The Weld County Public Works Department has reviewed this proposal. This project falls primarily
under the purview of the Use by Special Review Standards. Our comments and requirements are
as follows:
COMMENTS:
` WCR 27 (Old US Highway 85) is designated on the Transportation Plan Map as a collector status
road, which requires an 80-foot right-of-way at full build out. There is presently a 60-foot right-of-
way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning Ordinance(Ordinance 89, as amended),the required setback is measured from the
future right-of-way line.
The most current traffic count taken on WCR 27 between WCR 6 and WCR 8 reflects 1,781
vehicles per day. This count was taken October 14, 1996.
WCR 8 is designated on the Transportation Plan Map as a collector status road. The applicant has
indicated that this could be a portion of the haul route to US Highway 85. Our most recent traffic
count is 1,137 vehicles per day. This 24-hour count was taken April 23, 1996.
WCR 6 is designated on the Transportation Plan Map as a local paved road. The applicant
indicated that this is a portion of the haul route to US Highway 85. Our most recent average daily
traffic count is 210 vehicles taken in a 24-hour period. This was taken on May 21, 1998.
The Weld County Pubic Works Department recommends approval of the application with
development standards and special conditions.
REQUIREMENTS:
Traffic Study: All new commercial development with expected ADT > 200 will be required to
submit a traffic study as a part of the review process. This study shall include a description of the
project, vehicles trip generation, distribution, and verification of adequate acceleration,
deceleration, storage facilities at all impacted intersections, review of bridge capacity, intersection
level of service,analysis for an existing and proposed conditions,and recommendation for the need
of the upgrade to transportation infrastructure to support the development. The applicant has
provided a traffic report. This has been reviewed by the Weld County traffic engineer, who will be
meeting with the engineer to discuss minor revision and clarifications.

Right-of-Way: The applicant shall reserve an additional 10-foot right-of-way in front of the
property for future build out of WCR 27 at this location. I IN o.nd2H0A +r. s° 71
All Rights-of-Way: The applicant shall place on the plat all rights-of-way such as road, railroad,
and any oil and gas utility that may interfere with the proposed operation of the site.
Improvements Agreement: The applicant shall enter into an Improvements Agreement for the
designated haul route from the facility. The applicant has identified WCR 27, WCR 6, and WCR
8 as being part of the haul route to US Highway 85.
US Highway 85 Access Corridor Plan: WCR 6 at the intersection of US Highway 85 is scheduled
for an overlay, signalization, and the closure of the access to the trailer court on the northeast
corner next year. The intersection of WCR 8 and US Highway 85 is also scheduled for
signalization. The applicant shall work with CDOT to verify access on to the state highway system
and for any additional requirements that may be necessary to obtain or upgrade for future impact.
Intersection Improvements: Weld County is scheduling improvements to the intersections of
WCR 6 and WCR 8 on WCR 27. Additional requirements such as right turn lanes, left turn slots
may be required due to the increase of heavy hauling generated from your facility.
Off Street Parking: The off street parking spaces at the main office parking lot including the
access drive shall be surfaced with asphalt, concrete, or equivalent and shall be graded to prevent
drainage problems. There is adequate sight distance in both directions at the proposed access
point.
Storm Water Drainage: Development Standards 24.5.1.5.1, Storm Water Retention Facility, shall
be provided on site. The purpose of the design standard is to retain the storm water run-off from
a fully-developed site from a 100-year storm. It is required by the Weld County Public Works
Department. Refer to 10.13.4.1, Design Storm Frequencies.

