R. S. 31-12-108.5. Territory Proposed for Annexation The Territory proposed for annexation, suggested to be known as the Mikelson Annexation, is a parcel of some 61.9 acres bordered on the west by Weld County Road 21 and located to the south west of the town center of Severance. It is immediately south of the Summit View Annexation and west of the Timber Ridge Annexation as shown in the Attachment Number 1-Annexation Map together with its legal description. List of Special Districts of which the territory proposed is a part: North Weld County Water District Weld County Reorganized School District RE 4 Windsor Severance Fire Protection District List of all residents (and their addresses) of the territory proposed for annexation who are not land owners None Description of the intended use and development of the territory proposed for annexation It is proposed that this territory be annexed to the town of Severance as a Planned Unit Development(see Attachment 2) of residential lots with an average density of approximately 3 units per acre. The lots are envisioned to be composed of a mixture of single family home sites, patio home and potentially paired home sites towards the easterly portions of the parcel. Larger home sites to the west and north envisioned with sites to be consistent with the requirements of Sections 6-3 R-1 Single Family Residential or Sections 6-9 E-Estates as appropriate. Access would be from Weld County Road 21 and through both Timber Ridge to the commercial and business center of the town and through Summit View to provide access to Weld County Road 74. The main east-west artierial road through the parcel is envisioned to be along its southerly boundary at the lower elevations together with green belt areas along one or both sides of this roadway. The easterly and southerly edge of the property would also be a green belt providing utility, drainage and retention services and low impact park and trail areas as practical. Gravity sewer connection to the Town's treatment facilities is anticipated, in concert with the Town's master plan and with the plans of Summit View and Timber Ridge. North Weld potable water would to provided by the Town's water system when completed by the Town, North Weld and others. It is expected, dependent upon market conditions and demand,that the property will be developed in two or more phases with construction starting no sooner that 2002 and buildout to occur over a three year period. 09/12/00 -2- Location of Existing Streets -Weld County Road 21 is the only Existing street which is along the West boundary of the territory. Whoever, it is envisioned that access would be not only from Weld County Road 21 but also through Timber Ridge to the commercial and business center of the town and through Summit View to provide access to Weld County Road 74. See Attachments 1 and 2. Location of Existing Utility lines—North Weld provides water to the existing residence on the property through a line along the westerly boundary. Also, Poudre Valley IREA lines are along the west boundary of the property and service to the residence is along the southerly border of the property. Natural gas is also provided to the existing residence from Public Service of Colorado line, also along the westerly boundary of property. See Attachments 2. Existing and Proposed Land Use Patterns and existing zoning—The existing property is used as a small irrigated farm zoned Weld County agricultural. It is proposed that the territory be annexed to the Town of Severance as a residential Planned Unit Development with to be development to be compatible with Section 6-3 R-I Single Family Residential District and/or Section 6-9 E-Estates as defined in the Town of Severance zoning ordnance in effect as of 12 September 2000. See Attachments 2. Size of commercial or industrial facilities -None envisioned at this time. Estimated number of school students and a letter from the school district indicating such information-The estimated number of students is 145 composed of some 68 elementary students, 36 middle school students with the balance of 41 being high school students. These are the estimates defined in the letter from Mr. Brian Lessman, Superintendent of Schools, Weld County School District RE-4 dated September 7, 2000 a copy of which is attached hereto as Attachment No. 3. Number of dwelling units proposed—It is envisioned that upon buildout approximately 180 to 200 Single Family Residences may be constructed on the property when completed. 12 copies of the annexation maps(s)reduced to 11x17 size. Based on the information provided to date,it appears than this development will generate 40 estate/residential lots. Based on current district planning standards and the information you provided,this development would generate approximately 145 students to the Windsor School District. Of this number, 68 are expected to be elementary students,36 are expected to be middle school students and 41 at the high school level. In the short term these students would be transported to existing schools in the district. The district is currently at capacity at the elementary and high school levels with room for growth at the middle level. Given this condition,it is reasonable to assume that the district will soon need to go to the voters to add on to existing facilities or build a new facility. At 100%build out,the impact to transportation is expected to be the capital cost of 1.8 buses,annual operations cost and driver salary. The capital cost is estimated to be$135,000 and the annual costs to be S9963 including driver salary. The number of units currently proposed would not seem to call for the dedication of a school site at this location. However,in conjunction with other developments,this development will add to the need for the development of a new elementary site at a minimum with additions to the high school site. Given this impact to the district,we would call for a voluntary contribution of $607 per unit to the school district,the • current district standard as a cash-in-lieu payment. The district does not currently have an intergovernmental agreement with the Town of Severance that would require such a donation. However, this fee is consistent with district standards for the RE-4 School District and approved agreements with the Town of Windsor. This cash-in-lieu payment will mitigate costs associated with the purchase and development of a future school site. This fee is not designed to mitigate construction costs associated with a new school,but rather,site acquisition and development.
