If a question does not pertain to your use, please respond with"not applicable", with an explanation to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. The property is the location of my personal residence and garage and in addition I would like to use the property for the office, storage, and shop facility for a small business, electrical contractor. I also plan to continue minor agricultural activities. 2. Explain how this proposal is consistent with the intent of the Weld County Comprehensive Plan. The intent of the Weld County Comprehensive Plan is the efficient land use planning in Weld County to minimize the impact of development on agricultural lands. The use of our County agricultural lands is also important to my company, and myself which is apparent as to my choice in the location of my residence and business which is 7240 WCR 1, Longmont, Colorado. As submitted my property is approximately 5.5 acres and is located within an Agricultural Zone. Please note that this property is of a lesser size, which is not generally practical to farm due to large-scale management practices existing today. This is stated within the Comprehensive Plan under Agriculture A.Goal 9., A.Policy 4.1.2 and A.Policy 4.1.6. The operation of our business will in no way encroach upon any of the topics within the Comprehensive Plan. There are many important issues within the Comprehensive Plan and I would like to briefly comment on the consistency of our company's operation and the Plan's intent. As the Plan states in the Commercial Development C.Goal 2 and C.Policy 3.2, it is the intent is to ensure the compatibility of commercial land uses with adjacent land uses. Within the vicinity of the site of our business there are several other established businesses including but not limited to general construction contractor, gravel mining and agricultural uses. There is also a Special Use Permit for a telecommunications tower, which is located, adjacent to our property. Our business is operated in every manner that is compatible with all existing land uses as required within the Comprehensive Plan. Public services and facilities are available and will serve our small commercial business with no additional cost to the Weld County taxpayers. As required in the Comprehensive Plan fire Protection requirements, we are within a five-mile radius of Mountain View Fire Protection Station that is located within an initial travel time to arrival at our location in less than 15 minutes from the time a call is received from the dispatch center. Fire protection is provided 24 hours a day. The site has one access point on to Weld County Road 1. This road has a surface that is sufficient to travel every day of the year for the purpose of controlling and extinguishing any and all potential fires at the business site. As an improvement to the site we have widen the entrance driveway, relocated a telephone/electrical pole and also relocated utility easements to better facilitate access to the property. The maintenance and quality of our small business commercial environment is free of unsightly materials including inoperable vehicles, unscreened outdoor storage of items, refuse and fitter. USE BY SPECIAL REVIEW QUESTIONAIRE Page 2 Our improvements to the property integrate attractive, drought-tolerant landscaping with the existing natural landscape with a minimum of removal of vegetation. In addition, we have stabilized and finalized our landscaping and it is continually maintained. These are requirements that are stated in the Comprehensive Plan Natural Resources O.Goal4, O.Policy 5.1, and O.Policy 5.2. It is said that a picture is worth a thousand words. Please see the attached portfolio of photos, which reflect the changes that my property has under gone since our purchase of the property in May 1996. The property has become a much more attractive land use that is consistent with the Weld County Comprehensive Plan. 3. Explain how this proposal is consistent with the intent of the Weld County Zoning Ordinance and the zone district in which it is located. As a small business electrical contractor to be located within the agricultural zone our business will foster the county's agricultural business, mining and other economic bases. We provide a clean, safe and pleasant commercial/residential business involving a minimum strain on transportation facilities. Our business provides a necessary service that is conveniently located in proximity of resident and commercial developments. It is in our opinion that the proposed land use encourages a more efficient use of the land and economic provisions of public and private services that benefit the community as a whole. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. Within the vicinity of the site of our business there are several other established business' including but not limited to general construction contractor, Fischer Construction Company, gravel mining, telecommunications tower and agricultural uses. As a landowner I have granted utility easements for water& high-pressure gas to three adjacent landowners. I am also active in working with the neighborhood irrigation association users. Our small electrical contracting business will continue to ensue that our business is operated in every manner that is compatible with existing and planned land uses in the neighborhood with no negative impacts at all to the adjacent properties 5. Describe, in detail, the following: a. How many people will use this site? This property is my personal residence;two adults and three part time teens/ college students reside at this location. b. How many employees are proposed to be employed at this site? Two (2) Full-time employees& Two (2) Part-time—All other employees report directly to off properly job sites. c. What are the hours of operation? 