Prior to recording the Site Plan Review plat, the applicant shall address the following to the Department of Planning Services' satisfaction: A. The plat shall be amended to delineate the following: 1) This site will be required to meet all requirements of the American Disability- Act (ADA). ADA parking spaces are twenty (20) feet by eight (8) feet with five (5) foot aisles. A minimum of one space must be van accessible with an eight (8) foot aisle. An accessible path shall be required from the building to the public right-of-way. Further, a portion of the structure will also be required to meet accessibility requirements. (Departments of Planning Services, Public Works) 2) The applicant has delineated thirty-three (33) parking stalls for the facility which meet the requirements of Weld County. The dimensions of the parking stalls shall adhere to Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) 3) The applicant shall place a typical cross-section of the parking lot on the plat and identify the depth of base and concrete or full depth concrete according to the Chapter 8 of the Weld County Code, Geometric Design Standards and Road Structures. (Department of Public Works, Planning Services) 4) The vehicle parking and office area shall adhere to Off Street Parking and Loading Requirements, per Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) — 5) The internal access roadways were not constructed as part of the subdivision and the access roadway shown on the plan does not meet the requirements of Weld County. The applicant will be required to construct a paved access to the site and satisfy the requirements of the Department of Public Works as outlined in their referral dated 01/05/01. Evidence of such shall be provided to the Department of Planning Services (Departments of Public Works, Planning Services) 6) The applicant shall delineate the location of all curb stops in the parking areas per Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) 7) The applicant shall adhere to the lighting requirements for off-street parking/ loading areas per Chapter 23, Article IV, Division 1 of the Weld County Code. (Department of Planning Services) 8) In accordance with Chapter 23, Article III, Division 4 of the Weld County Code, the applicant shall screen all trash receptacles from adjacent rights- of-way and adjacent properties. Further, the areas shall be designed in such a manner that will prevent scattering of trash. (Department of Planning Services) 9) The applicant shall place "screening and plant material" to mitigate the impacts of the facility. The plant material screen shall be placed between the road right-of-way and the buffer strip shall be a minimum of ten (10)feet in width and run the length of the property line that fronts all roads. Further, the applicant shall adhere to all landscape requirements of Chapter 23, Article III, Division 4 of the Weld County Code. (Department of Planning Services) B. The applicant shall submit a detailed Landscape/Screening Plan that conforms with the requirements of Chapter 23, Article II, Division 3 of the Weld County Code. The Landscape Plan shall be recorded on the Site Plan or may be recorded as a separate Landscape Plan. The Landscape Plan shall address the following information: 1) An installation schedule which specifies when the landscaping will be installed on site. (Department of Planning Services) 2) A Plant Material List specifying the Botanical and Common names of all plant material to be installed;the size of the plant material at installation and whether the plant material is to be containerized or B&B. (Department of Planning Services) 3) A landscape maintenance schedule which specifically states who will perform maintenance and that maintenance is on-going and shall not end upon final acceptance by the Department of Planning Services. (Department of Planning Services) 4) Specific drawings identifying the proposed type and dimensions of the screening material and estimated installation schedule. (Department of Planning Services) C. The following notes shall be placed on the plat: 1) In accordance with the Weld County Code, no land, building or structure shall be changed in use or type of occupancy, developed, erected, constructed, reconstructed, moved or structurally altered or operated in the Industrial Zone District until a Site Plan Review has been approved by the Department of Planning Services. (Department of Planning Services) 2) The application does not propose any portion of the site to be leased to another party. In the event that a portion of the building is proposed to be leased to another party in the future, the applicant shall submit a copy of the lease agreement and information regarding the proposed use of the leased portion to the Weld County Attorney's office, Weld County Building Inspection Department,Mountain View Fire Department,City of Dacono and the Department of Planning Services for review. Based upon the proposed use and/or impacts of the leased portion, the Department of Planning Services may require a new Site Plan Review application. (Department of Planning Services) 3) All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended), shall be stored and removed for final disposal in a manner that protects against surface and groundwater contamination.(Department of Public Health and Environment) 4) No permanent disposal of wastes shall be permitted at this site. (Department of Public Health and Environment) 5) Waste materials shall be handled, stored and disposed of in a manner that controls fugitive dust, blowing debris and other potential nuisance conditions. (Department of Public Health and Environment) 6) Fugitive dust shall be controlled on site. (Department of Public Health and Environment) 7) The facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone District,as delineated in 25-12-103, Colorado Revised Statutes. (Department of Public Health and Environment) 8) Adequate toilet facilities shall be provided for employees and patrons. (Department of Public Health and Environment) 9) The facility shall utilize the municipal sewage treatment system as soon as it becomes available to the site. (Department of Public Health and Environment) 10) The applicant shall remove, handle, and stockpile overburden, soil, sand, and gravel from the facility area in a manner that will prevent nuisance conditions. (Department of Public Health and Environment) 11) The facility shall utilize the existing public water system. (Department of Public Health and Environment, Central Weld County Water District) 12) All pesticides,fertilizers,and other potentially hazardous chemicals must be stored and handled in a safe manner. Reference 25-8-205.5 Colorado Water Quality Control Act and Rules and Regulations thereof. (Department of Public Health and Environment) 13) Landscaping materials as indicated in the approved Landscape Plan shall be maintained at all times. Dead or diseased plant materials shall be replaced with materials of similar quantity and quality at the earliest possible time. (Department of Planning Services) 14) The applicant shall submit detailed plans describing any proposed structures or signs and all structures, including signs, shall obtain the appropriate building permits. Proposed signs shall adhere to Chapter 23, Article IV, Division 2 of the Weld County Code. Existing Buildings may require a review and building