/"` Environmental Health Services has reviewed this proposal for a asphalt and concrete batch
plants,processing facility, and materials storage area.. We have no objections to the proposal,
however,in reviewing the application we have observed that the applicant is proposing bottled
water as the facility's source of water. We do not believe that bottled water is an "adequate"
source of water for this type of operation. The facility could conceivably operate at this location
for many years,thus we believe a permanent water supply,i.e. well,community system, etc. is
more appropriate to serve the sanitary needs of the staff and visitors to the facility.
Additionally,we recommend that the following requirements be met prior to allowing the plat to
be recorded:
1. Submit an Air Pollution Emission Notice(A.P.E.N.)and Emissions Permit application to
the Air Pollution Control Division of the Colorado Department of Public Health and
Environment.
2. Submit a dust abatement plan to the Environmental Health Services, Weld County
Department of Public Health&Environment, for approval prior to operation.
3. All septic systems located on the property shall have appropriate permits from the Weld
County Department of Public Health&Environment. The Environmental Health
Division of the Weld County Department of Public Health&Environment was unable to
locate a septic permit for the septic system currently serving the home in the southwest
corner of this site. Any existing septic system which is not currently permitted through
the Weld County Department of Public Health&Environment will require an I.S.D.S.

Evaluation prior to the issuance of the required septic permit. In the event the system is
found to be inadequate,the system must be brought into compliance with current I.S.D.S.
regulations.
4. An individual sewage disposal system is required for the proposed office building and
shall be installed according to the Weld County Individual Sewage Disposal Regulations.
The septic system is required to be designed by a Colorado Registered Professional
Engineer according to the Weld County Individual Sewage Disposal Regulations. If the
• septic system is located in the flood plain,the installation of the septic system shall
comply with the Weld County I.S.D.S. flood plain policy.
5. If applicable,the facility shall obtain a Stormwater discharge and any other required
discharge permits from the Water Quality Control Division of the Colorado Department
of Health.
6. The facility shall submit a written plan and engineered design of a vehicle washing area
to the Weld County Department of Public Health and Environment for review and written
approval. The washing area shall be designed and constructed to capture all effluent from
drum washing and the washing of vehicle exteriors. The plan should address how water
generated from the drum washing and vehicle exteriors will be recycled and any other
/"". information necessary to demonstrate that the facility will be adequately constructed and
operated to prevent discharges of waste water.
7. The applicant shall provide evidence that any vehicle washing area will]be designed and
constructed to capture all effluent and prevent any discharges from drum washing and the
washing of vehicles in accordance with the Rules and Regulations of the Water Quality
Control Commission and the Environmental Protection Agency.
8. The applicant shall submit a waste handling plan, for approval,to the Environmental
Health Services Division of the Weld County Department of Public Health&
Environment. The plan shall include at a minimum,the following:
1) A list of wastes which are expected to be generated on site(this should include
expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.
3) The waste handler and facility where the waste will be disposed(including the
facility name, address, and phone number).
9. The applicant shall provide evidence that the facility has obtained an "adequate" water
supply.
We recommend that the following requirements be incorporated into the permit as "development

standards":
1. The facility shall operate in accordance with the approved dust control plan. The facility
shall have sufficient equipment available to implement appropriate dust control.
Additional control measures shall be implemented as required by the Weld County Health
Officer.
2. All liquid and solid wastes(as defined in the Solid Wastes Disposal Sites and Facilities
Act, 30-20-100.5, C.R.S.,as amended) shall be stored and removed for final disposal in a
manner that protects against surface and groundwater contamination.
3. No permanent disposal of wastes shall be permitted at this site. This is not meant to
include those wastes specifically excluded from the definition of a "solid waste" in the
Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,as amended.
4. Waste materials shall be handled, stored,and disposed in a manner that controls fugitive
dust,blowing debris,and other potential nuisance conditions.
5. Fugitive dust shall be controlled on this site.
6. This facility shall adhere to the maximum permissible noise levels allowed in the
Industrial Zone as delineated in 25-12-103 C.R.S.,as amended.
7. The applicant shall remove,handle, and stockpile overburden, soil, sand and gravel from
the facility area in a manner that will prevent nuisance conditions.
8. Adequate hand washing and toilet facilities shall be provided for employees.
9. The operation shall comply with the Occupational Safety and Health Act(OSHA).
10. Any vehicle washing area(s)shall capture all effluent and prevent discharges from drum
washing and the washing of vehicles in accordance with the Weld County Code,the
Rules and Regulations of the Water Quality Control Commission,and the Environmental
Protection Agency.
11. The facility shall provide an adequate water supply for drinking and sanitary purposes.
