RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY
ROADS 59 AND 16.5
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Weld County Department of Public Works has recommended to the
Board that"45 M.P.H., 35 M.P.H., and 25 M.P.H." signs be installed on Weld County Roads 59
and 16.5 to step down the speed limit from 55 M.P.H. as traffic enters into the Town of
Keenesburg, to ensure safety of the general public, and
WHEREAS, the Board has determined that said traffic control devices are necessary for
the protection of the general public.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to
install "45 M.P.H., 35 M.P.H., and 25 M.P.H." signs on Weld County Roads 59 and 16.5 to step
down the speed limit from 55 M.P.H. as traffic enters into the Town of Keenesburg, for the
safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic
Control Devices.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 30th day of July, A.D., 2001.

COLORADO SUBJECT: WCR 59 and WCR 16 1/2 Speed Limits
The Weld County Public Works Department received a request to reduce the posted 55 mph speed limit on
WCR 59 and WCR 16 V2 as they approach the Town of Keenesburg.
The Manual on Uniform Traffic Control Devices has established six considerations for establishment of a speed
zone:
1. Road surface characteristics,shoulder condition,grade,alignment,and sight distance. The
existing road's surfaces are paved, the alignments are fairly straight and the grades are less than
3 percent.
2. The 85-percentile speed and pace speed. The Division of Public Works conducted mechanical
speed and traffic counts on July 11, 2001. As a result of those counts, the existing 85th percentile
speed for WCR 59 was calculated at 40-50 mph and the existing 85th percentile speed for WCR
161/2 was calculated at 48-56 mph.
3. Roadside development and culture, and roadside friction. These roads are main routes into
the Town of Keenesburg. There is a new elementary school at the intersection of WCR 59 and
WCR 16''/2. This speed reduction is intended to step the speeds down for the school zone and the
town.
4. Safe speed for curves or hazardous locations within the zone. There are no curves on these
sections of roadway.
5. Parking practices and pedestrian activity. There is no on-street parking, but pedestrian traffic
will increase with the new school.
6. Reported accident experience for a recent 12-month period. There were no accidents on these
sections of roadway in 1998 or 1999.
This road is designated as a collector road in the Weld County Transportation Plan.
Recommendation: ZI recommend th speed limit on WCR 59 be stepped to mpl as it approaches the Town of Keenesburg.
