COLORADO CASE: USR-1314 NAME: Brighton Industrial North.LLp
Environmental Health Services has reviewed this proposal for a Knife Grinding Shop. Our Department
recommends approval.
The following conditions are recommended to be part of any approval:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended) shall be stored and removed for final disposal in a manner that protects against surface
and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust, blowing
debris, and other potential nuisance conditions.
4. This facility shall adhere to the maximum permissible noise levels allowed in the Commercial Zone
as delineated in 25-12-103 C.R.S., as amended.
5. The facility shall utilize the existing septic system. (SP-0000698).
6. All pesticides, fertilizer, and other potentially hazardous chemicals must be stored and handled in a safe
manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof.
7. The facility shall utilize the existing well.

Hello Sheri,
It seems that neither one of us may be getting the entire story at one time.
So, given the potential that employees that are not residents of the home
will be using the restroom in the home, I would have to say that that would
not be considered ordinary household uses. If, however, the employees of
the business are also residents of that home, then I sure wouldn't want to
split that hair and I would say that the use of the restroom is okay.
Are we getting closer?

Here's a follow-up based on a conversation with Steve Webb.
Our office has
no objection to Mr. Webb bringing water in to use as part of
his business.
In order to stay in compliance with his well permit, he must
limit the use
of the well water to domestic uses only.
Please let me know if you need more information on this.

Sheri,
It looks like my previous response was premature. The applicant had called
our information desk, inquiring about a new permit. He told us that the
work would be done in a separate building and that the business would not
change his use of water. It looks as though we misunderstood or he did not
present his situation accurately.
At any rate, if employees of a business are using the water from the well,
then we can no longer consider that the well is being used for"ordinary
household purposes." If his well permit was issued on that premise, which
it sounds like it was, then he will have to change it. Please have him call
us back. Have him call Bill McIntyre if he is outside the Denver Basin, or
Bill Fronczak if he is in a designated Basin, or me if he is in the Denver
Basin. Thanks for your patience.

permit without an adequate water supply. They are proposing to use the house
for the employee bathrooms. Are they still ok without permitting it for the

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under the
purview of the Weld County Use by Special Review Standards. Our comments and requirements are as follows:
COMMENTS:
WCR 10 is designated on the Transportation Plan Map a local paved road, which requires a 60-foot right-of-way
at full built out. There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant
to the to the definition of SETBACK in the Weld County Zoning Ordinance (Ordinance 89, as amended), the
required setback is measured from the future right-of-way line.
The average daily traffic (ADT) count taken on WCR 10 between WCR 27 and WCR 29 reflect 100 vehicles in
a 24-hour period. This count was taken September 7, 1998.
There is an existing circle drive,which will accommodate any large single rear axle delivery trucks. The applicant
has indicated that the UPS or Federal Express trucks may use this access two to three times a week. There is
adequate sight distance at both entrances.

REQUIREMENTS:
Parking and Circulation: The applicant indicated that this is a small family business, and it would generate
approximately five people using the property. There is adequate parking to accommodate five to nine vehicles
in two different locations. The parking lot and the approach road shall be graded and drained to provide all-
weather access and parking for the facility.
Storm Water Drainage: The applicant will utilizing the existing shop. The applicant indicated that there will
be an addition to the existing shop. This needs to be placed on the plat drawing. If the addition doubles the size
of the shop, a storm water drainage report will be required.
