Dear Mr. Gathman:
As previously discussed, HS Gathering,LLC ("HSG")owns and operates a
natural gas processing plant in Weld County pursuant to that Use by Special Review,
Permit 1291 ("USR 1291"), located on the above described acreage.
Pursuant to the terms of the USR 1291, HSG has placed and constructed on the
Ft. Lupton natural gas processing plant site certain equipment and facilities.
HSG would like to add certain additional facilities to the Ft. Lupton natural gas
processing plant site. The facilities to be added are as follows;
• A contactor tower,60 inches in diameter and 44 feet tall.
• Thermal oxidizer, 10 feet by 25 feet
• Dehydration/regeneration skid, 12 feet by 38 feet.
• New access road entering from USR 1353 site.
All the described facilities are depicted on the attached plot map of the site. These
additional facilities are required to operate the plant in a safe and efficient manner
HSG does not believe that these additional facilities are substantial changes to the
surface that would require an amendment to the USR 1291 Permit.

It is kindly requested that the Weld County Planning Department review the proposed
changes to the site in regards to the USR 1291. If Weld County Planning Department
agrees that these additions do not constitute a"material or substantial change"to the USR
1291 please execute and return one copy of this letter. Please keep in mind that the
purpose and nature of the facility has not changed,only some of the facilities and their
locations.
