I. Character and Extent of Services Weld County(County)hereby engages Merrick&Company(Merrick)to provide necessary mapping services for the County's digital mapping project. Merrick agrees to supply the following work and services under the conditions set forth in this agreement: A. Merrick and its subcontractors, shall provide all necessary work, material, supplies,transportation, plan, labor, and management as may be required,to accomplish aerial photography digital orthophotography for this project. B. Supplies and services to be furnished under this contract will be divided into several sub-tasks. In summary,the services include: Photogrammetric Mapping 1. Placement of aerial targets on existing ground control/check points(1"=1,200' scale aerial photography only). 2. AGPS surveying for additional photo control points(1"=1,200' scale aerial photography only). 3. Black and white aerial photography products (1"=1,200' and 1:40,000 negative scale). 4. Fully Analytical Aerotriangulation for both scales of photography. 5. Digital orthophotography(1' and 3' pixel resolution). 6. Resampled digital orthophotography at 2', 4', 8', and 16' pixel resolutions from the 1' base digital orthophotos. 7. County-wide MrSID compressed imagery. C. Area of the Project-The limits of the project contain 305 square miles requiring one-foot(1')pixel resolution digital orthophotography formatted to the adjusted PLSS. In addition, approximately three thousand one hundred ten(3,110) square miles require three-foot(3')pixel resolution digital orthophotography formatted to DOQQ specifications. " PIXELS II. General Mapping and Administration Considerations A. Deliveries -All costs of deliveries shall be borne by the Merrick project team. Each delivery shall be addressed to: Ms. Judi Boeck,GIS Coordinator,Weld County GIS, 1400 North 17th Avenue, Greeley, CO 80631. A letter and/or transmittal form, in duplicate, listing the materials being transmitted, and being properly numbered,dated, and signed, shall accompany each delivery. Delivery of all County-supplied source materials shall be made at the completion of this contract. B. Mr. Doug Jacoby will be the Merrick technical manager for this project. Mr. Brian Raber will be the Merrick contract manager for this project. Mr Doug Jacoby will be the primary contact at Merrick for all County correspondence. Ms. Judi Boeck will be the County's primary contact. C. In the event the scope requires clarification the hierarchy of documents is as follows: 1)Amendment No. I; 2) Miscellaneous e-mail communications/documentation; 3)Contract Document; 4)Merrick's Technical Proposal; 5)the County's REP; and, 6)County Addenda to REP. The hierarchy applies only when there is a conflict between two(2)or more of the above-mentioned documents. D. Product Acceptance-All deliveries submitted by Merrick will be checked by the County. The County team shall notify Merrick if there are any delays in the review period. All reviews will be performed on a basis of work correctness and compliance with this contract and the technical scope of work. At a minimum,the data will comply with the following acceptance criteria: 1. 98%feature attribute correctness. 2. 98%features completeness. 3. American Society for Photogrammetry and Remote Sensing(ASPRS)Map Standards for positional accuracy of the planimetric and topographic databases. 4. Federal Geodetic Control Committee(FGCC)and County/Merrick survey standards. 5. American Society of Photogrammetry and Remote Sensing aerial photography standards. Within a thirty(30)calendar day timeframe the County team will categorize each delivery as follows: 1. ACCEPTED,that is,meeting specifications with no more than minor and/or isolated exceptions, which will be corrected by Merrick. Accepted data will conform to the minimum accuracy standards for feature attribute correctness and completeness. 2. ACCEPTED WITH REWORK, that is, essentially the delivery conforms to specifications, but having a significant number of isolated exceptions. The delivery shall be accepted by the County pending re- editing and corrections re-submitted to the County. At no cost to the County,the Merrick project team shall correct and re-submit the delivery to the County within 30 calendar days. Deliverables falling within 90%to 98%will be considered under this category. Corrections will be completed by the Merrick project team to obtain the minimum standard. 3. REJECTED,that is,the delivery fails to meet the minimum requirements and requires major improvements to comply with the pre-defined standards. At no cost to the County team, the Merrick project team shall correct and re-submit the delivery to the County within fifteen(15)working days. Deliveries considered in this category are where data is under the 90%accuracy level. Corrections will be completed by the Merrick project team to obtain the minimum standard. III. Photogrammetric Technical Provisions Any technical provision not clearly defined in this document may be referenced back to Attachment A ("Statement of Services and Project Schedule")of the original Agreement for Professional Services. The same,or similar methods will be used in the production of digital orthophotography that were previously used during the 1998 project. Photo-Control Targeting(1"=1,200'Scale Photography Only) 1. Prior to flying the aerial photography, Merrick will pre-mark or target a select group of existing photo control points so they will be visible on the aerial photography. These existing points were originally used during the 1998 project, and will be used as checkpoints for the airborne GPS (AGPS)derived photocenters. 