I understand that the District has determined the need to increase the treatment plant capacity from its current capacity of 0.50 million gallons per day(MGD)to a capacity of 4.5 million gallons per day by the end of 2004. City staff presented this issue to the Longmont City Council at their November 23, 1999 meeting. At that time staff outlined the scope of the proposed expansion plans along with an evaluation of the basis for the planed expansions and potential impacts to Longmont. We also discussed areas for potential cooperation and mutual benefit with the District. Following our review of the planning data, together with our conversations with staff members from Weld County and the Tri-Cities, City staff could not recommend approval of the expansion of the District's facilities to the 4.5 MGD level. We did concur with the immediate need to pursue and complete an expansion to 0.99 MGD in 2000. At the December 2, 1999 meeting of the Northern Front Range Water Quality Planning Association (NFRWQPA) two items were considered concerning the St. Vrain Sanitation District's plans for expansion of their wastewater treatment plant. These items were an amendment to the regional water quality plan and a site application for expansion of the District's wastewater plant to 4.5 MGD. The NFRWQPA approved the modification of the water quality plan and ruled that the site application was in conformance with the plan. As we stated at the meeting, the City of Longmont has several concerns about the amendment and site application, and subsequently voted to not approve the plan amendment or site application as presented. We have reviewed the site application, relevant portions of the District's engineering report provided by your consultant, and data from Weld County and other municipalities. This information does not appear to support the proposed rapid expansion of the District's plant. The population and flow projections in the engineering report are not consistent and are not in agreement with Weld County's growth projections. The availability of water service for the projected population is also questionable as noted in the report. We do not agree that the District's engineering report provides adequate documentation of the need for a 4.5-MGD facility by 2004. As we noted at the December 2 meeting, we feel that the District should stage its requests for water quality plan amendments and site applications to allow a better evaluation of actual growth rates. We have additional concerns about the potential impacts of the District's plans on other dischargers in the Boulder Creek/St. Vrain Creek basin. At 4.5 MGD, the District's plant would be the third largest in the basin. As you are aware, a Total Maximum Daily Load(TMDL) study is currently being performed in this basin by the Colorado Department of Public Health and Environment(CDPHE), To date, the size of the District's facilities has essentially kept it out of the TMDL assessment. Until this study is completed, it is not known how, or even it, the District's permit would affect the permit limits for dischar .,.
