The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Centennial
Center, Greeley, Colorado, January 17, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Carol A. Harding

MINUTES: Commissioner Vaad moved to approve the minutes of the Board of County Commissioners
meeting of January 15, 2001, as printed. Commissioner Masden seconded the motion, and it carried
unanimously.
ADDITIONS TO AGENDA: There were no additions to the agenda.
CONSENT AGENDA: Commissioner Vaad moved to approve the consent agenda as printed.
Commissioner Long seconded the motion, and it carried unanimously.
PRESENTATIONS:
RECOGNITION OF SERVICES, WELD COUNTY FAIR BOARD - LARRY LIND: Chair Geile read the
certificate recognizing Larry Lind for two years of service on the Fair Board. Mr. Lind was not present to
receive his award.
COMMISSIONER COORDINATOR REPORTS: Commissioner Jerke stated the Department of Public
Works has been out plowing snow the last two days to clear the recent storm.
PUBLIC INPUT: Bill Crowley, representative of Power Equipment Company, stated he was here to
observe the bid process.

WARRANTS: Donald Warden, Director of Finance and Administration, presented the following warrants
for approval by the Board:
All Funds $310,691.20
Electronic Transfers -All Funds $643.16
Commissioner Long moved to approve the warrants as presented by Mr. Warden. Commissioner Vaad
seconded the motion, which carried unanimously.
BIDS:
PRESENT MOTOR GRADER BID - PUBLIC WORKS DEPARTMENT: Pat Persichino, Director of
General Services, presented the bids received from four vendors. Said bid will be considered for approval
on January 31, 2001.
PRESENT WALK-IN BEHIND COMPACTOR VIBRATOR TRENCH ROLLER BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino read the names of seven vendors who submitted bids. Said bid will be
considered for approval on January 31, 2001.
PRESENT TANDEM WITH SNOW PLOW AND MATERIAL SPREADER BID - PUBLIC WORKS
DEPARTMENT: Mr. Persichino read the names of eight vendors who submitted bids. Said bid will be
considered for approval on January 31, 2001.
PRESENT TRACTOR BID - PUBLIC WORKS DEPARTMENT: Mr. Persichino read the names of seven
vendors who submitted bids. Said bid will be considered for approval on January 31, 2001.
PRESENT TANDEM TRUCK TRACTOR BID-PUBLIC WORKS DEPARTMENT: Mr. Persichino read the
names of seven vendors who submitted bids. Said bid will be considered for approval on January 31,
2001.

names of five vendors who submitted bids. Said bid will be considered for approval on January 31, 2001.

presented the bids received from eight vendors. Said bid will be considered for approval on January 31,
2001.
PRESENT 1/2 TON 4X4 REGULAR CAB PICKUP BID-PUBLIC WORKS DEPARTMENT: Mr.Persichino
read the names of nine vendors who submitted bids. Said bid will be considered for approval on January
31, 2001.

PRESENT 1/2 TON COMPACT PICKUP WITH CAMPER SHELL BID-PRINT SHOP: Mr. Persichino read
the names of four vendors who submitted bids. Said bid will be considered for approval on January 31,
2001.
PRESENT MID-SIZED 4-WHEEL DRIVE PICKUP BID - BUILDING INSPECTION DEPARTMENT: Mr.
Persichino read the names of six vendors who submitted bids. Said bid will be considered for approval on
January 31, 2001.
PRESENT CIVILIAN VEHICLES BID - SHERIFF'S DEPARTMENT: Mr. Persichino read the names of
seven vendors who submitted bids. Said bid will be considered for approval on January 31, 2001.
PRESENT PATROL VEHICLES BID-SHERIFF'S DEPARTMENT: Mr. Persichino read the names of four
vendors who submitted bids. Said bid will be considered for approval on January 31, 2001.
PRESENT TRANSPORT MINIVAN BID-SHERIFF'S DEPARTMENT: Mr. Persichino read the names of
one vendor who submitted a bid. Said bid will be considered for approval on January 31, 2001.
PRESENT MAXI VANS-HUMAN SERVICES DEPARTMENT:Mr. Persichino read the name of the vendor
who submitted a bid. Said bid will be considered for approval on January 31, 2001.
PRESENT MAXI VANS WITH LIFTS BID - HUMAN SERVICES DEPARTMENT: Mr. Persichino read
the name of the vendor who submitted a bid. Said bid will be considered for approval on January 31,2001.
PRESENT ROADSIDE SPRAYING SYSTEM BID-PUBLIC WORKS DEPARTMENT:Mr. Persichino read
the names of two vendors who submitted bids. Said bid will be considered for approval on January 31,
2001.
NEW BUSINESS:
CONSIDER APPLICATION FOR LICENSE TO CONDUCT PUBLIC DANCE OR DANCES - DEEANN
WOLFE, DBA FORT 21: Bruce Barker, County Attorney, stated this license covers the calendar year of
2001. Responding to Commissioner Masden, Mr.Warden stated the applicants are not notified of the time
for a Dance License since it is not considered in conjunction with the liquor license. The motion,which was
seconded by Commissioner Jerke, carried unanimously.

CONSIDER APPOINTMENT OF DELEGATE TO REPRESENT WELD COUNTY AT ANNUAL MEETING
OF THE FULTON IRRIGATING DITCH COMPANY AND AUTHORIZE CHAIR TO SIGN PROXY:
Commissioner Jerke moved to appoint Frank Hempen, Jr., Director of Public Works, as proxy for Weld
County. Seconded by Commissioner Masden, the motion carried unanimously.
CONSIDER OWNER CONSENT FORM FOR DESIGNATION OF FORT SAINT VRAIN MONUMENT AND
AUTHORIZE CHAIR TO SIGN - COLORADO STATE REGISTER OF HISTORIC PROPERTIES: Mr.
Barker stated the County will be transferring this property to the Platteville Historical Society. Bonnie Smith
asked for consideration for the transfer of the Deed to be delayed for approximately two weeks, since the
President of the Platteville Historical Society is ill. Commissioner Vaad moved to approve said form and
authorize the Chair to sign. The motion was seconded by Commissioner Long. Commissioner Jerke
verified this action only allows the monument to be designated as historical. Commissioner Vaad explained
the Board has been working on this property, which is less than one acre, located at the end of a County
road west of Gilcrest, and is the location where someone buried a dog last year. He further explained we
approached the Historical Society since they are working with four fort sites to get them developed and
marked. The motion carried unanimously.
CONSIDER RESOLUTION RE: APPROVE PARTICIPATION IN HELPLINE OF WELD COUNTY,
APPOINT REPRESENTATIVE TO ADVISORY COMMITTEE, AND AUTHORIZE CHAIR TO SIGN
LETTER OF ACKNOWLEDGMENT - UNITED WAY OF WELD COUNTY, HELPLINE: Chair Geile
suggested the representative be Don Warden instead of himself. Mr. Warden stated this is the item
discussed with the Board on Monday, and includes a $12,000 contribution. Commissioner Vaad moved
to change the representative to Don Warden and approve the draft resolution with the change. Seconded
by Commissioner Jerke, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the consent
agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:30 a.m.
