Forward: This "annexation impact report"has been prepared pursuant to Section 31-12-108.5 Colorado Revised Statutes, 1986 Repl. Vol. Contained in the Exhibit Section are maps depicting the proposed annexation, the existing and proposed public services to the property and the existing and proposed land use for the property. I. Annexation Impact Report: 1. Site Boundaries: Please see Impact Report Map. 2. Street, Utilities, and Other Infrastructure: Please see Impact Report Map. 3. Copy of Final Annexation Agreement: Not available at this time. 4. Municipal Services: The Keystone Farm Project is located adjacent to most of the services that would be provided by the Town. Access to the property is but 1-25 and its east frontage road. Weld County Road #34 parallels and is adjacent to the south line of property that is also owned by the Applicant which provides access from the County Road system. Water service is provided by Little Thompson Water District which currently as large transmission lines adjacent to the Project. Store for the site will initially be handled with on-site septic systems and self-contained portable units. Current planning of the Mead sewer system may introduce a new sewer plant east of 1-25 which could provide service to this site in the future. Other utilities such as gas, electric and telephone or adjacent to this site and will be provided by those companies. Fire protection is provided by the Mountain View Fire Protection District. Weld County Sheriffs Office provides the law enforcement. 5. Method of Finance: No Municipal Financing Is Needed or Required for the Keystone Farm Project. All improvements adjacent to the site will be provided by the Applicant. 6. School District and Other Special Districts: We Believe That the school district Is St. Vrain Valley School District. For other special districts see the narratives described on the following page. 7. Effect on the School District: There will be no dwelling units on the property and there will be no effect seemed to the School District. Page 1 of 3 II. Narratives Assessing the impact of the Annexation: 1. Water:The Keystone Farm Annexation is located within the boundaries of the Little Thompson Water District and will be provided with water service by the Little Thompson Water District. The District currently has the capability to serve this Project with the existing infrastructure located next to the site. There is an existing 24"water transmission line located along the 1-25 East Frontage Road which can be used for fire protection. There is an existing 12"waterline in Weld County Road #34 that reduces to an 8" line as it extends easterly along the Road. Please see the Preliminary Utility Plan for details. The projected use is not determined at this time, but it is anticipated that the main use will be for public restrooms during racing events. When events are not being performed, the use will be minimal. 2. Sewer The Keystone Farm Annexation is located within the boundaries of the Town of Mead for sewer service. There is currently no sewer facilities near the site. Based on future planning, the site may be served by either the Town of Mead or St. Vrain Sanitation District when lines and/or plants are installed. This proposed to utilize a septic system for the sewer needs for this Project along with portable facilities during events. The effluent will be human waste only. 3. Natural Gas:Excel Energy is the natural gas providers for this project. 4. Electric:United Power is electrical provided for this project. 5. Telephone:Qwest is the telephone provided for this project. 6. Streets:the Access to the property is by 1-25 and its east frontage road. Weld County Road#34 has an interchange with 1-25. Weld County Road #34 parallels and is adjacent to the south property line that is also owned by the Applicant which provides access from the County Road system. On-site access will be provided by a private Road system that will meet the need of the projected traffic. 7. Drainage: Please see Conceptual Drainage Report dated May 14, 2001. 8. Law enforcement:Weld County Sheriff Department provides a law enforcement for this Project. During major events there may be a need for additional law enforcement. 9. Fire protection:The Mountain View Fire Protection District provides our protection for this Project. 10. Parks and Recreation:This project will embrace the policies and goals of the Parks and Open Space section of the Mead Area Comprehensive Plan. Specifically, we intend to preserve natural features and to implement landscaped buffers to minimize the impact of noise. 11. Environmental considerations:special attention will be paid to protecting existing conservation easements and wetlands. 12. Economic development potential:Please see Letter of Intent. April 30, 2001 Board of Trustees Town of Mead Re: Letter of Intent to annex property in Weld County,which is bounded by WCR 34 on the south, 1-25 frontage road on the west, Great Western Railway on the north, and private farmland along the eastern edge, into the Town of Mead, and to expand the existing recreational facility at 4133 WCR 34, Platville, CO 80651. Dear Board of Trustees, The existing racetrack in The Town of Mead is approximately 1.25 mile in length. It is the intent of Miller Motor Sports Park, LLC to expand the existing recreational facility and create a longer and safer facility. The expanded track will use land currently owned by Miller Motor Sport Park, LLC which is located in Weld County. The expanded racetrack will be approximately 2.3 to 2.5 miles in length and will incorporate new safety devices and structures. Alan Wilson. at Wilson Motorsport, and Davis Partnership (architects) will be involved in the design of the expanded facility. Both of these firms are Colorado-based and are well known and respected in their fields. Alan has designed world-class racing facilities throughout the world. We are lucky to have him as a part of this project. Davis Partnership is one of Colorado's largest and premier architectural firms. Its role will be to coordinate the overall project design and design any additional structures within the facility. The design concept for the facility will be to create the nostalgic atmosphere of a 1950/1960's racetrack. The initial phase of the expanded recreational facility will include increasing the track length, widening the existing track as appropriate, landscaping. and adding new and improved safety features. The plan for future phases include adding other track-related facilities, such as relocating the "Shelby American Museum" to the site: relocating the Murray Racing facility (which restores vintage Shelby race cars) to the site: building garages: paddock; spectator parking; bleachers: concessions: restrooms; and other related facilities. The facility is initially planned as a place to showcase. test and race vintage racecars. It will continue to host other motor sporting events (An example is the popular youth event called, "The Junior Drag Program"). The expanded track will have the potential to accommodate world-class spectator events. Many events would provide additional tax revenues through the sale of tickets and concessions. The track facility currently operates about 75-100 days per year, April through October. The expanded facility has the potential to attract additional events and usage. Typical operating hours on event days would be from 7:00 am until 7:00 pm. During non-event days, the track will be used, from time to time, for testing and practice sessions. We want this recreation facility to continue to be a good neighbor and an asset to the community. Our goal is to have a safe, wholesome environment for all ages to enjoy. By improving and expanding the existing racetrack, we feel that we can accomplish this goal and potentially become an even greater asset to the Town of Mead and its people.