7 a.m. to 5 p.m. USE BY SPECIAL REVIEW QUESTIONAIRE Page 3 d. What type and how many structures will be erected (built) on this site? There are no plans of erecting new structures for the business operations at this time. However, there is one out building/garage that will be raized and replaced in the long-term future. e. What type and how many animals, if any, will be on this site? None at this time. In the future possibly a two-horse stable for personal use only. f. What kind (type, size, weight) of vehicles will access this site and how often? Occasional UPS Delivery and occasional stake bed deliveries. Standard personal vehicles including pickup trucks. g. Who will provide fire protection to the site? Mountain View Fire District—the fire station is located 2.5 miles north of the stated property. h. What is the water source on the property? (Both domestic and irrigation). Domestic water source is Left Hand Water District and the irrigation water supply consists of five (5) shares of The Boulder& White Rock Ditch & Reservoir Company i. What is the sewage disposal system on the property? (Existing and proposed). The existing sewage disposal system consists of an existing septic/leech field with no revisions to be done at this time. j. If storage or warehousing is proposed, what type of items will be stored? Minor electrical materials will be stored within existing enclosed buildings or fenced areas there will be no visible storage from the mad. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. There will be no reclamation procedures required for the proposed use of the property. 8. Explain how the storm water drainage will be handled on the site. There is no impact on the water drainage on the site for the proposed use of the property. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. No construction is necessary for the proposed use of this properly. 10. Explain where storage and/or stockpile of wastes will occur on this site. Minor electrical materials will be stored within existing enclosed buildings there will be no visible storage from the road. The large outbuilding will be used for storage, equipment inventory, and office space. Minor electrical materials such as pipe, wire, light fixtures, electrical breakers, electrical tools, ladders, scaffolding and miscellaneous equipment will be stored within the building. The major amount of materials for projects are delivered directly to the individual job sites and are not warehoused or stored at this property. The building will also be used lbr additional office space with the storage of archived business paperwork, plans and files. As stated as a requirement in the letter received from the Eke Marshall(please see attached copy)there will be no hazardous material or flammable/combustible liquids in excess of 10 gallons stored in this building This building Is also used for my personal usage such as the storage of personal vehicles and belongings. I additionally use the facility for my personal hobby wood shop, and my private research hobbies of solar, hydroelectric plant, and alternative energy resources. The employees that will be reporting directly to the business address will be two part time secretarial positions, a full time project administrator, and a full time project estimation administrator and of course George Walck, the owner and operator of the company and property, and his family who reside at the property. Ail other employees of the company will not be reporting to work at the office address but at each individual job site. In response to your inquiry as to the traffic that we will generate through our business, there will be the daily postal service, the occasional UPS Delivery and the infrequent stake bed deliveries. it is difficult to calculate the exact timing of each delivery however in estimating the moment of these deliveries they may be bi-weekly to once a month. AU large deliveries for the major amount of materials for projects are delivered directly to the Individual job sites and are not warehoused or stored at this property. The majority of the traffic generated by our business will be standard personal vehicles including pickup trucks of our 2 full time employees and 2 pat-time employees. The full time employee hours are 7 a.m. to 5 p.m. five days a week and the part-time employees is an average of two days a week with the same hours as indicated above. Generally, we do not work weekends however: George and his family will be at the property continuously due to the fact that they do reside at the property. We would also like to notify you at this time that in the near Mare George has plans on razing the two old woodsheds that we at the southwest corner of the property in continuance of the clean up of the property. The Fire District does not object to the use of the property for a home electrical business provided hazardous materials or flammable/combustible liquids in excess of 10 gallons are not used or stored within any of the buildings. If flammable/combustible liquids tanks arc installed on the property, they must be installed in accordance with the Uniform Fire Code. Any new/future construction will need to have approval of the Fire District before building permits are issued. We appreciate being involved in the planning process.
