1. Proper building permits shall be obtained prior to any construction, demolition, or excavation.
Part of the permit application process includes a complete plan review.
2. There are two buildings for the site. Item number 8 of the "Use by Special Review Questionnaire"
states: "The proposed building will be raised 24" above the existing grade level. The vegetation
layer of topsoil will be removed (approximately 8"). The foundation will then consist of a 16"
base of 95% compacted clean dirt, a 4" layer of road base and a 4" concrete slab." The
construction type of the building is not specified.
The geotechnical report prepared by CDS Engineering Corporation, indicates some areas of
concern regarding the possibility of ground movement and also a soil bearing capacity of only
1,000 per square foot. Therefore, the foundation will need to be designed by an engineer and be
based upon the recommendation of the geotechnical report. The report recommended specific
landscaping features, a perimeter drain, and an open hole inspection. Also, any fill material shall
contain no rock or similar irreducible material with a maximum dimension greater than 12 inches.
All fills shall be compacted to a minimum of 90 percent of maximum density (or as prescribed by
the engineer). Engineering reports shall be supplied for all fill material.
Any heated areas or areas containing plumbinglrequire frost protection. Our frost depth is 30".
3. Occupancy separations are required between different portions of the building containing different
uses. (302.1, UBC)
4. All buildings shall maintain distances from property lines and adjacent buildings as outlined in
Section 503 and Table 5-A of the UBC.
5. The design and construction of accessible buildings and building elements shall be in accordance
with Chapter 11 and Appendix Chapter 11 of the UBC.

6. Electrical work shall conform to the 1999 National Electrical Code (NEC). Electrical services
over 200 amps require fault current calculations, load calculations, and a one-line diagram. All
electrical and plumbing work shall be done by Colorado licensed electrical and plumbing
contractors.
7. Separate building permits are required for all monument signs. Signs shall adhere to Section 42 of
the Weld County Zoning Ordinance and Section 2.8 of the Weld County MUD Ordinance as
applicable. Engineering may be required.
8. Electrical permits shall be obtained for all electrical work. For instance, electrical permits are
needed for any site lighting or irrigation equipment.
9. Complete drawings shall be submitted to the Galeton Fire District for review.
10. Additional requirements or changes may be required when building applications or plans are
reviewed by the Weld County Building Inspection Department or the Fire District.

Environmental Health Services has reviewed this proposal for an office & storage building for Reach
Workcamps.Our Department recommends approval. The following conditions are recommended to be part
of any approval:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100, C.R.S., as amended) shall be stored and removed for final disposal in a manner that
protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone
as delineated in 25-12-103 C.R.S., as amended.
5. Adequate toilet facilities shall be provided for the employees.
6. An individual sewage disposal system is required for the proposed facility and shall be installed
according to the Weld County Individual Sewage Disposal Regulations. The septic system is
required to be designed by a Colorado Registered Professional Engineer according to the Weld
County Individual Sewage Disposal Regulations.
7. The facility shall utilize the existing public water supply. (North Weld Water District).

The Weld County Public Works Department has reviewed this proposal. This project falls under the purview of
the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 51 is designed on the Weld County Transportation Plan Map as a collector status road, which requires an
80-foot right-of-way at full build out. There is presently a 60-foot right-of-way. This road is maintained by Weld
County.
Pursuant to the definition of set back in the Weld County Zoning Ordinance (Ordinance 89 as amended), the
required set back is measured from the future right-of-way line.
REQUIREMENTS:
The Weld County Public Works Department recommends approval of this application.
The applicant shall reserve an additional 10-foot right-of-way adjacent to WCR 51 for future build out.
The applicant shall utilize the existing access from WCR 51, as no additional accesses will be granted.
Off-street parking spaces including access drives shall be surfaced with gravel, asphalt, concrete or equivalent
and shall be graded to prevent drainage problems.
Storm Water Drainage: Both the existing and new buildings are located approximately four feet below WCR 51.
There is an irrigation ditch between the buildings and WCR 51, and no drainage will affect the County road. The
applicant indicated current building drainage will flow into the adjacent hay field and disburse. The Weld County
Public Works Department has no conflict with the drainage item.
Parking and Circulation: The turning radius into the proposed parking lot needs to be able to accommodate
two-way traffic and shall be designed in full detail.
ADA Parking (van availability) nearest to door and the ADA route to the building will need to be identified on the
plat. Additional overflow parking shall be indicated on the plat to accommodate full build-out parking.
