RE : APPOINTMENT OF DR. RALPH WOOLEY, DR. DONNA WRIGHT,
MS. ROSE ANSON, AND DR. WILLARD G. JONES TO PLACEMENT
ALTERNATIVES COMMISSION
WHEREAS, the Board of County Commissioners of Weld
County, Colorado, pursuant to Colorado statute and the Weld
County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, it has come to the attention of the Board of
County Commissioners that recent legislation requires the
expansion of membership of the Placement Alternative Commission,
and
WHEREAS, the Placement Alternatives Commission has recommended
that the Board appoint Dr. Ralph Wooley, Medical Director for
the Public Health Department, Dr. Donna Wright, counselor with
Aims Community College, Ms. Rose Anson, licensed Social Worker,
and Dr. Willard G. Jones, lay person from the community, to serve
on said Commission.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Weld County, Colorado that Dr. Ralph Wooley,
Dr. Donna Wright, Ms . Rose Anson, and Dr. Willard G. Jones be
and hereby are, appointed to serve on the Placement Alternatives
Commission.
The above and foregoing Resolution was, on motion duly
made a seconded, adopted by the following vote on the 12th day
of October, A.D. , 1981.

Dear Mr. Carlson:
As Chairman of the Weld County Placement Alternatives Commission I am
requesting that the Board of County Commissioners appoint Ms. Rose
Anson to the PAC. Ms. Anson is a Licensed Social Worker employed by
Our House, Inc. Her appointment will satisfy the requirement for a
representative from a local residential child care facility.

Dear Mr. Carlson:
As Chairman of the Weld County Placement Alternatives Commission I am
requesting that the Board of County Commissioners appoint Dr. Ralph
Wooley and Dr. Donna Wright to the PAC. Dr. Wooley is the Medical Director
for the Public Health Department and Dr. Wright is a counselor with Aims
Community College. These two appointments will partially satisfy the
expanded guidelines for membership of local PAC's.

Dear Mr. Carlson:

Alternatives Commission. The amendments specify that at least 50% of
the membership must be from the private sector. In addition, it requires
that one of these members be a lay person from the commmity.
We are presently in the process of submitting names to you for consideration
from the following organizations: Aims Community College (occupational
training or employment program) , Weld County Public Health Department,
and Our House, Inc. (local residential child care facility) which will
partially complete these requirements.
Therefore, we are bringing this matter to your attention and request that
you appoint a lay person to serve on the Commission.

3 CARE SHALL BE IN ACCORDANCE WITH THE FEE REQUIREMENTS AS PROVIDED
4 BY RULE OF THE DEPARTMENT OF SOCIAL SERVICES.
5 SECTION 11. 19-3-120 (2) (a) , Colorado Revised Statutes ,,
6 1973, 1978 Repl . Vol . , as amended, is amended, and the said
7 19-3-120 is further amended BY THE ADDITION OF A NEW SUBSECTION,
8 to read:
9 19-3-120. Funding - alternatives to placement out of the
10 home. (2) (a) The county commissioners in each county may
11 appoint a placement alternatives commission consisting, where
12 possible, of a physician OR A LICENSED HEALTH PROFESSIONAL, an
13 attorney, representatives of a local law enforcement agency,
( 14 representatives recommended by the court and probation
1 15 department, representatives from the county department of social
16 services , a local mental health clinic, AND the public health
17 department, A REPRESENTATIVE OF a local school district and
18 SPECIALIZING IN SPECIAL EDUCATION, A REPRESENTATIVE OF a local
19 community center board, REPRESENTATIVES OF A LOCAL RESIDENTIAL
20 CHILD CARE FACILITY AND A PRIVATE NOT FOR PROFIT AGENCY PROVIDING
21 NONRESIDENTIAL SERVICES FOR CHILDREN AND FAMILIES, A
22 REPRESENTATIVE SPECIALIZING IN OCCUPATIONAL TRAINING OR
23 EMPLOYMENT PROGRAMS,/ and one or more representatives of the lay
2g- community; AT LEAST FIFTY PERCENT OF THE COMMISSION MEMBERS SHALL )
