The Board of County Commissioners of Weld County, Colorado, met in regular session as the Board of
Social Services in full conformity with the laws of the State of Colorado at the regular place of meeting in
the Weld County Centennial Center, Greeley, Colorado, August 29, 2001, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were
present, constituting a quorum of the members thereof:
Commissioner M. J. Geile, Chair
Commissioner Glenn Vaad, Pro-Tem
Commissioner William H. Jerke
Commissioner David E. Long
Commissioner Robert D. Masden

MINUTES: Commissioner Long moved to approve the minutes of the Board of Social Services meeting
of August 27, 2001, as printed. Commissioner Vaad seconded the motion, and it carried unanimously.
WARRANTS: Don Warden, Director of Finance and Administration, presented the warrants for approval
by the Board in the amount of $1,879.80. Commissioner Masden moved to approve the warrants as
presented by Mr. Warden. Commissioner Long seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER REVISIONS TO OPERATIONS MANUAL, SECTION 6.000, CHILD CARE POLICIES AND
PROCEDURES: Judy Griego, Director of Social Services, stated as a result of recent rule changes made
by the Colorado Department of Human Services, the Board is being presented with two changes to the
Child Care Policies and Procedures which requires a decision by the local jurisdiction. She stated the first
change will include the definition of income of an unrelated individual who is living in a household when
determining the eligibility of the family for child care resources. Ms. Griego stated she and the County
Attorney have reviewed this matter and recommend adding a definition of an unrelated person and the
process to help in determination of eligibility. Ms. Griego read said definition into the record. She stated
the second change deals with the rule allowing the County to provide low income child care assistance for
up to 48 months for post secondary and vocational education. Currently recipients are provided with 24
months. Ms. Griego stated due to fiscal constraints, the Department of Social Services recommends
keeping the 24-month limit, but provide ability for recipients to use the 24-month period during any time
of their continuing education program. In response to Commissioner Vaad, Ms.Griego stated the definition
of an unrelated individual relates to situations where a boyfriend or girlfriend are contributing to the
household income. She explained that is contrary to the definition in the TANF and Food Stamp rules.

She stated the person must meet both provisions of acting as a role of a parent and providing financial
support. Ms. Griego indicated she does not anticipate there will be very many who qualify. She stated
staff is trying to make the process simple and requesting the listed individual to provide a written statement
indicating whether they meet both criteria. Ms. Griego noted that the Weld County Department of Social
Services testified against this change at the State level because she feels it provides an opportunity for
people to receive TANF and Childcare,and it is inconsistent under other rules. Commissioner Long moved
to approve said revisions. Commissioner Vaad seconded the motion, which carried unanimously.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
There being no further business, this meeting was adjourned at 9:15 a.m.
