be more effective and
efficient when processing impaired drivers. Other municipal agencies along the
Interstate 25 corridor will have usage of this intoxilyzer which would allow them to
process impaired drivers without having to leave their jurisdictions for long periods
of time.
By providing overtime to officers interested in DUI enforcement they will be able to
work exclusively on DUI enforcement without the interference of other calls for
duty. The amount that we are requesting will provide an additional twenty hours
per week of overtime exclusively for DUI enforcement. This overtime will enable
the sheriffs office to conduct directed patrol to high hazard areas, assist other
agencies with their efforts and will help to supplement the existing traffic unit with
special projects such as saturation patrols and DUI checkpoints.
The portable breath testers that we are requesting will enable traffic officers and
those officers working DUI enforcement to conduct better road side assessments.
Weld County will be providing all of the additional equipment required for these
officers, including vehicles, uniforms,support personnel, etc....
Further describe your proposal. Describe your agency's operational commitment to DUI/DUID
enforcement for 2002. Furthermore, describe other efforts that your office will take to reduce the
incidence of problems associated with impaired driving.
It is the philosophy of the sheriffs office that to impact the number of impaired
drivers on the roadways of Weld Countywe must use education and enforcement.
In this endeavor we utilizing our Community Resource Unit Officers as liaisons with
our local liquor serving and selling establishments to improve their compliance and
to make them stakeholders in the problems associated with impaired driving and
over usage of alcohol. To accomplish our goals we have already enacted numerous
programs and will continue to expand these programs and others throughout 2002.
A brief description of these programs is listed below:
• We have contacted the American Eagle Distributing Company(the local
Budweiser distributorship) and they are currently conducting alcohol server

training in training sessions that we have initiated for alcohol servers and sellers at
no charge.
• We have contacted our local bars and alcohol selling establishments and have
asked that they request identification for everyone under thirty fiveyears of
age. We provided posters for these establishments, free of charge.
• We are utilizing_our reserve officers and volunteers to go to the bars and
convenience in_plain clothing to see if they are checking identifications. The
owners and managers of these establishments provide rewards to their
employees for having checked the identification of these officers.
• We meet quarterly with owners and managers of local liquor establishments
to ascertain from them what we can do to improve cooperation and provide
training in areas such as liquor enforcement, health and safety of employees
and patrons, security, civil liability, etc...
• We provide a newsletter to liquor establishments with useful information
about the same topics listed above.
• Our community resource officers and traffic officers provide training to
junior high and high school students about underage drinking and impaired
driving.
Additionally, we are working with other law enforcement agencies throughout the
county to conduct a coordinated enforcement and media campaigns. We are an
active part of the Weld County Coordination Council to Reduce Traffic Fatalities.
This organization is comprised of stakeholders from throughout the county that
have an interest in reducing the number of traffic related accidents occurring on
Weld County roads As part of this organization the sheriffs office is able to
leverage additional cooperation from all aspects of the community.