permits if their use is changed. (Departments of Planning Services, and Building Inspection) 15) The site shall maintain compliance with Chapter 23, Article IV, Division 4 of the Weld County Code, at all times. (Department of Planning Services) D. The applicant shall attempt to address the requirements/concerns of the City of Dacono, as stated in the referral response received January 23, 2001. Evidence of such shall be submitted in writing to the Weld County Department of Planning Services. (Department of Planning Services) E. The applicant shall attempt to address the requirements/concerns of the Mountain View Fire Protection District, as stated in the referral response received January 16, 2001. Evidence of such shall be submitted in writing to the Weld County Department of Planning Services. (Department of Planning Services) 2. Prior to Recording the Plat: A. The applicant shall submit a Landscape/Screening Plan to the Department of Planning Services for review and approval. Upon approval the Landscape/ Screening Plan shall be placed on the plat. (Department of Planning Services) B. The existing septic system shall be reviewed by a Colorado Registered Professional Engineer. The review shall consist of observation of the system and a technical review describing the systems ability to handle the proposed hydraulic load. The review shall be submitted to the Environmental Health Services Division of the Weld County Department of Public Health and Environment. In the event the system is found to be inadequately sized or constructed the system shall be brought into compliance with current regulations. (Department of Public Health and Environment) C. The applicant shall enter into an Improvements Agreement according to policy regarding collateral for improvements and post adequate collateral for parking and landscaping requirements. The agreement and form of collateral shall be reviewed by County Staff and accepted by the Board of County Commissioners prior to recording the plat. An Air Pollution Emission Notice(A.P.E.N.)and Emissions Permit application must be submitted to the Air Pollution Control Division, Colorado Department of Health and Environment for emissions of criteria, hazardous or odorous pollutants. Sources of such emissions include but are not limited to the following: sandblasting operations, mining, spray paint booths, dry cleaners, haul road traffic, composting, boilers and incinerators. Evidence of such shall be submitted to the Weld County Departments of Public Health and Environment and Planning Services.(Department of Public Health and Environment) E. A NPDES Permit shall be obtained from the Water Quality Control Division of the Colorado Department of Health for any proposed discharge into State Waterways. Evidence of such shall be submitted to the Weld County Departments of Public Health and Environment and Planning Services. (Department of Public Health and Environment) F. A dust abatement plan shall be submitted to Environmental Health Services, Weld County Department of Public Health and Environment, for approval prior to recording the plat.The facility shall have sufficient equipment available to implement dust control as required by Weld County Environmental Health Services. The drainage report submitted for review by the Department of Public Works for the storm water retention shall be stamped by a licensed engineer from the State of Colorado. (Department of Public Works) 3. Prior to the release of Building Permits: A. Upon approval by the Department of Planning Services, a Site Plan Review Plat shall be prepared per Chapter 23, Article II, Division 3, Section 23-2-160, Paragraphs V & W of the Weld County Code and submitted to the Department of Planning Services to be recorded. (Department of Planning Services) B. The applicant shall submit two complete sets of blueprints to the Weld County Building Inspection Department and the Mountain View Fire Protection District. (Departments of Building Inspection, Planning Services and Mountain View Fire Protection District) 4. Prior to the release of the Certificate of Occupancy: A. The applicant shall submit evidence to the Department of Planning Services that final inspection/approval has been received from the Mountain View Fire Protection District. January 21, 2001 'JaeoUntyA t. vn11 A 1)1 Mr. Robert Anderson EQ� �S 2 po j opt Planner 0 Department of Planning Services Weld County, Colorado �Is� 1555 North 17'"Avenue Greeley, CO 80631 SUBJECT: Rail Spur Easement, SPR-340 Dear Mr. Anderson: As a follow up to the subject issue,the following information is provided for your review: The Panoram Industrial Park Subdivision Plat (Reception No. 01879792) indicates a"40'RR Spur Easement"on and across the Subdivision, including a portion thereof on and across the Subject Site (Lots 7& 6, Block 1 and Lot 7, Block 2). Title investigations and conversations with the Union Pacific Railroad do not indicate any documented land rights to this easement. It appears to have simply been designated on the plat as an easement for a potential, future railroad spur connecting with the Union Pacific Railroad mainline that existed east of the Subdivision at the time of platting in 1981. Since that time the easement has been built over by Stresscon,by the Applicant's predecessors, and by utilities, the Union Pacific has removed all mainline trackage near the Subdivision and the Union Pacific has sold its right-of-way to others (William Stonebraker, the Town of Firestone and City of Dacono). Further the Block Plant located to the west of the Subject Site has constructed a building immediately west of and over the westerly extension, projected, of the platted Spur Easement. It appears the Spur Easement was simply designated on the plat in accommodation of any potential future USER desirous of railroad service in the Subdivision. Conversations in January 2000 with a Union Pacific land representative (Jack Nelson- Omaha District) indicate Union Pacific has no record of conveyance by the plat to Union Pacific nor any record of a specific grant by the original owner to the Union Pacific. In other words, Union Mr. Robert Anderson Planner Department of Planning Services Weld County, Colorado January 21, 2001 Page 2 Pacific, the only railroad even in the area, whose trackage is now at least 1-1/2±miles from the Subdivision, has no rights or interest in the spur. Recent contact on January 15, 2001, with the Union Pacific Railroad again affirms that the Union Pacific feels they have no surface land rights relative to the subject easement. The Union Pacific is, therefore, reluctant to even address the issue and not receptive of executing a quit claim deed. It is highly unlikely a future USER would desire rail service or even could reasonably get rail service any place near the Subdivision. Again, no title search indicate any rail rights within the Subdivision. The Applicant, therefore, proposes building over the easement. The original Union Pacific rail line served, among other entities, the Graden Mine in Section 12, T1N,R68W. That mine was abandoned in 1955. The rail line continue northward past the west side of Dacono, Frederick, and Firestone and onward to Greeley. Over the years,trackage has been removed and much of the right-of-way purchased in fee from the Union Pacific Railroad by others, including adjacent property owners and by the Towns. The trackage terminates