RE: APPROVE APPLICATION FOR FEDERAL ASSISTANCE FOR PLAYGROUND
EQUIPMENT FOR BILLIE MARTINEZ AND MADISON SITES AND AUTHORIZE
CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Federal Assistance
for playground equipment for the Billie Martinez and Madison sites from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on
behalf of the Department of Human Services, Family Educational Network of Weld County, to
the Department of Health and Human Services, commencing January 1, 2001, and ending
December 31, 2001, with further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a
copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Federal Assistance for playground equipment
for the Billie Martinez and Madison sites from the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Department of
Human Services, Family Educational Network of Weld County, to the Department of Health and
Human Services be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of May, A.D., 2001, nunc pro tunc January 1, 2001.

SUBJECT. Head Start Program Improvement Funds
Presented to the Weld County Board of County Commissioners are two requests to the
Head Start Bureau for Program Improvement Funds. One request is for the upgrade of
playgrounds for the Regional Head Start Program Centers at Madison and Billie Martinez.
The second request is to the Migrant Head Start Branch for playgrounds at the Jefferson
and Grand Junction sites.

BUDGET AND PROGRAM NARRATIVE

The Family Educational Network of Weld County is requesting $40,000.00 for playground
equipment for the Billie Martinez and Madison sites, in Greeley, Colorado.,
The current playgrounds located in close proximity to our classrooms are developmentally
appropriate for the infant/toddler age groups, not preschool age children. This forces the
children to walk a long distance to reach the playground, which is especially difficult for
children with disabilities. The playground equipment is also geared toward elementary
school age children, and therefore, poses potential danger to preschool age children.
Inadequate playgrounds was noted as a finding at our last Migrant Head Start Program
review. As a result of that program review we have assessed all playgrounds including our
Regional Head Start Centers and have determined that the playgrounds at Billie Martinez
and Madison are not appropriate for preschool age children.
The school district has agreed to donate land for a preschool playground, closer to the
classrooms.
Playground structures, ADA accessibility surfaces, fencing, and ground cover:
2 x $20,000.00 = $40,000.00
