It has been stated that 320 Trucks will be using this road each day This is Unbelievable!!! For someone to think he can add another 320 Trucks A Day to this road, he must be out of his mind. With the present traffic on this road as heavy as it is already: 1. With Fort Lupton School Buses and Children waiting and using this road in and out of school two times a day or more. 2. With all the cattle feeding trucks and vehicles moving cattle and feed to and from a large feed lot (more than 1000 head),next to the Asphalt and Concrete Proposal. 3. (Vegetable Fanners for example: Sokoto,Villano, Sasaki, Watada are just a few farmers fanning the land.) 5. The increased truck traffic will prove to be a detriment to our city and to our quality of life. We have a serious traffic problem now. Adding the additional truck traffic will create a problem that we will not be able to C7 aaa overcome easily. I travel a lot on Colorado roads and know how some of these truck drivers operate their trucks. I know for a fact that they will look for the easiest and fastest way to and from the plant. I am sure they will start going through residential areas just to avoid the congestion we are experiencing now. The City of Ft. Lupton and Weld County needs to encourage businesses to locate here but we need to look at"clean" industries. Not one which will generate noise, air and traffic pollution. Both governments should look toward the technology section. They should promote our location as being perfectly placed to attract businesses that do business in the Denver, Boulder and Greeley municipalities. Again, I am against this plant. This is an agricultural area with many small farms and residential homes, and is fairly densely settled, particularly on WCR 27 where the plant intends to locate. We are opposed to this plant for the following reasons: 1). Health There is a reasonable probability that the soil and ground water in !..i the surrounding area will be polluted with chemicals and dust emitting from the plant and its operations. This is a very serious matter as all homes I in this area use shallow wells for drinking water and many fresh vegetables are ^� grown for the Denver market. It seems unthinkable that such a health hazard would be allowed with so many homes and small farms in the immediate area. 2). Safety The dense traffic on WCR 27 is already very dangerous due to the mix of tractors, cars and trucks. Adding 40 more trucks per hour(320 per 8 hour day from this plant)would create an unthinkably dangerous situation on this road. What value can be placed on the lives that will undoubtedly be lost due to this additional ponderous and very dangerous traffic. 3). Economic Loss Virtually all residences and small farms in the area would suffer from decreased property values. How will these people be compensated? 4). Nuisance The odor, dust, traffic and noise would create an unbearable situation for all those living in the surrounding area. This type of heavy, smelly, polluting industry belongs in an area zoned for heavy industry, not in a mixed residential and farming community. My family and I grew up in the Fort Lupton area, where our forefathers settled more than a century ago. This entire community has little light industry and it would be a travesty of justice to allow a heavy, smelly and polluting industry to be located there. I respectfully request that you seriously consider the above risks when you make your final decision concerning this plant and not allow it to be built. Lupton, Colorado To whom it may concern, My husband and I have owned our home at 974 S. Denver Ave, Ft. Lupton, CO for 30 years. We bought out here in the country for a peasful life. The last 10 to 12 years have become more and more noisy and agravating. The traffic on Denver Avenue (Rd. 27) has become horrible. We get 20 to 30 big trucks a day going by. The sign in Ft. Lupton warns that trucks over 5000 pounds are not allowed on this road. However, the police seem to just overlook the fact that they are on the road and many times going far faster than the 40 mile an hour speed limit. With the building of the Ashphalt plant on Rd. 27 we would be overrun by more and more big trucks. We do not need it. We appeal to the authorities to black ball this project. The proposal, which is slated to appear before the Weld County Planning Commission in mid-July, would allow the company to operate a 14-acre facility which will consist of one asphalt plant, one concrete plant, conveyors and an office trailer. The proposed site is located one-fourth of a mile north of WCR 6 and a half mile south of WCR 8. The plant will be in operation six days a week, with a tentative schedule for processing and truck hauling from 6:00 a.m. - 10:00 p.m. In the application to the county, Asphalt Specialties estimates that there will be a projected 320 truck trips a day. The type of trucks includes tractor-trailers, tandem dump trucks (doubles) and cement mixers. The application said, "Access to the site will be from WCR 27,just north of the existing residence located in the southwest corner of the property."The trucks will travel to HWY 85 via WCR 6 or WCR 8. Weld County Planning Commission representa- tive Chris Ghehman said the company had agreed to pro- vide all drivers with training specific to the location. Since the proposed plant is outside of city limits, city government won't have a direct vote on the project. Howev- er, Ghehman said the surrounding municipalities, includ- ing Fort Lupton, had the opportunity to submit referrals before the Weld County Planning Commission.