some 12+ miles north of the Panoram Site near the Fort Saint Vrain Power Plant. Union Pacific's closest current ownership terminates near the south line of Section 13, T IN, R68W, some 1-1/2 ±miles south of Panoram. Further, the St. Vrain Valley Open Lands and Trails Project under the auspices of Weld County and in concert with Colorado Open Lands, Tri-Towns, Great Outdoors Colorado, Boulder County, Longmont, Erie, and the CSU Cooperative Extension have targeted the old Union Pacific right-of-way as a portion of a regional trail system, come 30 miles in length. (See enclosed Farmer& Miner article dated August 23, 2000.) It, therefore, appears highly unlikely any resumption of rail service adjacent to the Panoram Industrial Park Subdivision can or will occur in the future. I have been in conversation with Mr. Lee Morrison, Assistant Weld County Attorney, regarding possible means to address resolution of the spur easement shown on the Panoram Industrial Park Subdivision Plat. His suggestion is to document within the Site Plan Review file the circumstances surrounding the situation and the logic behind allowing the easement to remain on the Plat. OVERVIEW Certain lots within Panoram Industrial Park Subdivision (Reception No. 01879792) are included in this Site Plan Review(Lots 6-12, Block 1 and Lot 7, Block 2)—The Subject Site). The Panoram Industrial Park Subdivision was platted and recorded January 13, 1982. Lots 13- 17, Block 1 were subsequently sold to Stresscon Corporation some years back and all remaining lots are owned by the Applicant. Future disposition and use of the lots not included in this Application are unknown. At present, the land is planned to remain vacant. Since 1982 some subdivision improvements have been constructed including a water line, a fire hydrant, a natural gas line, and telephone and electric service. Platted Panoram Circle has not been constructed to date and construction of a portion of the roadway(Phase I) is planned at this time as an adjunct to this Application. Full completion of platted Panoram Circle(Phase II)is a future possibility, dependent upon ultimate disposition and/or development of the remaining lots not included in this Application. Appropriate future oversite and control of future USES and/or development are felt to be inherent in subsequent Site Plan Review Processes governed by involved jurisdictional entities and referral agencies. The Applicant is willing to warrant the construction of those future road and utility improvements, as and if required, to satisfy future USES,but feels full completion of those items is not appropriate at this time as definite USES are not known at present. The Applicant believes that full infrastructure development to each platted lot is premature and could, in fact, result in roads and utilities to "nowhere" This proposed Site Plan Review and attendant subdivision improvements(Phase I) are felt to represent a responsible, flexible, practical, and common sense approach to current, planned, and eventual USES of the subdivision, while affording assurance to jurisdictional entities and referral agencies into the future. Potable water service is currently available on Lots 13-17, Block 1 (Stresscon), to undeveloped Lots 18-27,Block 1, to undeveloped Lots 1, 7-13, Block 2 and to Lots 1-9, Block 1. Adequate fire flow capability is not, however, available at present to meet current Mountain View Fire Protection District Standards. Central Weld County Water District has plans for capacity reinforcement to the site with installation expected Summer, 2001. The Applicant is desirous of arranging for adequate fire flow capability to developed lots as soon as practicable. Centralized sewer service is not currently available on or to the subdivision. Septic systems serve current USES and are allowed. St. Vrain Sanitation District and various developers are pursuing plans for sewer extension to the area and the Applicant is considering participation in an initiative to foster the timely extension of sewer to the site. The Subject Site Lots 6 to12 inclusive, Block 1 and Lot 7, Block 2, Panoram Industrial Park, County of Weld, State of Colorado. V PROPOSED USE 23.2.1.5 V. Proposed Use (23.2.1.5) Firebaugh Precast, Inc. is a fabricator of precast concrete products. Products include manholes, storm drainage structures, electric vaults, utility vaults, and septic tanks. Firebaugh Precast, Inc. currently operates a precast concrete plant in Colorado Springs. This proposed plant will serve the Denver Metro and Northern Colorado areas. Firebaugh Precast proposes to develop portions of Block 1,Lots 6-12 and Block 2, Lot 7, Panoram Industrial Park(Approximately 17+acres) for use as a precast concrete fabricating facility. New construction will include a 60'x 200' x 31' staging facility. The site is being designed for a future 60'x 100' connecting addition. Attached to the east side of the initial building will be a 40'x 200' storage lean-to, half of which will be insulated and enclosed. The building will house overhead cranes which will be used in the production sequence. The lean-to areas will serve for equipment, vehicle, parts and materials storage. Firebaugh Precast also proposes to erect a concrete batch plant on the site. The batch plant will be a portable plant that will be erected on a concrete pad. The batch plant will consist of cement and aggregate storage bins and silos. The plant will be equipped with cement filter bag houses and will comply with State of Colorado Air Quality requirements. Firebaugh Precast will make use of the existing office building on site. Employee and customer parking will be located near the office and certain portions of the site will be gravel surfaced. Product storage and truck loading will occur at outside product storage and lift areas. Trucks are typically loaded by forklifts. VI WATER 23.2.1.6 VI. WATER(23.2.1.6) Potable water service is currently provided to the site by a tap (CWCWD#1045) and a meter located at Weld County Road 12 on Lot 1, Block 1, thence via an Applicant owned service line across Applicant owned property(Lots 1-6, Block 1)to an existing office building on Lot 7, Block 1 within the Subject Site. An Applicant owned distribution system feeds outside faucets on the Subject Site. While the existing tap and service are of adequate initial potable water capacity(i.e., less than 300,000 gallons/year), fire flow capability is deficient relative to Mountain View Fire Protection District standards. The Applicant is desirous of insuring appropriate fire flow capability is provided to the Subject Site, as well as other developed sites within the subdivision as soon as practicable. Central Weld County Water District(CWCWD)has plans for capacity reinforcement to the site with installation expected Summer, 2001. (See attached CWCWD correspondence.) The Applicant plans to install the necessary water infrastructure within the subdivision upon the availability of adequate capacity in Weld County Road 12, including mains and hydrant(s) and is willing to warrant the completion of such work via an Improvements Agreement with Weld County. The land has been petitioned into the Northern Colorado Water Conservancy District. In that this Site Plan Review and a Building Permit for the Subject Site may very well be completed before the physical construction of water facilities allowing full fire flow capability, the