Subject: Evanston-water main replacement
Dear Commissioners:
In response to the comments at Tuesday's meeting
relating to the installation of the Evanston water
mains, the following information was reported in the
December 12, 2000 edition of the Farmer&Miner
newspaper, based on testimony at a Trustees meeting
and an interview with Mayor Ed Tagliente.
Total cost of project: $379,905 of which$222,905 is
from a contract with Northern Colorado Constructors,
$22,300 for engineering design, $33,500 for
construction observation, $28,000 for administration
budget, $72,500 for repaving costs- paid for by the
County[totaling $380,205]. ,
Funding the project comes from: $125,000 Community
Development Block Grant Award, $175,000 borrowed from
the Frederick Water Fund, $9,955 from the Evanston
Capital Improvement Fund [totaling $309,9051.
The contribution from the Frederick Water Fund is to a.n
users by increases of

from $12 to$17/month or$12 to $13/month additions
to customers' monthly water bills as variously
reported in the article. No date was given as to when
the money thus paid would satisfy the indebtedness to
the Frederick Water Fund.
I have no reason to contest any of this information,
but would think it would be useful to determine if[1]
water rates would be decreased on repayment in full

and [2]to obtain confirmation that the funds allocated
to engineering design, construction observation and
