RE: GREELEY DOWNTOWN DEVELOPMENT SPECIAL IMPROVEMENT DISTRICT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the City of Greeley is proposing a Special Improvement District for the
downtown Greeley area that includes properties owned by Weld County, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, has
concluded that the property owned by Weld County within the proposed district will benefit from
the improvements proposed, and
WHEREAS, the improvements proposed will add approximately 200 parking spaces in
the downtown Greeley area to be used by Weld County citizens doing business in the
downtown Greeley area, and
WHEREAS, the Board of County Commissioners, as property owners in the proposed
district, has been asked to sign the petition creating the Special Improvement District and
commit to paying an assessment of approximately $181,261.00.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners hereby
agrees to participate in the proposed Special Improvement District in downtown Greeley, and
BE IT FURTHER RESOLVED that the Chair of the Board of County Commissioners is
hereby authorized to sign the petition supporting the creation of the Special Improvement
District, and
BE IT FURTHER RESOLVED that the Director of Finance and Administration is directed
and authorized to budget for and pay the total final assessment for the Special Improvement
District estimated to be $181,261.00, in the appropriate fiscal year the assessment will be due
and payable.

PETITION FOR ESTABLISHMENT
OF A
SPECIAL IMPROVEMENT DISTRICT
TO: CITY COUNCIL OF THE CITY OF GREELEY,COLORADO
We,the undersigned landowners of the City of Greeley, do hereby petition the City of Greeley to establish
a special improvement district for the construction of public improvements valued at $2,600,000.00, to be funded
by the City of Greeley and the property owners within the District as stated and included in Exhibit A attached to
this petition. We request the special improvement district be created and administered in accordance with City of
Greeley Ordinances.
We, the undersigned, hereby attest that we are landowners-in-fee of the properties to be included within
the district. The undersigned understand and agree that the district boundaries are those properties included and
bounded by the district map attached hereto and incorporated herein as Exhibit B.
(1) We,the undersigned,hereby request that the City of Greeley form the special improvement district and
assess the property owners within the district an amount not to exceed $1,450,000.00, plus interest on the unpaid
balance at the municipal bond rate in effect at the time of approval of formation of the district. (2) The
undersigned request the City loan the district the amount of$1,450,000.00 plus interest for partial payment of the
cost of the projects within the district and provide for a repayment term of twenty(20) years to be assessed against
properties within the district based upon the square footage of the properties' gross lot size. (3) The undersigned
request that the City of Greeley pay the amount of$1,150,000.00 from the sources identified in Exhibit A for
partial payment of the cost of the projects.
Additionally, the undersigned requests the City increase its maintenance budget for the area included
within the district by$100,000.00 per year.