Applicant respectfully requests authorization by Mountain View Fire Protection District of a Certificate of Occupancy during an interim period between occupancy and construction and connection of the ultimate water system. The Applicant is willing to consider the installation of appropriate fire alarm systems or other measures deemed adequate by Mountain View within the Applicant's proposed new structure during that time interval to afford early fire warning capability. Further, recognizing that platted Panoram Circle may not be fully complete for some period of time; until such time as Phase II of platted Panoram Circle is constructed,the Applicant proposes use of the existing paved driveway to the Subject Site as secondary fire department access. WELD COUNTY ROAD ACCESS (23.2.1.8) Attached is the Weld County Road Access Information Sheet. The Subject Site is currently accessed via a paved driveway from Weld County Road 12. In that platted Panoram Circle has never been constructed, the Applicant proposes completion of Panoram Circle in two phases. Upon completion of Site Plan Review, Phase I would be completed to Weld County specifications, with gravel surface and a temporary 65-foot radius cul- de-sac prior to receipt of a Certificate of Occupancy. This action will allow public access to Lots 13-17, Block 1, currently owned by Stresscon Corporation, as well as the Subject Site and certain other undeveloped lots owned by the Applicant(not a part of this Application). An easement with Weld County as grantee is proposed on Lot 7, Block 1 for the temporary cul-de-sac. Access to the Subject Site would be via platted Panoram Circle over a gravel drive until such time as the remainder of platted Panoram Circle (Phase II)is deemed necessary for construction as driven by future USES and/or development. The Applicant is willing to warrant the construction of Phase II or portions thereof, as and if required, to satisfy future USES and/or development via an Improvements Agreement. Secondary fire department access is proposed to the Subject Site via the existing driveway off Weld County Road 12. The existing driveway would be abandoned at such time as Phase II of Panoram Circle is completed and connected to Weld County Road 12. VIII. RAILROAD EASEMENT The Panoram Industrial Park Subdivision Nat (Reception No. 01879792)indicates a"40' RR Spur Easement" on and across the Subdivision, including a portion thereof on and across the Subject Site(Lots 7 & 6, Block 1 and Lot 7, Block 2). Title investigations and conversations with the Union Pacific Railroad do not indicate any documented land rights to this easement. It appears to have simply been designated on the plat as an easement for a potential, future railroad spur connecting with the Union Pacific Railroad mainline that existed east of the Subdivision at the time of platting in 1981. Since that time the easement has been built over by Stresscon, by the Applicant's predecessors, and by utilities, the Union Pacific has removed all mainline trackage near the Subdivision and the Union Pacific has sold its right-of-way to others(William Stonebraker, the Town of Firestone and City of Dacono). Further the Block Plant located to the west of the Subject Site has constructed a building immediately west of and over the westerly extension, projected, of the platted Spur Fasement. It appears the Spur Easement was simply designated on the plat in accommodation of any potential future USER desirous of railroad service in the Subdivision. Conversations with a Union Pacific land representative (Jack Nelson- Omaha District)indicate Union Pacific has no record of conveyance by the plat to Union Pacific nor any record of a specific grant by the original owner to the Union Pacific. In other words, Union Pacific, the only railroad even in the area, whose trackage is now at least 1-1/4+miles from the Subdivision, has no rights or interest in the spur. It is highly unlikely a future USER would desire rail service or even could reasonably get rail service any place near the Subdivision. Again, no title search indicate any rail rights within the Subdivision. The Applicant, therefore, proposes building over the easement and is willing, if necessary, to execute quit claim deeds to vacate the easement and to pursue through the Union Pacific Railroad, quit claim deeds relinquishing any rights, even though no record of same exists. IX EMPLOYEES 23.2.1.9 IX. EMPLOYEES (23.2.1.9) The proposed precast concrete facility would employ approximately 15 full-time employees. Positions would include plant manager, secretary/dispatch, forklift operators, truck and production laborers. X SETBACK/OFFSET 23.2.1.10 XI. BUILDING ELEVATIONS (23.2.1.11) Enclosed are preliminary elevations for a new 60'x 200'warehousing building, an attached 40' x 100'"lean-to," and planned batch-plant equipment. The building and equipment will be compatible with the character of surrounding land uses and structures within the I-3 Zone District and/or Agricultural Zone District. Exterior treatment will be per Butler Manufacturing Company specifications or similar(see attached specifications). Colors will be an unobtrusive pallet similar to construction off-site, immediately to the west of the Subject Site. The batch-plant equipment will be erected on a 20'x 60' concrete pad and include aggregate storage silos and bins some 40±feet in height, serviced by portable a charging conveyor assembly (See CON-E-CO Elevations or similar) XII SIGNAGE 23.2.1.12 XII. SIGNAGE (23.2.1.12) Under the provisions of 23.1.5.3, proposed signage in the I-3 (Industrial)Zone District does not require going through the Site Plan Review process. The Applicant recognizes signage will require application for a building permit prior to construction. XIII LANDSCAPING 23.2.1.13.1-5 XIIL LANDSCAPING(23.2.1.13.1-5) The Subject Site lies within the I-3 (Industrial)Zone District wherein per Section 34.4.1, Weld County Zoning Ordinance Intent: "The purposes of the 1-3 District is to provide a zone to accommodate industrial USES which may create adverse visual impacts for ADJACENT USES. As a result, such USES may require locations relatively isolated from other land USES types." Recognizing the character of the Subject Site, ADJACENT INDUSTRIAL USES and the USES addressed in this Site Plan (i.e., concrete precast facility), the Applicant proposes a common sense Landscape Plan encompassing the following concepts: ► Retention of existing fisters, bushes, deciduous and coniferous tress and plantings. ► "Clustering" of Landscaping elements near and about an entry point, the existing office building and the parking area. ► A phased approach contingent upon future USES of undeveloped land. ► Xeriscaping and low maintenance, drought resistant, materials and natural grasses Approximately 11.4 acres (67%) of the 17± acre site within this application will be"covered." Landscaping will include plantings, signage, and parking lot accents and buffering. Future landscaping would be dependent upon the eventual completion of Panoram Circle (Phase II) and ultimate disposition and/or development and lots not included in this Application. Per Section 23.2.1.13.4 existing and future landscaping elements are shown on the Site Plan Review Map. Existing plantings will be retained and will be protected during construction activities via the following methods and techniques: ► Employee