The following comments are applicable to this proposal:
In accordance with the 97LCLUC 8.1.4C, Other Standards,the Poudre Fire
Authority will enforce the 97Uniform Fire Code along with its accompanying
local ordinances as follows:
ADDRESS NUMERALS
Address numerals shall be visible from the street fronting the property, and posted with a
minimum of 6 inch numerals on a contrasting background. (Bronze numerals on brown
brick are not acceptable).97UFC901.4.4
CUL-DE-SAC
A dead-end street cannot exceed six-hundred-sixty(660) feet in length. The turn-around
at the end of the street must have a outside turning radius of fifty (50) feet or more, and
an inside turning radius of twenty five (25) feet. Short fire lanes are permitted to
facilitate a second point of access when the street is greater than 660 feet.
All structures beyond the 660 feet limit must be fire sprinklered, if a second point of
access cannot be provided.

WATER SUPPLY
Fire hydrants are required with a maximum spacing of 800 feet along an approved
roadway. Each hydrant must be capable of delivering 500 gallons of water per minute
at a residual pressure of 20 psi.. Hydrants shall be of an approved type as defined by the
water department and the fire department. No building can be greater than 400 feet
from a fire hydrant. 97UFC901.2.2.2
SPRINKLER REQUIREMENTS:
These proposed buildings shall be fire sprinklered. See cul-de-sac requirements above.
STREET NAMES
Street names shall be verified and reviewed by LETA prior to being put in service.

We have few concerns with this particular minor subdivision. There is no mention in
these materials about placement of a prominent street sign designating Skylark Drive at its
intersection with Colorado Highway 14. It is also important to insure addresses are prominently
visable from Skylark Drive particularly during hours of darkness. These features are important
to public safety by allowing rapid response in the event of an emergency.
Skylark Drive will be maintained as a private road. The developer and persons
purchasing property in the subdivision need to be informed the Sheriff's Office has limited
ability to enforce traffic laws on private roads. Specifically, speeding is often a concern in
private subdivisions which cannot be addressed by law enforcement unless it rises to the level of
careless or reckless driving.
There are no other comments at this time.

The Weld County Health Department has reviewed this proposal.
The application has satisfactorily addressed water and sewer service. Water will be provided
by the North Weld County Water District and sewer will be provided by individual sewage
disposal systems.
The Department recommends approval with the following conditions:
1) The minor subdivision shall be served by the North Weld County Water District.
2) A Weld County Septic Permit is required for the five proposed home septic systems. All
systems shall be installed according to the Weld County Individual Sewage Disposal
System Regulations.

Dear Ms. Lockman:
We have reviewed the above referenced proposal to subdivide a 54-acre parcel
into 5 single-family residential lots. The proposed water source is the North Weld
County Water District (District) and a letter of commitment was included. The Water
Supply Information Summary was not attached to the referral submittal.
The District will supply treated water to the development. However, as a
condition of activation of the taps, the applicant must transfer one (1) unit of Colorado
Big Thompson (CBT) water per tap, and/or one (1) shares of North Poudre Irrigation
Company (NPIC) water per four (4) taps. The applicant must provide evidence that the
CBT or NPIC water has been transferred to the District prior to final platting.
Pursuant to Section 30-28-136(1)(h)(II), C.R.S., the State Engineer offers the
opinion that the District has submitted sufficient evidence documenting that the proposed
water supply can be provided without causing material injury to existing water rights and
the supply is expect to be adequate.

SUBJECT: S-586: Skylark Ranch Subdivision
The Weld County Public Works Department has reviewed this Final Subdivision request.
COMMENTS:
Internal Roadways: The roadway plans have been submitted and reviewed. The roadway profile
needs to be adjusted to provide a minimum of 1 foot fill over the top of all culverts. The pavement
structure (gravel) may not be included in the minimum clearance calculations.
Storm Water: The pipe at 0+40 does not seem to be sized for the 100 year storm. The developer will
be required to modify the drainage report. The easement for Lots 2 & 3 will need to be dedicated on
the final plat.
RECOMMENDATION: Approval
DEVELOPMENT CONDITIONS (If Approved).:
❑ A revised roadway plan and profile will be required.
❑ A stop sign and street name sign shall be placed at all intersections.
• Landscaping within the intersection sight distance triangle shall be less than 3.5 feet at
maturity.
❑ A revised drainage report will be submitted.
❑ The easement across lots 2&3 will need to be granted on the final plat.
