The facility shall provide evidence to the Weld County Departments of Planning Services and Public Health and Environment that an appropriate financial assurance mechanism has been secured in accordance with the Regulations Pertaining to Solid Waste Disposal Sites and Facilities (6 CCR 1007-2). We are'still waiting for the appropriate financial assurance approval from the State of Colorado.: _. ; . rE,< z 0 o 2d.The facility shall demonstrate that the stormwater system and retention pond liner were constructed in accordance with the materials provided in the facility's Design. and Operations Plan. The Plan was received by the Departments of Planning Services and Public Health and Environment on February 6, 2001. At a minimum, the facility shall submit as-built drawings of the drainage and collection features and a report describing the seepage rate of any retention structure. Evidence shall be submitted for review and approval to both the Weld County Department of Public Health and Environment and the Colorado Department of Public Health and Environment. The applicant shall also provide the proposed seepage rate-testing schedule, to both Departments, prior to conducting seepage rate testing on the retention pond liner. Earth Engineering Consultants, Inc. (EEC) has completed liner verification testing and their report is attached. We are still working with the Colorado Department of Public Health and Environment to finalize this issue. 2e. Financial assurance requirements shall be satisfied prior to acceptance of material. Re: Construction Observation and Testing Stromo LLC Hudson, Colorado EEC Project No. 1015006A Mr. Dunker: Earth Engineering Consultants, Inc. (EEC) personnel have completed the requested construction observation and testing of the newly placed lining for the runoff storage lagoon at the Stromo LLC Composting facility in Hudson, Colorado. An outline of the testing completed as a part of that project along with the results of our field and laboratory testing results are provided with this report. The Stromo LLC composting facility is located near Hudson in Weld County, Colorado. The site is currently used as a composting facility. As outlined in our previous report dated September 5, 2001, samples of the lagoon liner materials were delivered to our Fort Collins laboratory for standard Proctor and permeability testing. The laboratory falling head permeability test indicated a permeability of approximately 6x10-8 cm/sec at compaction of approximately94% of the materials maximum Proctor dry density. The results of those tests are attached. On September 4, 2001, EEC personnel visited the site and performed field density testing of the newly placed lagoon liner materials. Visual observations of the in-situ lagoon liner material identify the liner as a compacted sandy clay material. The depth of compacted materials appeared to extend approximately 12" to 18" below the bottom of the lagoon. Field density tests were conducted at random locations across the lagoon liner. The compaction test results were within project compaction specifications of at least 95% of the materials maximum Proctor dry density. EEC Project No 1005006A September 13,2001 Page 2 Based on results of the field and laboratory testing as outlined above, it is our opinion the lagoon liner materials as placed are suitable for use as a low-permeability pond liner. Based on the measured permeability rates, the in-situ materials meet State of Colorado regulation for waste storage lagoon liners,which sets a maximum permeability rate of 1/32"per day(9.19x10-'cm/sec).
