The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at the Evans Community Complex Multipurpose Room, 1100 37th
Street, Evans, CO at 7:00 p.m.
ROLL CALL: The meeting was called to order by President Dwaine Kurtz. Vice
President Joyce Smock, Councilwoman Jody Malone, Councilman Mitchell Martin, and
Councilman Douglas Rademacher were present, constituting a quorum of the
members. Also present: Jane Rademacher, Shirley Smith, Rosemary Winter, Virginia
Foos, Under Sheriff John Cooke, and the Council secretary, Bev Thomas.
REVIEW PROGRAM: Under Sheriff John Cooke presented a program about the Weld
minimum security County jail that opened in 1997 in north Greeley. High risk prisoners
are still housed in the maximum security downtown/Centennial county jail facility. Mr.
Cooke described the physical layout and the daily operations of the minimum security
jail. He spoke of the jail population and the opportunities available to prisoners for
medical care, education, recreation, and religious opportunities.
It is expected that construction to expand the north Weld County jail will begin in July
2001 with completion in summer 2003. The expansion will go east and will include
minimum and maximum units plus a women's pod. When the expansion is complete
the plan will be to close the downtown jail except for work release prisoners. The
downtown/Centennial jail facility will then be remodeled for court rooms.
AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda.
APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to
approve the April 17 Council meeting minutes. The motion was seconded and carried.
PUBLIC COMMENT: Virginia Foos, representing Right to Be a Family, asked the
Council to keep an eye on the Weld County Social Services Grievance Committee. Ms.
Foos said she had spoken with Commissioners Geile, Jerke and Long regarding the
fact that the Social Services Grievance Committee should be independent of Social
Services. She said she had asked the Commissioners to restructure the Grievance
Committee procedures so the data received by the committee would not be housed at
Social Services. She indicated she had asked the Commissioners to have the Weld
County Council appoint members of the Social Services Grievance Committee because
currently the Commissioners make those appointments and the Commissioners are
also the Social Services Board.

Treasurer's Annual Audit Report
A memorandum summarizing an audit of the Weld County Treasurer's Office by
Anderson and Whitney was reviewed. The memo indicates there are
management concerns and that reconciliation of balances between two
computer systems is not complete.

The motion was seconded and carried.