2. Merrick will coordinate the targeting and aerial photography tasks to guarantee that the targeting is complete prior to beginning the photography mission. All targets will be inspected prior to the actual acquisition of photography to be sure the targets are in-place and in good shape. 3. When possible, Merrick will use white paint to mark the location of each control point. White vinyl material (3 ply thick)will be utilized for all those points that cannot be painted. Merrick will provide all materials. 4. The shape of the photo-control targets in the mapping area will be a "Y". Following the acceptance of the aerial photography by Merrick,all vinyl targets will be removed within a reasonable timeframe. Acquire New Aerial Photography 1. Black and white aerial photography will be acquired to meet the accuracy requirements of the digital orthophotography. 2. Merrick will utilize Aerial Surveys International, LLC. (ASI)of Watkins, CO to perform the photography mission. The camera utilized by ASI for this project will incorporate forward motion compensation(FMC). Additionally,ASI's aircraft is equipped with GPS navigation and an on-board receiver to accomplish the camera positioning for the aerotriangulation. 3. The aerial photography will conform to industry standards established by the American Society of Photogrammetry and Remote Sensing(ASPRS). 4. The following characteristics apply for the two(2) scales of photography Merrick is responsible for capturing: PLSS/ 1' Pixels DOOO/3' Pixels Negative Scale: 1 = 1,200' (1:14,400) 1:40,000(1"=3,333.33') Mapping Scale: 1" =200' (1:2,400) ± 1"=500' (1:6,000) Flying Altitude: 7,200'AMT 20,000' AMT Forward Lap: 60% ±62% Side Lap: 30% ±42% Area per model: 749.75 acres —4,600 acres Number of Exposures: 396 513 Mapping Flight Lines: 20 25 Mapping Flight Line Miles: 307.6 -1,100 Mapping Flight Line Direction: North— South North-South Mapping Photography Format: Stereo-model centered NAPP specifications 5. Once the film is processed, inspected and approved, each exposure shall be clearly labeled at the edge of the negative. The labeling shall include: date of photography, scale of photography,project name, flight line number and exposure number. Airborne GPS Photo-Control/Post-Processing(1"=1,200'Scale Photography Only) Merrick will use Airborne GPS (ALPS)in order to control the aerial photography. The following summarizes Merrick's ALPS procedures: 1. The results from the kinematic data collection and/or data processing shall be simple coordinate values for each common epoch of data recorded by both the GPS receiver on the aircraft and base receivers stationed on the ground. 2. The photos shall be represented only by an exact time corresponding to the time that the GPS receiver recorded the electronic pulse from the camera when the photo was taken. These times shall be labeled with photo identifiers by referring to the trajectory plots and the pilot flight reports so that the line numbers match those used by the pilot and thus, ensuring easy cross referencing. At the same time test exposures and events caused by blanks shall be removed from the event list. CONTRACT AMENDMENT.doc Revision: 0 Contract No. 50-013137, Amendment No. 1 3. Coordinates and elevations will be generated for the perspective center for each photograph that will be used in the fully analytical aerotriangulation(FAAT)process. 4. The final coordinate values will be based on the Colorado State Plane Coordinate System,North Zone,North American Datum of 1983, adjusted 1992 (NAD83/92), U.S. Survey Foot Units. Final elevation values will be relative to the North American Vertical Datum of 1988 (NAVD88). Photo-Identifiable Control(1:40,000 Scale Aerial Photography Only) 1. The ground control coordinates used to control the 1:40,000 scale photography will be derived from 1:24,000 scale(7.5 minute)USGS quad maps. 2. Visible features in the photography that can be successfully located on said quad sheets will be marked and digitized to determine a coordinate location. 3. The control coordinates will be translated into the aforementioned horizontal and vertical mapping datums prior to the FAAT task. Fully Analytical Aerotriangulation (FAA?) 1. Fully Analytical Aerotriangulation(FAAT) creates coordinates (X,Y)and an elevation(Z) for supplemental photogrammetric points on each photograph that are used in the stereo model orientation process (Model Set- up). The FAAT process simultaneously corrects image displacement caused by earth curvature, atmospheric refraction, camera lens distortion and aircraft(flight)inconsistencies. 2. Pass and tie points will be pre-selected stereoscopically. The location will be marked on the contact print with a semi-permanent pen. Each type of point will have a unique symbol and point#for easy identification in the remaining processes. Each stereo model will have a minimum of six(6)pass and two tie points to the adjacent flight line. As each flight line is completed,the targeted ground control,pass and tie points are marked and numbered on the strip diagram. 3. Tie Point Analysis(TPA)will be performed on all flight strips. TPA shows relationship between flight lines (tie point to tie point)and spots any errors that exist. 4. Execute a preliminary block adjustment, which incorporates field control throughout all points. Execute space resection, which computes all the orientation parameters. 5. Execute Pre-Albany, which sorts all images and reorders orientation parameters into the minimum bandwidth order. 