Box 224 Fort Lupton, Colorado 80621 Re: Request to accept "frac gel" at "31" Disposal: SUP-402:79:24 Dear Mr. Taylor: The Department of Planning Services has reviewed your request, and at this time we do not consider your request to be a major change from what was approved at the public meeting for SUP-402:79:24. Prior to start-up of the request it shall be necessary to submit an amended SUP-402:79:24 plat. The required modifications and structures must be shown on the amended plat in accordance with the request. The Weld County Health Department reviewed the request in a letter dated August 14, 1984. The request to accept "frac gel" was approved subject to developing a pit to contain the incoming "frac gel" so that the "frac gel" can be inspected for presence of oil. In addition, the storage lagoon must have an aeration system to prevent the formation of a slime mat on the lagoon surface. The Planning Staff has not received comments on your request from the State Health Department. The Planning staff called Mr. Scott Winters, Representa- tive for the State Health Department, on August 17, 1984, and discussed the status of its review. It was explained that the review was not completed at this time and no completion date could be confirmed. The Planning staff will continue to monitor the status of the State Health Department's review. The Planning staff has explained the need for a timely review to the referral entity. At this time, the Department of Planning Services is authorizing you to proceed with acceptance of "frac gel" per local Health Department and Planning Department instructions with the understanding that "31" Disposal is responsible for complying with requirements set forth in the State Health Department's review of this request. $FI 1531 Mr. James Taylor, Manager August 17, 1984 Page 2 The Department of Planning Services will call and write a final position on your request as soon as the additional information is received by this Department. The facility would meet the approval of the Health Department as long as there is a pit where the incoming gel could be observed for the absence of oil. Greeley, Colo. 80631 Dear Mr. Potter, Due to the increasing demand for a facility to accept Fracturing Gel Water, we at 31 Disposal feel that we can help. We would like to install a set of two(2) frac tanks on the south side of our south lagoon. We will only accept Gel Water in these tanks. The Gel Water will then flow into the lagoon. The purpose of the tanks will be as seperator of any oils in the Gel Water, this will insure us that no oil will go into the lagoon. We Thank You for any help you can give us in this matter. We at 31 Disposal are asking for a permit to accept Fracturing Gel Water. The Oil Companies and Water Hauling Companies are having problems disposing of this fluid at this time and we feel that we can help. We wish to install two(2) addional 400 Barrel Tanks on our site. The trucks will unload the Gel Water into these tanks. The purpose of the tanks, is to secure any oil in the tanks, this will insure us of no oil entering our evaporation lagoon. At the present time we are operating a sprinkler system to help evaporate the water, (brine water) . We will flow the Gel Water into the evaporation lagoon, the sprinklers will help in the break down and the evaporation of the Gel Water Enclosed is the copy of the letter we have sent to Mr. Wes Potter, Weld County Health Department and a rough drawing of a map of our site.