briefings of Firebaugh personnel to install an awareness and sense of responsibility for the protection of trees, vegetation, and plantings. ► Supervision of contractors and subcontractors via verbal means and through contract specifications to insure the protection of existing landscaping elements. ► Flagging, signage and/or delineation tape on and around existing landscaping elements during periods of construction. Care of existing plantings will focus initially on deferred maintenance. Any future native seeded areas will be mowed on an as required basis and monitored and sprayed for noxious weeds, such as Canadian Thistle or Bindweed. Broad leaf sprays will be utilized on a curative basis versus preventive. All efforts will be made to control grasses and weeds in shrub and ground cover areas. Trees will be pruned in accordance with regularly accepted industry standards to promote healthy growth, prevent weak/abnormal limb structure and leggy growth. Sprays will tend to be utilized on a curative basis. XIV STORM WATER RUNOFF 23.2.1.14 XIV STORM WATER RUNOFF (23.2.1.14) In 1980 storm water analyses and calculations were performed by Robinson Surveying& Engineering Company(copy enclosed). Since that time, negligible site grading has occurred. As a part of this Site Plan Review, Mr. Kenneth N. Armfield, P.E. has reviewed storm water drainage issues in the context of current Weld County regulations within the Gooding Hollow Drainage. Mr. Armfield's report is included herein. In summary, the impact of the Applicant's Site Plan Review activity requires: Construction of a short drainage swale along the west side of the Subject Site on(Lots 6- 8, Block 1)to direct runoff to the northwest corner of the Subdivision and to protect the adjacent property to the west. Deepening by 2-3 feet, the existing detention pond in the southwest corner of the Subject Site and installation of an outlet culvert. Box 17582 Boulder, Colorado 80308 (720) 363-7125 December 8, 2000 FIREBAUGH /PANORAM DRAINAGE PLAN NOTES KEN ARMFIELD 12/08/2000 Page 1 of 5 DRAINAGE REPORT FOR FIREBAUGH PRE-CAST DEVELOPMENT SITE: LOTS 6-12 OF BLOCK 1 AND LOT 7 OF BLOCK 2 AND OVERALL DRAINAGE MASTERPLAN CONCEPT FOR ENTIRE PANORAM INDUSTRIAL PARK I. Introduction This drainage plan takes into consideration both the immediate development of the Firebaugh Pre-cast site (Lots 6-12 of Block 1) and the long-term overall development of the entire Panoram Industrial Park. A drainage plan was previously prepared for the Panoram Industrial Park in the early 1980's by Robinson Engineering. No major changes from the original 1980's Robinson Engineering drainage plan are proposed in order to conform to the current Weld County specifications. This is largely due to the fact that the property lies in the Godding Hollow drainage basin, in which properties are allowed to release stormwater at the historic rates, unlike other areas in Weld County in which properties are required to release at significantly less than historic rates. Even though no major changes are required,the existing detention area in Lots 10 and 11 of Block 1 will still need to be modified to meet the current criteria, and the required detention volume in Lots 1 — 5 will need to be somewhat larger than shown on the Robinson drainage plan. Contained in this report is a general description of the drainage plan. Corresponding sketches and calculations are contained in the appendix. IL Location The Panoram Industrial Park is contained in the N1/2 of Section 12, Township 1 North, Range 68 West, in Weld County, Colorado. The site is approximately 1 mile south of the Town of Dacono, on the south side of Weld County Road 12, and approximately 1200 feet east of Weld County Road 11. M. General Description The Panoram Industrial Park consists of approximately 67 acres of land zoned for I-3 industrial use. Approximately 18 acres in the southeast portion of the site are currently used by Stresscon, a concrete manufacturing company. Firebaugh Precast (the applicant) currently has a small concrete manufacturing facility on approximately 15 acres in the southwest portion of the site. The remainder of the land is vacant, and not used for agriculture. The proposed Phase 1 Firebaugh development consists primarily of adding FIREBAUGH/PANORAM DRAINAGE PLAN NOTES KEN ARMFIELD 12/08/2000 Page 2 of 5 buildings and storage pads in Lots 6— 12 of Block 1, as well as constructing a gravel road through the eastern side of the Panoram Industrial Park to service both the existing Stresscon site in the southeast corner of the property (Lots 13 — 17 of Block 1), the proposed Phase 1 development of the Firebaugh site in Lots 6— 12 of Block 1, and Lots 6 and 7 of Block 2. The future build-out of the entire Panoram site will include a loop road and the development of the remainder of the land for I-3 industrial uses. The current and anticipated development consists of manufacturing buildings,with inventory stored on gravel or dirt, and a significant amount of unpaved pervious land between buildings. IV. Drainage Design Criteria The Weld County Subdivision Regulations of February 10, 1988, Section 8-11 were used for developing this drainage plan. The Rational Method was used to determine the 100-year peak runoff values. Rainfall Intensity was based upon the Time Intensity Frequency Curve located in the"Standard Requirements for Storm Drainage Design Criteria and Construction Standards" produced by the Weld County Tri-Area Sanitation District. The runoff coefficients and travel time velocities were taken from Table 3-1 and Figure 3-2 (respectively) of the Urban Drainage and Flood Control Districts (UDFCD) "Drainage Criteria Manual". Minimum detention requirements and maximum release rates were calculated using the Rational Volumetric Method (FAA Method). Because the property lies in the Godding Hollow drainage basin,the South Weld I-25 Corridor Master Drainage Plan, prepared by Anderson Consulting Engineers, February 17, 2000,was used as the criteria for determining the allowable developed stormwater release rates. Relevant excerpts from this master plan are contained in the appendix. V. Historic Drainage The natural topography slopes to the northwest at approximately 2—3% and stormwater runoff historically flowed northward to Weld County Road 12 and westward into the neighboring property. Approximately 1200 feet west of the site is the intersection of county roads 11 and 12, which currently has a 15" culvert passing runoff westward to a low point in WCR 12. From this point, stormwater passes under WCR 12 via an 18" culvert and then flows in a natural drainageway into the Godding Hollow. Offsite areas contributing runoff onto the Panoram property consist of approximately 64 acres south of the site, and approximately 82 acres east of the site (refer to vicinity map). These offsite areas are either vacant or agricultural land. FIREBAUGH /PANORAM DRAINAGE PLAN NOTES KEN ARMFIELD 12/08/2000 Page 3 of 5 Currently there are three detention areas on the site. One of these is located at the northwest corner of the site, and has a 15" culvert connecting to the WCR 12 borrow ditch. The second pond is located in Lots 13 and 14 of Block 1, at the west end of the Stresscon site, and drains westward into the third detention pond. The third pond is located in Lots 10 and 11 of Block 1, in the middle of the Firebaugh site, and drains westward to a natural