It is under review to be changed from Ag to We understand this proposal was submitted somewhere around Sept. 12. On Sept. 15,we closed on the house and property which sits directly across from this land. We moved in on Sept.25. We bought the almost 100 year old Victoria-house with the intent of restoring it and making it our home for years to come. A huge factor in our decision was the surrounding area,which consists of farmland_ Site we both grew up on farms,it had always been our dream to live in that environmery again and give our boys the r'•assec'o experience it. We were told that all the farmland around our house was some of the br It soil id the state for vegetable farming and has' been in the same families for generations. T. We bring this before y Al now as a request to deny any future apprt val. Please consider that there is now new information involved,since there is a family living ins ich close proximity_ Please consider the heritage and farm-productivity richness of the land, as well as the historical richness of the house across from it. The value of our house would sm ely be reduced with the addition of intense industry next door. It is our hope that if the land mu rst be sold,that it would be kept agricultural in nature-hopefully sold to another farmer who t del benefit from the good soil and-preserve the serenity and beauty of the area. If it is impossible to keep it agricultural,we ask that you would re nsider allowing the high level intensity of an 1-3 zone in a residential area,and at Last reduce it to an I-1. As it states in the guidelines,the intent of an 1-3 district is to"accomodate uses which may create adverse visual impacts for adjacent uses"and"may require locations isolated from other land use types". Whereas an 1-1 is to"create minimal negative visual impacts". Also started under the intent of ANY industrial district: "to reduce to a minimum the impact of indusn es on surrounding, nonindustrial land uses to prevent detrimental impacts which may nega,ively affect the future use or development of adjacent properties or the general neighborhood" a•d to"promote the health, safety and general welfare of the present and future residents of the county'. We fed that some of the structures allowable even under the I-1 zone,such as airstrips,7-Y radio towns,retail sales and sewage disposal,would be in total disregard to the above stated policies,as we are definitely an"adjacent property"in the"general neighborhood"and are"present residents"upon wham. industry WILL have a"detrimental impact". We also would like it noted that the previous owner of our property,Dave Munson,was never notified of the rezoning proposal. He stills owns farmland to the east and notch of our house and he is also opposed to development of industry so close to bi%land. He expressed concern that he was not notified and may have never known what was coming nor lied a chaomc to have a voice in it. Victory Rd Norfolk, NE 68701 HOSHIKO HEARING January 17, 2001 My name is John P. Watson. My address is 20295 WCR 66. I am here to protest the zone change from agriculture to industrial. My background involves farming as well as farm management for absentee landowners. I live on Road 66, 1 mile east of the zoning application. Our family has owned 240 acres 1/2 mile east of the applicant for over 100 continuous years. All this time is has been a productive agriculture farm. One of the charges and responsibilities of the planning committee, as well as "you gentlemen", is to preserve our agricultural base which is the backbone of Weld County economy. Now to be specific about the 100+ acres that you are being asked to change its land use. This land is the most productive soil in Weld County and has excellent water rights. The Hoshikos are large farmers and own many acres around this subject parcel. It was bought from the Monfort family for the purpose of farming and raising truck crops. The Hoshikos have land off of"O" Street and 11th Avenue, as well as a parcel between Highway 85 and 11th Avenue, that would be more compatible to industrial use and not jeopardize good farm land or destroy urban living of many neighbors on Road 66 and Road 41. [ 4. EXHIBIT 1 I K' 6:12.4#632, Now let's discuss traffic patterns and traffic flow. WCR 66 is a good farm-to- market road. But this zoning will cause congestion on Road 66, especially at the area of Highway 85 and Road 66. There is a main line Union Pacific railroad and access to Highway 85 from Road 66 is almost impossible at certain times of the day. Big R Manufacturing is currently causing many traffic problems on Road 66 at Highway 85 as it is their only access for employees and their many trucks. Has any transportation planning has been done with the Colorado Department of Transportation? One-half mile east of the subject land is the intersection of Road 66 and Road 41, a very bad blind corner. There have been at least 10 fatalities there in the last 10 years. One involved 6 migrant workers in one accident. We, as neighbors, tried to get a 4-way stop but were denied. Now let's look at the need for this zoning change. When you go around the Greeley area, there is a large amount of land available and compatible for industrial zoning. The City spent many thousands of dollars to eliminate a feedlot east of Greeley. This land is all available. And so is all the area along 8`h Street to the airport. South 1st Avenue has many large acreages for zoning use as well as Evans industrial zoned land. r 2 Gentlemen, let's preserve the best farm land in Weld County that is north and northeast of Greeley. Many of us present have lived in this area all our lives and depend on agriculture for our livelihood. Let's keep it preserved. I thank you. r ti 3 Hello
