The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 915 10th Street, Greeley, Colorado, August 2, 1984 at 1:45 pm. ROLL CALL The following members were present in person: President Ralph Waldo, Patricia Anderson, Don Elliott and Bill Rupp. Vice President DeAnn Emerson was absent. Also present at the meeting were Finance Director Don Warden and Commissioner Jacqueline Johnson, George Meyers and Doug Treinen, candidates for Commissioner, three members of the press and Weld County resident, Mrs. Doris Williams. The Council secretary was present. MINUTES -Bill Rupp made a motion that the minutes of July 5, 1984 be approved as written. Patricia Anderson seconded the motion and it passed unanimously. Don Elliott made a motion that the minutes of July 19, 1984 be approved as written. Bill Rupp seconded the motion and it passed unanimously. ADDITIONS AND/OR DELETIONS There were none. APPOINTMENTS The President reminded the Council of their upcoming appointments. CORRESPONDENCE The President made the correspondence file available for the individual review of Council members. REPORTS Don Elliott made a motion to accept the Report to the People concerning the Commissioners' overpayment of salaries as written, for signing and publication. Patricia Anderson seconded the motion and it passed unanimously. A discussion took place regarding the request for Insurance Committees. Larry Lutgen, President of the Independent Insurance Agents of Weld County, responded in writing by suggesting that the agencies could not make a fair and impartial review of the program and that perhaps an audit would be the appropriate action to take in this case. Don Warden reported that other counties are adopting Weld's self-insured workman's compensation system. It was also stated by Mr. Warden that this system does cover Council members. Upon a request from Bill Rupp, Don Warden agreed to, if desired, provide the selection and bid process concerning eligibility and to make available to the public this information along with the volumes of claims and yearly fluctuation of those claims. UNFINISHED BUSINESS A talk ensued concerning Weld County's involvement in loans for Colorado Counties, Inc. It was stated by Commissioner Johnson that, by having Weld County handle the CCI loans, Weld County would be benefiting all Colorado counties while reflecting strong leadership. She also stated that this placed Weld County in an advantageous lobbying position. Don Warden added that Weld County, by involving 841349 f3]� n)P( iN F q/i'1/gg r MINUTES, WELD COUNTY COUNCIL PAGE TWO AUGUST 2, 1984 itself with the CCI loans, would still have nothing deducted from their annual allotment and that United Bank is under no obligation to Weld County and vice versa, concerning the financing of the CCI office in Denver. The discussion resulted in the Council 's unanimous approval of Weld County's involvement with Colorado Counties, Inc. the Council received a letter from their attorney stating that members of the Council could be held liable for statements made by and any possible repercussions against participants of the Road and Bridge audit. Consequently, Don Elliott made a motion to delay sub- mission of the audit to the public until the Council may release it with the attorney's recommendation. Patricia Anderson seconded the motion and it passed unanimously. After hearing complaints from Mrs. Doris Williams concerning the road problems on County Road 105, as well as other complaints concerning the administrative capabilities of the County Engineer's office, a motion was made by Bill Rupp to make apart of the September 6 Weld County Council meeting open to the public, at which time they could comment individually on the road and bridge issues. This meeting would also include, moved Rupp, invitations to the County Engineer, Commissioners, and other county officials. Don Elliott seconded the motion and it passed unanimously. NEW BUSINESS The letter from Larry Lutgen, President of Independent Insurance Agents of Weld County, was made available to Council members. Bill Rupp made a motion to approve payment of the July mileage bill from Patricia Anderson. Don Elliot seconded the motion and it passed unanimously. ADJOURNMENT -here being no further business , the meeting was adjourned. -he time of adjournment was 3:25 pm on August 2, 1984. The next scheduled meeting is September 6, 1984 at 1:45 pm. Commissioners Chuck Carlson and Norm Carlson have each paid their July installment of $384.72, leaving a balance for each commissioner of $1,923.59. Commissioners Gene Brantner and Jacqueline Johnson have each paid their July installment of $370.21, leaving a balance of $1,851.06 each. Commissioner John Martin repaid his coverage in full on May 9, 1984. We will make another Report to the People on this matter in our September Council meeting. THE WELD COUNTY COUNCIL Ralph E.
