WELD COUNTY COUNCIL
January 7, 1982

The Weld County Council met in regular session in full conformity with the
Weld County Home Rule Charter at 915 Tenth Street, Greeley, Colorado, January 7,
1982, at 1:3G p.m.
ROLL CALL
The following members were present in person: Pat Anderson, President,
Ralph Waldo, Jr. , Vice President, De Ann Emerson, Howard Foster, and Robert Martin, Sr.
Also present were Sheriff Harold Andrews, Tribune reporter, Bruce Robb, and Council
Secretary, Susan Elton.
MINUTES APPROVED
Bob Martin made a motion to approve the minutes of the County Council 's
meeting of December 3, 1981, as written. Howard Foster seconded the motion and it
carried unanimously.
DELETION TO AGENDA
Assignment of Interest Areas under New Business will be discussed at the
next Council meeting.
CORRESPONDENCE
The Council discussed the memo they seat to Dick Barrett Re: Employee salaries.
The memo was returned to the Council by the Commissioners stating that Council had
not gone through proper channels and therefore it's request would not be honored.
Bob Martin requested that the secretary find out who the responsible person is that
can give the Council the salaries, and also the projected salaries for 1982.
There was discussion as to whether or not the Council members would like to
be assigned to attend the elected officials' meetings held each second Monday of
the month, as they had done in the past. A !notion was made that the Council con-
tinue to attend these meetings. There was a second to the motion. The motion failed
with two ayes and three nays. Robert Martin made a motion to recide the previous
motion and table it for further discussion at the next meeting. Howard Foster
seconded the motion and it carried unanimously.
NOMINATION OF PRESIDENT
Bob Martin nominated De Ann Emerson for President of Council for 1982. Ralph
Waldo made a motion that De Ann Emerson be elected President by acclamation. Pat
Anderson seconded the motion and it carried unanimously.
NOMINATION OF VICE PRESIDENT
Bob Martin nominated Howard Foster for Vice President. Pat Anderson made a
motion that Howard Foster be elected Vice President by acclamation. Bob Martin
seconded the motion and it carried unanimously.
NEW BUSINESS
Sheriff Harold Andrews attended the meeting to discuss salaries of elected
officials. It was his opinion that his salary as sheriff should be comparable to
that of sheriffs in other counties of the same size and number of people as Weld,
and that have duties similar to his.
Ralph Waldo made a motion to invite the public to attend the next meeting for
any input anyone in the public might care to make in regards to the salaries for
the next four years of the elected officials and the salaries of the County Commissioners
for the two years beyosnd that. Also that people can send signed letters to the
attention of the County Council at P.O. Box 758, stating their opinions. Motion
seconded by Pat Anderson and carried unanimously.
The Council will keep their meeting day and time that same as it has been in
1981, the first Thursday of the month at 1:30 p.m.
Bob Martin made a motion to approve payment to Howard Foster for December
mileage in the amount of $26.00. Motion seconded by Pat Anderson and carried
unanimously.

Bob Martin made a motion to approve payment of $39.00 to Longmont Times-
Call for a one-year subscription renewal . Pat Anderson seconded the motion and
it carried unanimously.
ADDITION TO AGENDA
Bob Martin made a motion to delegate the responsibility to the Council
President to talk to an attorney with the idea in mind of possibly filing a
declaratory judgement to get a determination of Council ' s responsibilities and
functions as per the Weld County Home Rule Charter and that she be prepared to report
to the next meeting of the County Council , and if possible have the attorney with
her.
De Ann Emerson ammended the motion to say Council will retain an attorney to
represent and advise the Council and to interpret for the Council , and take any
further action that might be necessary. Motion seconded by Pat Anderson and
carried unanimously.
The Council scheduled a work session for January 20 to prepare a Report to
the People, and will try to finalize the report at the next meeting.
ADJOURNMENT
There was no further business. Upon motion made and seconded, the meeting
was adjourned. The time of adjournment was 3:47 p.m. , January 7, 1982.
The next scheduled meeting is Thursday, February 4, 1982, 1:30 p.m.