6. Adjustments will be performed in-house using Albany, which is the final bundle adjustment for the entire project area(block). This program gives final root mean square(RMS)misclosures at all horizontal and vertical control points. Also, final coordinates are derived for all analytical points (pass points/tie points). 7. A comprehensive FAAT report of the final results of the FAAT exercise will be submitted to the County's Project Manager. This report will be inspected and signed by Merrick's Project Manager, Certified Photogrammetrist and FAAT Analyst. This report will include at a minimum the following: • A narrative summarizing significant steps influencing the FAAT measurements and results • Root Mean Squared(RMS)error and residuals of the final block adjustment • Root Mean Squared (RMS)error and residuals of the quality control block adjustment CONTRACT AMENDMENT.doc Revision: 0 Contract No. 50-013137, Amendment No. 1 • Diagram of the stereo model layout with photo centers • Diagram of the stereo model layout with control,tie and pass points Digital Elevation Model(DEM)Data Source 1. Merrick intends on utilizing the existing DEM dataset from the 1998 project for the rectification of the 1"=200' scale/ 1' pixel resolution/PLSS formatted digital orthos. 2. Any of the existing 1"=200' scale DEM data from the 1998 project will be updated where necessary(e.g.,the new intersection of I-25 at the Longmont exit). 3. Merrick will acquire USGS 7.5 minute DEM data for use in the rectification of the DOQQ formatted digital orthophotography. 4. In the event of unacceptable ortho image smearing resultant of outdated or inadequate USGS DEM data, Merrick will photogrammetrically correct these areas by blending newly collected DEM with the USGS DEM. Aerial Photography Scanning 1. The original aerial photography negatives will be converted to raster images using the Zeiss SCAT film scanner currently in place at Merrick 2. The input scan will vary based on the photo scale and desired output pixel resolution. The following table illustrates the relationship between scale of photography, input scan size,and output pixel resolution: Photo Scale Input Scan Input Pixel Final Pixel 1:40,000 21µm 2.76' 3' 1"=1,200' 14µm 0.66' 1' 3. When scanning the negatives,gray scale histograms or look-up tables (LUT's)are customized to establish the optimum"bell shaped curve". This will assure the digital ortho imagery will have a well-balanced array of values that range from 0 to 255. Digital Orthophoto Production I. Merrick uses the Zeiss OP image rectification and processing packages to rigorously calculate and generate precision ortho data from the original scanned negatives. Calculations are carried out using a Cubic Convolution resampling method,with the ability to edge-enhance or smooth an image as needed to arrive at the best geometric and radiometric output possible 2. Using Silicon Graphic workstations and Zeiss OrthoVista software for image processing&modification systems,the radiometric characteristics of each image are automatically compared and adjusted to a standard project histogram. This results in each ortho possessing similar tonal quality throughout the entire project area. 3. The ortho images are then formatted according to the tile layout jointly determined by the County and Merrick. Following image acceptance, Merrick will compress the data using MrSID compression techniques developed by LizardTech. Merrick will work closely with the County to establish the most-appropriate compression ratio(s). 6. The final MrSID compressed image file will be implemented into the County's ArcIMS web application. Digital Orthophotography Resampling(1"=200'Scale/1'Pixel Imagery) 1. Merrick is providing Weld County with resampled imagery to update their existing image catalogs used in CAT-I. 2. The 1' pixel imagery developed for the County will be resampled to pixel resolutions of 2', 4', 8' and 16'. IV. Deliverable Products The following outlines the deliverable products produced by Merrick. Merrick understands that all of the products listed below are the property of Weld County. Aerial Photography Products 1. One(1)set of 1"=1,200' scale black and white film negatives. 2. One(1)set of 1:40,000 scale black and white film negatives. 3. Two(2) sets of black and white contact prints for each scale of aerial photography. One(1) set will be a clean, client copy, and 1 set will be a"working"(pre-marked with analytical and check points)during the FAAT task. 4. One(1) set of flight line/control diagrams for each scale of aerial photography(copies of USGS quad maps). Fully Analytical Aerotriangulation (FAA?)Products 1. One(I)set of pugged black and white film diapositives for each scale of aerial photography. 2. FAAT report and computation results for each scale of aerial photography(hard and soft copy). 3. ASCII file of the pre-existing ground control/checkpoints and AGPS photocenters used in the FAAT task (1"=1,200' scale aerial photography only). 4. USGS Camera Calibration Report. Digital Orthophoto Products 1. One (1) set of CD-ROM's containing three hundred five(305)PLSS formatted tiles of 1"=200' scale/one-foot (1')pixel resolution digital orthophotography in TIFF format. 2. One(1) set of CD-ROM's containing two hundred forty-one(241)DOQQ formatted tiles of three-foot(3') pixel resolution digital orthophotography in TIFF format. 4. One(1) complete county-wide file of MrSID compressed imagery,which contains the aforementioned 1' and 3' pixel resolution digital orthophotography in conjunction with the previously submitted 1' pixel resolution digital orthophotography(circa 1998-1999)for use in the County's ArcIMS web application.
