RE: WAIVER OF REQUIREMENTS FOR THE FURNISHING OF CERTAIN MATERIALS
CONCERNING THE ISSUANCE OF INDUSTRIAL REVENUE BONDS FOR THE
GREELEY NATIONAL BANK.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, the Greeley National Bank and the Weld County Director
of Finance have requested, due to the nature of the applicant, that
the Board waive all requirements of Section 3, Application Requirements,
as set forth in Ordinance 69-A, concerning the issuance of industrial
development bonds, except the following:
1) Section 3. 1, Bond Council opinion
2) Section 3. 4, initial application fee of $500 . 00
and,
WHEREAS, the Board of County Commissioners desires to grant said
request for waiver of the requirements stated herein.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners
that the requirements of Section 3 of Ordinance 69-A, excepting the
hereinabove stated two requirements be, and hereby is, waived.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 24th day of
August, A.D. , 1981.

A public hearing was conducted on August 24, 1981, at 10: 00 A.M. ,
with the following present:
CHUCK CARLSON CHAIRMAN

The following business was transacted:
I hereby certify that pursuant to a notice dated August 10, 1981 and
duly published August 13, 1981 in the Johnstown Breeze a public hearing
was held on the request of The Greeley National Bank for Industrial
Development Revenue Bonds. The proposed bond issue is for agricultural
bonds for agricultural equipment.
Mr. Warden reviewed the application and stated that because of the
nature of the applicant he was recommending that the Board waive
all but three requirements under Ord 69-A. The three requirements
not to be waived are: the request to issue, the Bond Council opinion
and the initial application fee of $500. 00. Mr. Warden stated the
applicant has already paid the $500. 00 fee. Commissioner Martin made
a motion to waive all the requirements of Ord 69-A that are inapplicable
to this request. Commissioner Kirby seconded the motion and it carried
unanimously.
Mr. Blake Lynch of Dain Bosworth was present and explained that the
industrial revenue bonds would provide money to the bank for loans
to agricultural users for the purpose of financing the acquisition of
equipment. Under present market conditions, it is expected that five-
year loans could be made available to farmers at an interest rate of
approximately 12 to 13 percent.
Mr. Lynch also requested the Board waive the $5, 000 fee, which would be
% of the total face amount of the bond issue of $1 million.
Mr. Evan Patterson, Senior Vice President of Greeley National Bank, was
also present supporting the request for waiver of the $5, 000 and
elaborating on the request.
Following discussion Commissioner Martin made a motion to waive the
$5, 000. The motion died for lack of a second.
Mr. Warden presented the inducement resolution.
Commissioner Kirby made a motion to approve the issuance of industrial
development revenue bonds for the Greeley National Bank. Commissioner
Martin seconded the motion and it carried unanimously.

NOTICE IS HEREBY GIVEN of a hearing before the Board of County Commissioners
of Weld County, Colorado, on the 24th day of August, 1981, at the hour of
10:00 a.m. in the Weld County Commissioners hearing room, first floor, Weld
County Centennial Center, 915 10th Street, Greeley, Colorado, for the purpose
of considering the application from Greeley National Bank for Weld County to
issue $1,000,000 in Industrial Development Revenue Bonds. The proposed bond
issue is for agricultural bonds for agricultural equipment. This procedure
is in accordance with the 1967 County and Municipality Development Revenue Bond
Act, Section 29-3-101, et. seq. , CRS 1973 as amended.
Copies of the application for Industrial Development Revenue Bonds are on file
in the Office of the Clerk to the Board of County Commissioners located on the
3rd floor, Weld County Centennial Center, 915 10th Street, Greeley, Colorado
and may be inspected during regular business hours.
Following the close of the public hearing, the Board of County Commissioners will
consider whether or not to proceed with the issuance of Industrial Development
Revenue Bonds.
All interested parties under the law will be afforded an opportunity to be
heard at said hearing.

The following business was transacted:
I hereby certify that pursuant to a notice dated July 27, 1981 and
duly published July 30, 1981 a public hearing was held on the request
of Sinco International Investments Inc. and Pioneer Investments, Inc.
for Industrial Development Revenue Bonds for a project known as
Horace Greeley - Phase II.
Mr. Warden stated that the application had been reviewed and was in order.
Larry Bohlender, representating the Downtown Development Corporation, stated
the project will be the restoration and remodeling of the old Greeley
High School. Mr. Bohlender elaborated on the Corporation' s ,support for
this project.
Mr. Sina Simantob, president of Sinco International, elaborated on all
phases of the project.
Bill Mitchell, president of School District 6 Board, stated the School
Board is supportative of this project which will retain a historical building
and put it back on the tax rolles.
Mr. Bolender stated that the building has been accepted for the national
hictorical register.
Jim Gilbert was present and stated his opinions regarding the request.
Mr. Gilbert stated that he is in favor of this request if the Board' s
purpose in granting it is to help businesses and investors; however,
it the Board approves it on the basis that it does not provide any
competition for local developers then hs is opposed to it.
Mayor George Hall testifyed that the City of Greeley is very much in favor
of the request.
Commissioner Kirby stated that he would not make a decision regarding this
request until a response was received from the Greeley Economic Development
Advisory Board. A copy of the application was sent to them and they have
not responded nor is there a representative present.
Tom Cowen, director of the Greeley Area Chamber of Commerce, reminded the
Board that the EDAB is only an advisory board and does not take votes on
this type of issue. However, they have never voiced a negative response
to this request in any of their meetings.
Commissioner Carlson made a motion to approve the inducement resolution
for Industrial Development Revenue Bonds for Horace Greeley - Phase II .
Commissioner Martin seconded the motion.
