Re: 2000 Annual Financial and Population Report
Dear Mr. Warden and Ms. Daniels-Mika:
Amendment to original Service Plan for St.Vrain Sanitation District,as approved by the Board of County
Commissioners,calls for submittal of an annual financial and population report to the Weld County Planning
Commission and Board of County Commissioners.
Financial Report
Assessed valuation has increased as follows:
Budget year 2000, $32,881,460 (Previously Reported)
Budget year 2001, $54,704,740
The 2000 mill levy (collected in 2001) for general operating purposes is 1.119 mills and 9.327 for
general obligation debt. This totals 10.446 mills, and is 6.10 mill reduction from last year, and
22.044 mill reduction over the past five years.
Fiscal year 2000 estimated operating revenues were $9,402,193 and expenditures $4,200,402. Year
2001 operating budget calls for revenues of$6,959,517 and expenditures of$10,692,880.
2000 debt tax revenues were $529,120, and debt service was $475,673. Year 2001 budget for debt
tax revenue is$492,363, and debt service is $492,363.
Reserves at the end of 2000 were$83,420 for debt; $7,407,495 for general operations; and $35.708
for District governance.

Population Report.
The estimated total daytime population equivalent for the District as of December 31, 2000 is Weld
County-3,036, Firestone-1315, and Frederick-1339, and Dacono-9, for a total of 5,699. (Three month
treatment plant influent average equates to a population of 3,500). Tap sales for 2000 indicate that
14%attributed to Weld County,41%to Firestone, and 45%to Frederick.

approved Service Plan,pursuant to Section 31-1-207 CRS.