drainageway. This natural drainageway has been partially filled in on the western neighbors property, and has a 10"PVC pipe connecting the natural drainageway on the Panoram property to a pond on the western neighbor's property. At this time it appears that during a significant storm, this neighboring fill will cause stormwater to pond up at the low point at the fence line on the Firebaugh site. Because no buildings are planned in this low point area, no property damage is expected from this blockage, however it will block the road that runs next to the fence line. Once blocked water reaches an elevation of approximately 5039, the runoff will overtop the neighbor's fill and run westward in its historical direction. There are no irrigation facilities on the property. There are oil and gas facilities and pipeline on the property. VI. Drainage Facility Design PHASE 1: FIREBAUGH PRE-CAST DEVELOPMENT SITE: LOTS 6-12 OF BLOCK 1 AND LOT 7 OF BLOCK 2: The total release from the Phase 1 site will be at or less than the historic 10-year and 100- year rates. For that portion of the Firebaugh Pre-cast site that drains northward to the northwest corner of the Panoram Industrial Park (Basin El), no additional detention construction is necessary at this time. The current configuration of berms and culverts effectively creates a detention area that is sufficient to detain these northward flows. However, an interception swale along the west property line will be need to be constructed as part of the first phase in order to direct the stormwater runoff northward to this existing northwest detention area. For that portion of the Firebaugh Pre-cast site that drains southward, approximately half of the area(Basin B 1 A)will be detained in the Pond B detention area and half of the area (Basin BIB)will directly release flows off-site. The undetained runoff has been accounted for in the sizing of the detention area, and the runoff from the fully developed site during the 10-year and 100-year storms will be less than the historic rate. FIREBAUGH/PANORAM DRAINAGE PLAN NOTES KEN ARMFIELD 12/08/2000 Page 4 of 5 The existing detention pond in Lots 10 and 11 of Block 1 is not currently sufficient to meet the current criteria. With the proposed Phase 1 design, the pond will be modified to be sufficient to detain stormwater runoff for the Firebaugh Pre-cast site, as well as the Stresscon sit, and Lots 6 and 7 of Block 2. Because the existing Stresscon detention pond in Lots 13 and 14 is very shallow, and provides relatively little detention storage,the Stresscon pond was assumed to be non-existent for calculation purposes. Thus, this Stresscon pond will be removed to create more useable land. For the pond in Lots 10 and 11 of Block 1, in order to provide stormwater detention for the Firebaugh Pre-cast site, the Stresscon site, and Lots 6 and 7 of Block 2,this pond will need to have a volume of approximately 3.6 acre-feet. Its current volume is estimated to be approximately 2.0 acre-feet. Excavating out the bottom of the pond another 2 to 3 feet will provide the necessary increase in volume. An 18" outlet culvert will need to be installed through the berm on the west side of the pond. The pond's proposed 100-year high water elevation is calculated to be 5042.5, with a 100-year release rate of 20.2 cfs. Adding this 20.2 cfs to the free release of 33.8 cfs runoff from Basin BIB, the total proposed 100-year release from this southern half of the Panoram Industrial Park is 54.0 cfs, which is less than the historic 100-year rate of 62.6 cfs of on-site runoff for this drainageway. Upon further detailed development of the drainage design for this site, facilities will be constructed to also limit the 10-year release rates to at or below historical rates. OVERALL DRAINAGE MASTERPLAN CONCEPT FOR ENTIRE PANORAM INDUSTRIAL PARK: Upon ultimate development of the entire Panoram property, the detention area in the northwestern corner of the Panoram Industrial Park will be expanded and graded to provide detention for all of Basins El and E2. This detention area will have a volume of approximately 3 acre-feet and will provide adequate detention volume for the following lots: 1 —7, half of 8, and 19—27 of Block 1, as well as Lots 1 — 5 and 8 — 13 of Block 2. This northwest detention area will release flows into the Weld County Road 12 borrow ditch, which is consistent with the historic runoff pattern. The 10-year and 100-year release rates will be at or below historical rates. The detention area will be confined to the back 150 to 200 feet of Lots 1 — 5 of Block 1. (The fronts of these lots will have fill placement to an elevation of at least one foot above the 100-year high water elevation of the pond in order to provide useable building areas.) Diversion ditches along the southern and eastern boundaries of the Panoram Industrial park will be constructed to intercept offsite flows that approach the site from the south and east. FIREBAUGH/PANORAM DRAINAGE PLAN NOTES KEN ARMFIELD 12/08/2000 Page 5 of 5 The drainage easement along the north property line will carry offsite flows intercepted along the eastern property boundary as well as runoff from Lots 19 —27 of Block 1. VII. Conclusion This drainage report and plan for the Panoram Industrial Park and the Firebaugh Pre-Cast Site has been prepared in accordance with the Weld County Subdivision Regulations and current reasonable engineering practices. The drainage facilities have been designed to convey stromwater runoff safely away from the development and the detention facilities have been designed to release the 100-year stormwater runoff at a rate less than the 100-year runoff rate. Given the number of jurisdictional entities and the disparity in the drainage criteria, this meeting was scheduled to specifically address the storm drainage criteria that pertain to the development and evaluation of the master drainage plans. The discussion focused on the criteria that pertain to: (a) major road crossings; and (b) detention ponds. The meeting resulted in the recommendations below with respect to storm drainage criteria that would guide the development and evaluation of the master drainage plans. Major Road Crossings: No overtopping of the roadway during major storm events. Detention Ponds: For Godding Hollow Basin, limit the release from on-site detention facilities (associated with future development) to the 100-year existing condition peak discharge during the 100-year storm event and the 10-year existing condition \ peak discharge during the 10-year storm event. For the Tri-Town Basin, limit the release from on-site detention facilities (associated with future development) to the 2-year existing condition peak discharge during the 100- year storm event for that portion of the basin south of Weld County Road 18. North of Weld County Road 18, limit the release from on-site detention facilities (associated with future development) to the 100-year existing condition peak discharge during the 100-year storm event and the 10-year existing condition peak discharge during the 10-year storm event. These drainage criteria were utilized to identify potential problems along the major drainageway. In general, violations related to the criteria were specifically noted where road crossings exceeded maximum allowable overtopping depths or detention facilities overtopped the pond embankments during the storm events. 