The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the purview of
the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 31 is designated on the Transportation Plan Map a local paved road,which requires a 60-foot right-of-way at full built
out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the to the definition
of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the required setback is measured from
the future right-of-way line.
WCR 22 is designated on the Transportation Plan Map a collector status road,which requires an 80-foot right-of-way at full
built out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the to the
definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the required setback is
measured from the future right-of-way line.
The average daily traffic (ADT)count of WCR 31 reflects 100 vehicles in a 24-hour period. The latest count was January
2, 1993. WCR 22 had a ADT count of 369 vehicles in a 24-hour period taken September 30, 1998.
REQUIREMENTS:
Access: The access point was verified at the top of the hill, and there is adequate sight distance in both directions. The
applicant shall construct an access lane with adequate turning radiuses to accommodate two-way traffic to the residents
and the shop area. A minimum of 24 feet in width shall be required.
The access lane shall be graded and drained to provide an all-weather access to the facility.
Parking and Circulation: There shall be two designated parking areas adjacent to the shop, one to accommodate
employee parking and the other to accommodate the tractor-trailer rigs.
The Weld County Public Works Department requests that the applicant place a blow-up drawing of the shop area including
the employee parking and the tractor trailer parking with the circulation pattern to accommodate all vehicles utilizing the
shop area.
Off-street parking spaces,including the access drive,shall be surfaced with gravel,asphalt,concrete,or the equivalent and
shall be graded to prevent drainage problems.
Storm Water Drainage: As the site will be dealing with maintenance of equipment and petroleum products, I am referring
the storm water drainage to the Health and Environment Department for additional requirements.
The site is undeveloped at this time. There is a small drainage pattern, which appears to flow towards the Fulton Ditch in
the center of the property. This is the historical drainage pattern of the property.

Environmental Health Services has reviewed this proposal for parking of vehicles and equipment and repair
shop. Our Department recommends approval.
Prior to recording the plat:
1. A Weld County Individual Sewage Disposal system is required for the proposed residence and shop. The
septic systems be installed according to the Weld County Individual Sewage Disposal Regulations. The
septic system for the shop is required to be designed by a Colorado Registered Professional Engineer
according to the Weld County Individual Sewage Disposal Regulations.
2. The applicant shall apply for an Underground Injection Control (UIC)Class V Injection Well permit through
the Environmental Protection Agency(EPA)or provide evidence that the applicant is not subject to the EPA
Class V requirements.
3. Prior to recording the plat,the applicant shall submit a waste handling plan to the Environmental Health
Services Division of the Weld County Department of Public Health& Environment. The plan shall include
at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should include expected volumes
and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the facility name, address,
and phone number).
4. The applicant shall apply for a permit from the State Engineers office for the proposed domestic well.
The following conditions are recommended to be part of any approval:
1. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. Yield County Planning DePt-

3 Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4 Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone
as delineated in 25-12-103 C.R.S., as amended.
6. Adequate toilet facilities shall be provided for the employees.
7. If applicable, a NPDES Permit shall be obtained from the Water Quality Control Division of the Colorado
Department of Health for any proposed discharge into State Waterways.
8. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.
9. The facility shall utilize the existing well.
10. The facility shall dispose all wastes in accordance with the approved waste handling plan.
