The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter at Weld Centennial Center, 915 10th Street, Greeley, CO, Tuesday,
February 20, 2001 6:30 p.m.
ROLL CALL: The meeting was called to order by President Dwaine Kurtz.
Councilwoman Jody Malone was excused. Vice President Joyce Smock, Councilman
Mitchell Martin, and Councilman Douglas Rademacher were present constituting a
quorum of the members. Also present: Anita Kramer, Mr. Mike Reisman, Mr. Mike
Strawbridge, and the Council secretary, Bev Thomas.
REVIEW PROGRAM:
Mr. Reisman, Greeley-Weld County Airport Manager, presented an overview of the
airport's annual aircraft operations; aviation services; aeronautical facilities; recent and
proposed improvements; and the economic impact of the airport. He said that the
Greeley-Weld Airport Authority is an autonomous subdivision of the State of Colorado.
However, its board includes two members of the Greeley City Council and two
members of the Weld County Board of County Commissioners. The City Council and
the Weld Commissioners also each appoint an airport board member.
Mr. Reisman stated that the airport is completely self-sustaining. He said the recent
capital improvements have primarily been funded by the Federal Aviation
Administration's Airport Improvement Program. This program requires the City of
Greeley and Weld County to split a grant-match of 10%. However, the Greeley-Weld
County Airport has been able to get half of this grant-match money from the State of
Colorado. Therefore, of the recent 15 million dollar improvements to the airport, Weld
County has only paid approximately 2.5%. Weld County has helped the airport to
receive Energy and Impact Assistance Grant-Monies. Weld County's Planning
Department is cognizant of the airport's area of influence and sends Planning
Department referrals to airport personnel. Mr. Reisman introduced Mr. Mike
Strawbridge, Airport Operations Supervisor.
AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda.
APPROVAL OF MINUTES: Councilman Douglas Rademacher made a motion to
approve the corrected January 16, 2001. The motion carried.
UNFINISHED BUSINESS: There was no unfinished business.

NEW BUSINESS:
APPOINTMENTS AND ANNOUNCEMENTS:
Councilman Mitchell Martin will attend the March 12, 2001 Elected Officials
Meeting. Councilman Douglas Rademacher will attend Weld County's March 13
Strategic Planning Session.
CORRESPONDENCE: Council members received a copy of the recently-
produced Weld County brochure.
COORDINATOR REPORTS: President Dwaine Kurtz reported Councilwoman
Jody Malone was meeting with Commissioner Rob Masden this week.
Councilwoman Joyce Smock reported her visit with Weld County's Clerk and
Recorder, Suki Tsukamoto. She reported a high use by citizens of the Clerk's
office during the noon hour.
PAY BILLS: Councilman Douglas Rademacher made a motion to approve
payment of the listed expenditures:
Mileage for Councilman Mitchell Martin $39.04
Mileage for Councilman Douglas Rademacher $34.16
Mileage for Councilwoman Joyce Smock $36.60
Mike Arnold Office Machine Repair $55.00
One Hour Photo Express $29.95
Ft. Lupton Press $37.00
The motion carried.
ADDITIONS:
Council's 2001 Coordinator and Elected Officials Assignments
Councilman Mitchell Martin made a motion to approve the Council's 2001
Coordinator and Elected Officials' assignments. The motion carried.
Council's Out-of-Town Meetings
Council members agreed that during 2001 the Council would meet in rural Weld
County in May, July, and September. Councilwoman Joyce Smock said that the
Weld County Assessor will present a review program at the April 17 Council
meeting at Centennial Center.
Review of Recognition Resolution
Vice President Joyce Smock suggested two changes to the "sample recognition
resolution." Councilman Kurtz asked Councilman Douglas Rademacher to take
other change-suggestions before the Council's March meeting when the final
"sample recognition resolution" would be reconsidered.