4.6.3 Modeling Results Based on the existing condition analyses of the Gadding Hollow and Tri-Town Basins, several facilities or structures lack the capacity to safely convey the 100-year design storm and create potential flooding problems within the basin. The results of the hydrologic modeling for ::iOPEMCoweldOl koweid0l fill rpcwpd 4.9 September 3,1999 1 WCR 16 Cuhrc. The capacity of the culvert prior to overtopping is 710 cfs. The 100- year existing condition discharge in Tri-Area Drainageway at WCR 16 is 1,940 cfs. Flows will overtop along the right bank upstream of the culvert and cross WCR 16 to the east. An improved crossing structure could reduce the localized flooding problems at this location. __. L_e «•' Culvert. The capacity of the culvert prior to overtopping is 520 cfs. The 100-year existing condition discharge in Tri-Area Drainageway at Main Street is 1,940 cfs. Flows will spill along the right bank upstream of the culvert and flow through Frederick. An improved crossing structure could significantly reduce the localized flooding problems at this location. Srare i,i hw?v 5�'Eighth Street Culver c. The 100-year existing condition discharge in Tri Area Drainageway at State Highway 52 is 1,520 cfs. Flows will spread out east and west along the road before overtopping. An improved crossing structure could reduce the localized flooding problems at this location. I 4,7 Summary of Future Conditions 4.7.1 nefinition of Future Conditions The future condition model of the Godding Hollow and Tri-Town Basins is based upon • projected land uses. In this master planning effort, the generation of future condition hydrology is based on the projected land use as defined by the zoning and land use map. Furthermore, future developments, according to the storm drainage criteria described previously, are required to provide on-site detention limiting releases to either the 100 year existine condition runoff for of Godding Hollow Basin and that portion of Tri-Town Basin north of WCR18) or the 2-year existing condition runoff(for that portion of the Tri-Town Basin south of WCR18). The results of the future conditions model were utilized to develop and evaluate alternative strategies for regional detention within the basin. Based on the projected land uses, the hydrologic parameters which describe each basin were modified. The revised parameters reflecting future conditions for both Godding Hollow and Tri-Town Basins are presented in Table 4.5. I C.-OP12/'.Cc.+r.'ebl[a.+ncC!!ni mcvod .19 September d. 1999 • • 4.7.2 Modelino Resultc The results of the hydrologic modeling of future conditions for each subbasin as well as specific locations along the major drainageway are presented in Table 4.6 and Table 4.7. A graphical representation of the discharge profile along the major drainageway is provided in Figures 4.3 and 4.4 for the Godding Hollow and Tri-Town Basins, respectively. For comparison with existing condition modeling results, future condition flood hydrographs at selected locations are presented in Appendix B. Within the Godding Hollow Basin, the impact of future development on the stormwater runoff generated during the major storm events is not significant. This is largely attributed to the placement of on-site detention ponds that limit the releases during the 100-year storm event to the 100-year existing condition runoff. It is likely, however, that an increase in the peak flows within the major drainageway will occur even with the on-site detention facilities. Delayed peaks resulting from the attenuation of the stormwater runoff may result in a minor increase in the peak discharge in Godding Hollow when compared to the existing conditions. Although the peak discharge may not increase significantly, the volume of the stormwater runoff will increase thereby significantly increasing the duration of flooding. For the Tri-Town Basin, the impact of future development on the stormwater runoff generated during major storm events is significant in that a reduction in the peak discharges is evident. In comparison with the results associated with the existing conditions, the peak discharges within the major drainageway are reduced, thereby reducing the potential flooding. The reduction in the peak discharge data and the associated flooding is attributable to the placement of on-site detention ponds that limit releases to the 2-year existing condition runoff in the upper portion of the basin. In general, the flood problems presently experienced within the Godding Hollow Basin will be slightly exacerbated with future development. As stated previously, the flood peaks will be increased as a result of the placement of on-site detention ponds which may extend the duration of the peak discharge. For the Tri-Town Basin, the flooding problems will be reduced with future development within the basin. The placement of on-site detention facilities with 2-year existing condition release rates reduced the flood peaks in the major drainageway by as much as 2,000 cfs. While flooding problems may still persist at several locations due to the capacity of the existing facilities, the severity of the problems is reduced. Furthermore, the extent of the improvements necessary to further reduce the flooding is also reduced by the placement of the on-site detention facilities with 2-year existing condition release rates. C:tOP°MCoweid0/Ieoweld0l!1 rptwpd 4.22 _epremder 8 999 • Where appropriate, undersized crossing structures along Godding Hollow and Tri- Town should be improved and enlarged to meet existing drainage criteria. These improvements will reduce backwater elevations and roadway overtopping. • Open channels should be improved and enlarged to reduce channel overbank iflooding and mitigate potential channel erosion. • Regional detention ponds should be constructed within each basin to limit the peak discharges within each drainageway. • On-site detention ponds should be constructed within the basin to limit the peak discharges in the Gadding Hollow and north of WCR 18 in Tri-Town Basin, as well as the runoff from each subbasin, to the magnitude of the existing condition, L 10-year and IOU-year flood events. On-site detention ponds should be constructed -sot—it-on= in Tri-Town Basin to limit the peak discharges to the magnitude of the existing condition, 2-year flood event. • Maintain or replace the existing roadway and railroad embankment detention ponds. The releases from these structures should be limited so as to maximize the existing storage present at these locations. • Construct spill structures, where appropriate, along the irrigation canals/ditches to prevent flooding and redirect flows to the major outfall conveyance facilities or major drainageways. I 5.2 Description of Drainage Improvements I The improvements discussed in the previous section were initially evaluated and screened for applicability. A preferred list of improvements was identified and a comprehensive plan was developed that would address flooding problems along the major drainageway within the Godding Hollow and Tri-Town Basins. In the paragraphs that follow, the preferred improvements are discussed. Unless otherwise stated, these improvements assume that on-site detention is provided to limit the releases for future developments in the Gadding Hollow Basin and north of WCR 18 ■ in the Tri-Town Basin to the 10-year and 100-year existing condition