RE: APPROVE 2002 WELD COUNTY HOUSING AUTHORITY BUDGET
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with the 2002 Housing Authority Budget for
the County of Weld, State of Colorado, by and through the Board of County Commissioners of
Weld County, on behalf of the Weld County Housing Authority, and
WHEREAS, after review, the Board deems it advisable to approve said budget, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, ex-officio Housing Authority Board, that the 2002 Housing Authority
Budget for the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Weld County Housing Authority, and be, and
hereby is, approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 26th day of November, A.D., 2001.

Meeting in Miliken concerning Senior Housing Nov 8
This meeting was held as part of the We Can program and was facilitated by Barbara Kirkmeyer
Representatives of the Boulder Housing Authority has been asked to present on the projects they
had constructed at Erie and Niwot. The model presented has towns forming a housing authority
and then contracting with the County Housing Authority to build some Senior Housing Units. In
the case of Erie this was a dozen units. The projects were designed by the County Architect and
County Employees did some of the construction. They financed the projects with conventional
loans from local banks and grants from the Division of Housing. I explained the project.that
High Plains Housing Development Corp had built in Daconno. I explain that due to the low
income of the population we serve that we used tax credits for the major funding of the project.
This allow us to charge rents of$280 and $360 per month for a one bedroom unit.

HUD review of Intergovernmental Agreement
We have received a letter from HUD indicating they had their Legal Department review the
Intergovernmental Agreement between the City and County Housing Authority. They indicated
that their legal department would like some changes. We have not received the detailed
comments from their Legal Department at this time. When we do we will inform both Housing
Authority Boards on the content.