levels 4nd south of WCR 18 in the Tri-Town Basin to the 2-year existing condition level. The drainage improvement plans for each reach are referenced in Figure 5.1. Figures 5.2 to 5.11 present the plans associated with the improvements to the Gadding Hollow Basin. OFF-STREET PARKING(23.3.1.15) Some 8 parking spaces currently exist and will be supplemented, consistent with the provision of Section 41 of the Weld County Zoning Ordinance, by the addition of adequate spaces for office and warehouse USES as follows: • Office(2,400 sq. ft.) 7 spaces — 1 space/2 employees plus (4 employees) 1 space/500 sq. ft. office/space • Warehouse(20,000 sq. ft.) 20 spaces — 1 space/3 employees (11 employees) 26 spaces or 1 space/1,000 sq. ft. (26,000 sq. ft. -ultimate) Total 27 Spaces(33 ultimate) • Less 8 existing spaces 19 spaces net new(25 ultimate) Off-street parking will be clustered to the north and east of the existing office building. Twenty- five(25)new, gravel surfaced spaces with curb blocks will be constructed to Weld County standards. XVI LOADING/SERVICE AREAS 23.2.1.16.2 XVI. LOADING/SERVICE AREAS (23.2.1.16.2) Given the nature of the fabrication process for precast concrete products, no discrete, dedicated "loading/service" area is necessary. Mixed concrete is produced at a"batch plant," is carried to forms within an enclosed structure, poured, cured, removed from various forms via portable and/or overhead cranes, subsequently stored outside and then loaded via forklifts and/or portable cranes for delivery to customers. Loading activities occur throughout the site with adequate circulation inherent in the Site Plan. The site is within the I-3 (Industrial)Zone District and is well removed from public rights-of-way and adjacent USES which are also I-3 or Agricultural. No on-street staging or loading is required given the size of the site and the fabrication sequence, as such activities are disbursed throughout the site. XVII ACCESS 23.2.1.17, .18, & .19 XVII. ACCESS (23.2.1.17, .18 & .19) Safe access to the site will be provided from unpaved Weld County Road 12, which is within the City of Dacono. The Applicant plans to construct Phase I of platted Panoram Circle to Weld County and referral agencies specifications. Phase I will terminate, temporarily, some 1,400+feet into the subdivision, thereby providing public access to all adjacent lots, Stresscon Corporation and the Subject Site. A temporary cul-de-sac constructed to county specifications (i.e., 65' radius)will be provided with encroachment onto Lot 7, Block 2 via easement with Weld County as grantee. Access to the Subject Site will be temporary gravel drive coincident with the platted Panoram Circle right-of-way. Secondary fire access will be available via the existing driveway from Weld County Road 12. Phase II of platted Panoram Circle will be constructed at such time as future USES and/or development occur. All surfaces are planned as gravel with the Applicant willing to warrant completion of Panoram Circle, eventual paving, if required, appropriate street signage, required utility infrastructure through an Improvements Agreement with Weld County. Access to public rights-of-way will be constructed to Weld County standards. Traffic counts for the Subject Site are driven by the commuting requirements of a 15 employee population and normal delivery cycles totaling approximately 6-9 round trips per day. 'RASH COLLECTION (23.2.1.20) Trash and refuse generation will be minimal and collection and storage will be within approved contractor supplied wind-proof bins, receptacles, and roll-offs at various locations on the Subject Site. XIX OPERATION STANDARDS 23.2.1.21.1-.7 XIX. NOISE (23.2.1.21.2) Noise generation attendant with the precast concrete fabrication and storage process will comply with noise standards as established in 25-12-101 C.R.S. No dominant noise generation activities are anticipated other than those normally associated with the operation of internal combustion small vehicles, forklifts, cranes, and tractor-trailers with certain units having backing sound alarms. XIX. AIR QUALITY (23.2.1.21.2) A Department of Health permit will be requested of the State of Colorado for installation and operation of concrete"batch-plant" equipment and the provisions of the permit will be accepted and honored by the Applicant. WATER QUALITY (23.2.1.21.3) No water quality impacts are anticipated (see Section XIV of this Site Plan Review— Storm Water Runoff) and the planned USES will be located, designed and operated in accordance with the standards established by the Colorado Water Quality Control Commission. Based on my review, I have the following comments: • All buildings shall be designed and constructed in accordance with the provisions of the Uniform Fire Code, as ratified by the Weld County Commissioners, and all other applicable codes and ordinances, as enforced by Weld County. All plans for future construction must be submitted to the Fire District for review and approval prior to the issuance of building permits. • The applicant recognizes that the required water supply for fire protection is currently not available to the site and although desires to provide the water as soon as possible, this does not change the law or requirements. The Uniform Fire Code, which is the law within the territorial boundaries of the Mountain View Fire District, requires that an adequate water supply for fire protection be provided for every building hereafter constructed. Furthermore, the law requires that water supply be provided at the time building construction begins. To ask that a Certificate of Occupancy be granted during an interim period between occupancy and construction of the water system is completely inappropriate. In most cases, the Fire District objects to building permits being issued before an adequate water supply is provided. • With regard to required water supply, the proposed building may will most likely have to be protected with an automatic fire sprinkler system. As an example, when completed, the final size of the proposed structure will be approximately 26,000 square feet. If the building is constructed of Type II-N or III-N construction, a minimum fire flow of 3,500 gallons per minute, measured at a residual pressure of 20 pounds per square inch would be required. This water supply would need to be provided by at least four fire hydrants. The first phase of the building (12,000 square feet) would only require 2,250 g.p.m. provided by two hydrants. Providing a fire sprinkler system reduces the fire flow to 1,750 g.p.m. and 1,500 g.p.m. respectively. I question how the applicant plans to provide a fire sprinkler system if there is not an adequate water supply to support the system. The statement will need to be stamped by a licensed engineer from the State of Colorado. Driveways: The internal access roadways were not constructed as part of this subdivision. The developer will be required to construct a paved access to this site. The access roadway shown on the plans does not meet the subdivision regulations. The developer will be required to provide an access that meets the subdivision requirements. Traffic: According to the ITE, light industrial uses of this size generate 166 trips per day. WCR 12 is presently gravel. This project would cause the roadway to violate the EPA limits for gravel roads. How does the owner plan to mitigate this impact?
